All provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps Youth Science and Technology Education Association (provincial management offices of science camps in colleges and universities):

In order to implement the Implementation Plan of the National Action Plan for Scientific Literacy (20115), and give full play to the important role of universities, research institutes and enterprises in popularizing scientific knowledge and improving the scientific literacy of citizens, especially teenagers, the China Association for Science and Technology and the Ministry of Education will continue to launch the National Youth Science Camp in 20 13.

With the increase in the number and sources of science camps, the number of mainland students will increase from 5,000 in 20 12 to 10000, and there will be 1500 students from Hong Kong, Macao and Taiwan participating in this year's science camp. Seven universities will be added, reaching 48 universities (see annex for details). In order to help young people establish the lofty ideal of strengthening the country through science and technology and serving the country through industry, four central enterprises, namely China Aerospace Science and Technology Corporation, aviation industry corporation of china, China Shipbuilding Industry Corporation and China Ordnance Industry Corporation, and the National Astronomical Observatory of the Chinese Academy of Sciences participated in this special camp.

In order to make preparations for the 20 13 College Students Science Camp, relevant matters are hereby notified as follows:

1. Please ask the provincial administrative offices to get in touch with relevant universities immediately, coordinate the relevant departments of universities to incorporate the preparations for the science camp into the annual work plan, and determine the opening and closing time of the camp as soon as possible. It is estimated that the number of college students will double on the basis of 20 12, and the specific number will be specified in the implementation plan of 20 13 college science camp jointly issued by China Association for Science and Technology and the Ministry of Education. The liaison work of 7 newly-added universities will be started after the implementation plan of 20 13 University Science Camp is issued.

2. The provincial administrative offices are requested to formulate the training plan for the recruitment in 20 13 on the basis of earnestly summing up the experience and lessons of the recruitment in 20 12. Ensure that excellent high school students with spare capacity and scientific potential are recommended to participate in science camp activities. The number of campers recruited in each province will be specified in the Implementation Plan of 20 13 College Student Science Camp. Each province's "20 13 Camp Recruitment Training Plan" shall be submitted to the National Management Office before April 30, 20 13.

3. According to the calculation standard of 20 12 year and the number of students in 20 13 year, the national management office will pre-allocate 20 13 year start-up funds for college students' science camp to provincial management offices. The funds allocated by the provinces to the relevant universities can not be formally implemented until the "20 13 Implementation Plan for University Science Camp" is issued.
