Article 1 In order to ensure the smooth enrollment of ordinary undergraduate students in People's Police University of China (hereinafter referred to as the Police University), standardize the enrollment behavior, and safeguard the legitimate rights and interests of candidates, according to the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC), the Implementation Opinions of the State Council on Deepening the Reform of the Enrollment System for Examinations, the Provisions on the Management of Students in Ordinary Colleges and Universities, and the Opinions on Strengthening the Recruitment of People's Police in Public Security Organs and Public Security Colleges.
Article 2 These Articles of Association are applicable to the recruitment of full-time undergraduates in public security colleges.
Article 3 Undergraduate enrollment in police colleges shall follow the principles of fair competition, fair selection, openness and transparency, and adhere to comprehensive assessment, comprehensive evaluation and merit-based admission.

Public Security Major 10: Frontier Management, Entry-Exit Management, Police Command and Tactics, Public Security Political Work, Public Security Information Science, Foreign Police, Network Security and Law Enforcement, Data Police Technology, Criminal Science and Technology.
There are 7 non-public security majors: fire engineering, fire detection, electronic information engineering (intelligent fire direction), fire command, emergency rescue command and technology, nuclear, biochemical fire protection, and overseas safety management.
Article 8 The enrollment plan for public security majors in public security colleges shall be compiled according to the talent training needs of provincial public security organs, entry-exit administrative organs, railway police authorities and other vertical administrative departments, and the national "Special Plan for Targeted Enrollment in Poor Rural Areas" shall be fully implemented.
According to the requirements of the State Administration of Immigration, the enrollment plan for public security majors includes 92 people (see attached table 1 for details) recruited by the grass-roots units of exit-entry administration agencies in hard and remote areas, including Jilin 10, Yunnan 12, Tibet 10 and Xinjiang 60.
Due to the particularity of high load, high confrontation, high pressure and high risk in public security work, the number of female students in the public security major program does not exceed 15% of the total enrollment plan.
Article 9? The enrollment plan for non-public security majors in public security colleges is compiled according to the personnel training objectives, school conditions, students sources, etc., and there is no restriction on the ratio of male to female.

Requirements for political examination, interview, physical examination and physical fitness assessment
Eleventh candidates who apply for the public security major in the police university shall obtain the results of the college entrance examination in that year and meet the following conditions:
(1) Having China nationality;
(2) Abide by the Constitution and laws of People's Republic of China (PRC);
(three) love China * * * production party, love the motherland, love the people, love the Socialism with Chinese characteristics system;
(4) Volunteering in public security work, loving people's public security, determined to study and work hard, and making contributions to safeguarding national political security and social stability;
(5) They are over 16 years old and under 22 years old (born between September 1 and March1August 2005) and are unmarried;
(6) graduated from ordinary high school;
(7) Having good ideological and political quality and moral conduct, and meeting the political conditions for the enrollment of public security majors in public security colleges;
(eight) have good physical conditions and psychological quality, in line with the recruitment interview, physical examination and physical examination standards of public security majors in public security colleges.
Article 12 Candidates applying for the public security major in police colleges must have a clear source of students. Candidates' native place is where they registered when they took the college entrance examination. Candidates must participate in political investigation, interview, physical examination and physical fitness assessment organized by the Political Department of the provincial public security organ. If the conclusion of political examination, interview, physical examination or physical fitness assessment is unqualified, it will not be accepted. The specific arrangements shall be determined and announced by the political department of the provincial public security organ and the competent department of entrance examination. At that time, the official accounts of Police University and WeChat WeChat will be forwarded in time.
Thirteenth political examination items and standards, with reference to the "public security organs to hire people's police political examination work measures" and other relevant provisions.
Fourteenth interviews mainly determine whether candidates are suitable for public security higher education and public security work from the aspects of motivation, ideology, thinking expression ability and physical condition.
Fifteenth physical examination items and standards shall be implemented with reference to the relevant provisions of the General Standard for Civil Servants' Physical Examination (Trial) and the Special Standard for Civil Servants' Physical Examination (Trial). At the same time, the following conditions should also be met:
(1) Height: male 170cm or above, female 160cm or above.
(2) Weight: Male body mass index (unit: kg/m2) is between 17.3-27.3 (inclusive, rounded to one decimal place in calculation, the same below), while female body mass index is between 17. 1-25.7.
(3) Vision: The vision of any eye is 4.8 or above.
