Ludong university, founded in 1930, is located in Yantai City, Shandong Province. It is a provincial comprehensive university with science and engineering as the main body and multi-disciplinary coordinated development. It is also one of the first batch of "famous universities for cultivating applied talents in Shandong Province" and the national project unit for cultivating doctoral talents with special needs.

Shandong education department began to plan and set up rural normal education, advocating "mass education" and "survival education". It holds that in order to make ordinary people learn to survive, survival education should start from the lowest level, from the primary education of farmers' children and the mass education of farmers, so that children and ordinary adults can have another concept of survival in education. In order to carry out survival education, it is necessary to establish educational infrastructure, train educational teachers and establish rural normal schools.

It was decided to establish the Second Rural Normal School in Shandong Province (referred to as the Second Rural Normal School for short), which was founded by Dong Ren, then an inspector of the Education Department and a native of the Chinese Department of Beijing Normal University, and assisted by Xia Jichang. The school officially enrolled students, and the Shandong Provincial Department of Education appointed Dong as the principal of the school.

At present, the school has 22 secondary colleges with 1 teaching department, including ludong university College of Literature, ludong university Institute of Foreign Studies, ludong university Institute of History and Culture, ludong university Law School, ludong university Institute of Teacher Education, ludong university Institute of Mathematics and Statistics, ludong university Institute of Marxism, etc.

The school has nine key disciplines of Shandong Province in the Twelfth Five-Year Plan, including English language and literature, vehicle application engineering, linguistics and applied linguistics, physical geography, higher education, operational research and cybernetics, regional economics, port and coastal engineering and applied statistics.
