In order to promote the employment of college graduates in our province, guide and encourage college graduates to serve in grassroots units in hard and remote areas, these measures are formulated according to the spirit of the Notice of the General Office of the State Council on Strengthening the Employment of College Graduates (Guo Ban Fa No.20093) and the Interim Measures for the Compensation of College Graduates' Tuition Fees and National Student Loans (Cai Jiao 2009 15) issued by the Ministry of Finance and the Ministry of Education, combined with the actual situation in Sichuan.

Second provincial college graduates to the grassroots units in hard and remote areas for employment, continuous service for more than three years, the provincial government will reward their tuition fees according to certain standards. The funds required for tuition incentive shall be arranged by the Provincial Department of Finance.

Article 3 The term "provincial colleges" as mentioned in these Measures refers to ordinary colleges and universities affiliated to the provincial departments of Sichuan Province (including higher vocational colleges, private colleges, independent colleges and adult colleges that recruit students from ordinary colleges and universities).

Article 4

The term "college graduates" as mentioned in these Measures refers to full-time undergraduate, postgraduate and second bachelor's degree graduates who graduated from the above-mentioned schools after the spring semester of 2009 (inclusive), except for students who have enjoyed the policy of free full tuition during their school days.

Article 5

The term "hard and remote areas" as mentioned in these Measures refers to the 77 counties (cities, districts) in our province 12 cities and states stipulated in the Notice of the Ministry of Personnel and the Ministry of Finance on Improving the Implementation Plan of the Allowance System in Hard and Remote Areas (2006 1No.), specifically:

Panzhihua City: East District, West District, Renhe District, Miyi County and Yanbian County;

Mianyang City: Pingwu County and Beichuan County;

Luzhou City: xuyong county and Gulin County;

Guangyuan City: Chaotian District, wangcang county and Qingchuan County;

Leshan City: Jinkouhe District, Ebian County and Mabian County;

Yibin City: Junlian County, Gongxian County, Xingwen County and pingshan county City;

Bazhong City: Tongjiang County and Nanjiang County;

Dazhou City: Wanyuan City and Xuanhan County;

Ya 'an City: Yingjing County, Shimian County, tianquan county, Hanyuan County, Lushan County and Baoxing County;

Liangshan Prefecture: Xichang, Dechang, Huili, Huidong, ningnan county, Puge, Xide, Mianning, Yuexi, Yanyuan, Ganluo, Leibo, Butuo, Jinyang, Zhaojue, meigu county and Muli;

Article 6 The term "grass-roots units" as mentioned in these Measures refers to the organs and state-owned enterprises and institutions below the county level (excluding the county level and Chengguan Town) in the above-mentioned areas. Specifically including:

(a) township organs, primary and secondary schools, agricultural (forestry, animal husbandry and fishery) farms, agricultural technology extension stations, animal husbandry and veterinary stations, health centers, family planning service stations, cultural stations, etc. ;

(2) The work place is located in the front line of production in hard industries of central and local state-owned units such as meteorology, hydrology, earthquake, geology, hydropower construction, coal, petroleum, navigation and nuclear industry. Hard and remote areas and counties.

Article 7 The term "continuous service" as mentioned in these Measures refers to the situation that graduates are employed in the above-mentioned grassroots units in remote and hard areas for the first time and have served continuously for three years (calculated on a daily basis).

Article 8

The government tuition award is calculated according to the actual tuition fees paid by graduates during their school days (if they enjoy partial reduction or exemption, they will be deducted), but the maximum is no more than 6,000 yuan per academic year. The calculation period of tuition reward for graduates with different academic systems shall be based on their actual school years.

Article 9

After graduation, if you have served continuously for three years, the government tuition reward will be applied for approval according to the procedures stipulated in these measures and will be paid to graduates at one time. During the period of school, graduates who have obtained student-origin student loans (referring to the national student loans and student-origin credit student loans issued by the Agricultural Bank of China, the China Development Bank and rural credit cooperatives, the same below) are not fully returned, giving priority to repaying the loan balance and sending the balance to graduates; When the bonus is less than the loan balance, it will be used to repay the loan.

Article 10 The application and approval of government grants shall be handled in accordance with the following procedures:

(a) after three years of continuous service, qualified graduates shall submit the Application Form for Government Tuition Award for College Graduates in Sichuan Province to the Education Bureau of the county (city, district) where they are employed (see Annex for the format).

The application and approval of government tuition incentives are processed once a year. Individual applications should be submitted before August 3 1 of that year. The following supplementary materials shall be attached when submitting the application:

1. Copies of documents confirming the establishment of employment relationship (such as employment agreement, labor contract, employment documents, etc.). );

2. A copy of my ID card;

3. A copy of my college diploma.

(two) the county (city, district) education bureau to review the application form and the attached materials, in September 15 before the summary report to the city (state) education bureau; City (state) Education Bureau after the audit, in September 30 recently reported to the Provincial Department of Education (city and county level summary report issued separately).

(3) The Provincial Department of Education shall verify the payment of graduates' tuition fees and the balance of students' student loans through the examination and verification of the universities where the graduates are located, and reply the list of graduates who have received tuition awards and the amount of awards to the municipal (state) education bureaus in official documents before June 30th 10, and send a copy to the Provincial Department of Finance and relevant universities.

After receiving the reply, the city (state) Education Bureau shall transfer it to the county (city, district) Education Bureau for reply.

(4) According to the approval document of the Provincial Department of Education and the different ownership of funds, the Provincial Department of Finance will deal with them in the following ways before 1 1.30:

1. Where the national student loans of colleges and universities should be returned, the provincial finance department will issue the expenditure budget and allocate it to the relevant colleges and universities, and the colleges and universities will compensate the student loan agencies. After receiving the compensation funds, the handling bank should reduce the balance of student loans accordingly and go through the repayment procedures.

If the tuition award is superior to the compensatory student loan, the county (city, district) Education Bureau shall notify the graduates in writing according to the approval of the city (state).

2. Where it should be directly sent to the graduates themselves and returned to the credit student loans from the students' places of origin, the Provincial Department of Finance will issue the expenditure budget to the relevant municipal (state) and pilot county (city) finance bureaus. After reaching the county-level finance step by step, the county (city, district) Education Bureau will pay the graduates themselves or apply for compensation from the student-origin credit student loan handling bank. The measures for holiday payment shall be formulated by the county-level education department in conjunction with the finance department at the same level.

Article 11

Finance, education departments at all levels, provincial universities and relevant student loan handling banks should conscientiously implement the government tuition award policy, strictly implement the relevant financial system and the provisions of these measures, and determine that the tuition award funds are earmarked for special purposes, and it is strictly forbidden to intercept, occupy or misappropriate them.

Article 12

The declaration, examination and approval, disbursement and distribution of tuition scholarships shall be subject to the supervision and inspection of the auditing and discipline inspection and supervision organs and the financial and educational departments at higher levels. In violation of financial regulations and the provisions of these measures, according to the relevant provisions to give serious treatment.

Article 13 These Measures shall be implemented as of the date of promulgation. These Measures shall be interpreted by the Provincial Department of Finance in conjunction with the Provincial Department of Education.