(4) Color vision: no color blindness, colorless and weak.
(5) Appearance: no baldness, no thoracic deformity, no scoliosis or hunchback, the distance between the medial condyle of knee varus femur and tibia is not more than 7 cm, there is no flat foot with completely disappeared plantar arch, no scar on face and neck, no varicose veins of lower limbs, no bromhidrosis, same-sex exotropia and exotropia are not more than 15 degrees.
Sixteenth items and standards of physical health evaluation shall be implemented in accordance with the relevant provisions of the National Student Physical Health Standard (revised 20 14), as follows:
(1) 50 meters. Measurable times: 1 time, and eligibility criteria: male ≤9.2 seconds, female ≤ 10.4 seconds;
(2) Standing long jump. Measurable times: 3 times, and the eligibility criteria: male ≥ 2.05m, female ≥1.5 m;
(3) 1000 meter run (male) /800 meter run (female). Measurable times: 1 time, and qualified criteria: male ≤4 minutes and 35 seconds, female ≤4 minutes and 36 seconds;
(4) Pull-ups (male)/sit-ups (female). Measurable times: 1 time, and the eligibility criteria: male ≥9 times/minute, female ≥25 times/minute.
All the above four items should be evaluated. Among them, three or more standards have been reached, and the conclusion of physical fitness evaluation is qualified.
Chapter five? Qualifications for applying for non-public security majors
Seventeenth candidates who apply for non-public security majors in police colleges shall meet the following conditions:
(1) Having China nationality;
(2) Upholding the Constitution and laws of People's Republic of China (PRC);
(three) love China * * * production party, love the motherland, love the people, love the Socialism with Chinese characteristics system;
(4) graduated from ordinary high school;
(five) law-abiding, honest and trustworthy, with good moral conduct.
Article 18? Candidates who apply for non-public security majors in police colleges must meet the following physical conditions: they are in good health and have not suffered from the diseases listed in Article 1 of the Guiding Opinions on Enrollment Physical Examination of Ordinary Colleges and Universities. Normal facial features and figure, no skin diseases (such as vitiligo, psoriasis, hemangioma, spot nevus, etc. ) It affects the face and is difficult to cure, and there are no obvious defects in appearance (such as facial deformity, torticollis that cannot be corrected by itself, abnormal gait, cross-eye, strabismus, bald head, facial and neck scars exceeding 1cm or scars exceeding 3cm, scars that affect functions, etc. ), no limb dysfunction, squat difficulty.
Nineteenth candidates who apply for non-public security majors in police colleges do not need to participate in the political investigation, interview, physical examination and physical fitness assessment organized by the provincial public security organs in their places of origin as stipulated in Article 12.
Article 20? Female students are not recommended to apply for fire command, emergency rescue command and technology, nuclear, biochemical, fire and other majors.
Chapter six? Admission rules
Twenty-first provinces (autonomous regions and municipalities) (except Xinjiang) that have not merged undergraduate admission batches shall implement the first batch of undergraduate admission control scores; In the provinces (autonomous regions and municipalities) that have merged undergraduate admission batches, undergraduate admission control scores are implemented. All majors implement the admission control scores of the second batch of Xinjiang undergraduate courses.
Admission arrangements for public security majors are carried out in batches in advance in undergraduate courses. Candidates who are not admitted will not be affected by their admission to other universities in subsequent batches.
Admission arrangements for non-public security majors are carried out in the first batch of undergraduate courses; In the provinces (autonomous regions and municipalities) that have merged undergraduate admission batches, it is arranged to be carried out in undergraduate batches.
Twenty-second police colleges should determine the adjustment ratio according to the adjustment requirements of the competent departments of provinces (autonomous regions and municipalities) for undergraduate enrollment. In the provinces (autonomous regions and municipalities) that voluntarily file in sequence, the file transfer ratio shall be controlled within 120%; In the provinces (autonomous regions and municipalities) that file according to parallel volunteer, the file transfer ratio is 100%.
Article 23? For the candidates who enter the file, the Police University implements the admission rule of "score first", and enrolls and determines the major according to the candidates' scores from high to low. There is no difference in professional level when determining majors. Candidates who can't meet all the professional volunteers will be admitted to the school if they make professional adjustments; If you don't obey professional adjustment, you will be dismissed.
