19 18 the Soviet people's Committee (Soviet Council of ministers) gave instructions and decided to establish Irkutsk state university in lake Baikal. In the future, we used to call 19 18 as the first year of Irkutsk State University, because it marked the beginning of higher education in East Siberia and the Far East Pacific. After its establishment, the university soon became an education, scientific research and cultural center from Yenisei River to the Pacific coast. Irkutsk State University has become an important educational institution of natural science and humanities. The teaching system includes scientific research, four scientific research institutes (applied physics, petroleum and coal chemical synthesis, ecology and regional social science research institute), new information technology center and other important scientific research systems. Irkutsk State University has played a vital role in intellectual support in Russia's economic, technological and social development. Irkutsk State University is not only directly affiliated to the Federal Central Ministry of Vocational and Basic Education and the Russian Academy of Sciences, but also a member of the board of directors of the International Federation of Colleges and Universities and the CIS Higher Education Construction and Development Committee.