If there are not enough students for the first time, the rest plans to open voluntary admission. The rules for soliciting voluntary admission and the methods for determining majors are consistent with the provisions of the preceding paragraph.
Article 24 When a public security college enrolls and determines a major, if the candidates' file scores are the same, the sorting rules of the same scores are as follows:
(1) In the provinces (autonomous regions and municipalities) that are not comprehensively reformed in the college entrance examination, the scores of candidates in Chinese, mathematics, liberal arts and foreign languages are compared in turn in the literature and history category; The science and engineering class compares the candidates' mathematics, Chinese, science synthesis and foreign language scores in turn.
(2) In the provinces (cities) that implement the "3+3" comprehensive reform of the college entrance examination, compare the candidates' Chinese scores, math scores, foreign language scores, the sum of the scores of three subjects, the scores of three subjects and the second highest scores of three subjects.
(3) Comprehensively reform the provinces (cities) of the "3+ 1+2" college entrance examination, and compare the candidates' Chinese and math scores, Chinese and math scores, foreign language scores, preferred subjects, multiple-choice subjects and high scores of multiple-choice subjects in turn.
Twenty-fifth police colleges and universities, when shifting files, admit that the competent education departments of provinces (autonomous regions and municipalities) give candidates extra points according to the relevant provisions of the Ministry of Education. However, if the same candidate has multiple policies to add points, only one of them will be counted, and the extra points shall not exceed 20 points (inclusive). The school admits students according to the extra points.
Twenty-sixth public security colleges and universities can choose English, Japanese and Russian as compulsory foreign language courses for frontier management, exit-entry management and exit-entry management majors, and recommend candidates in corresponding languages to apply for the exam. English is a compulsory foreign language course for other majors. Non-English language candidates are advised to apply carefully. Candidates who apply for foreign-related police major must have a foreign language score of not less than 70% of the total foreign language score of a single subject.

Chapter seven? Review review
Article 29 The police university shall, within 1 month after the students majoring in public security enter the school, carry out re-examination work such as qualification review, student source review, political review, file review and physical examination re-examination in accordance with relevant regulations, and those who pass the re-examination shall be registered as students; Unqualified, cancel the admission qualification.
Non-public security students shall undergo qualification examination and physical examination according to the relevant regulations after entering school 1 month. Those who pass the exam are registered as students; Unqualified, cancel the admission qualification.
Chapter eight? Graduation and employment
Article 30 A police university shall issue a diploma of general higher education of the People's Police University of China to students who meet the graduation requirements of this major within the prescribed time limit; Students who meet the relevant provisions of the school's degree granting shall be awarded the bachelor's degree certificate of general higher education.
Article 31 According to "Opinions on Strengthening the Recruitment of People's Police in Public Security Organs" and "Opinions on Reforming the Recruitment and Training System of Public Security Professionals in Public Security Colleges" and other documents, students majoring in public security in public security colleges who meet the graduation conditions and the qualifications for the People's Police can take the unified recruitment examination for public security graduates in public security colleges. Among them, those who are employed by local public security organs shall, in principle, apply for positions in local public security organs; Those who are employed by railway police organs are limited to apply for positions in railway police organs; Those who are employed by the exit-entry administration are limited to apply for positions in the exit-entry administration.
Public security graduates who have passed the written examination, interview, physical examination, physical fitness assessment and inspection of the unified police recruitment examination are employed by the local public security organs, and in principle, they are employed by the local public security organs; For those who are employed by railway police authorities, in principle, they are employed by the corresponding railway police authorities; In principle, those who are employed by the immigration management agencies shall be employed by the corresponding immigration management agencies of their origin; Among them, graduates who are employed in grass-roots units of entry-exit management agencies in Jilin, Yunnan, Tibet, Xinjiang and other hard and remote areas are employed in grass-roots units in corresponding hard and remote areas.
Article 32? Self-employment of non-public security graduates is mainly achieved through school recommendation, two-way choice between graduates and employers, and entrepreneurship.
Non-public security graduates cannot take the unified police recruitment examination for public security graduates in public security colleges when they graduate.

Thirty-third police college tuition 4900 yuan/year, accommodation 500 yuan/year, subject to the approval of the price department. Student accommodation is arranged by the school. If students drop out of school or refuse to enroll, our school will refund the remaining tuition and accommodation fees on a monthly basis according to the actual study time of the students.
Article 34? All students in police colleges are under police management. Non-public security students can't transfer to public security major during their school days.
