According to the People's Republic of China (PRC) Higher Education Law, the People's Republic of China (PRC) Private Education Promotion Law, the Interim Provisions on the Establishment of Ordinary Undergraduate Schools and other related policies, the Henan Provincial Department of Education conducted an investigation on Xinyang Normal University's application for renaming Xinyang Normal University and the separation of Easton Academy of Fine Arts of Zhengzhou University of Light Industry into Zhengzhou Academy of Fine Arts of Henan Province. It will be publicized on February 14, with a publicity period of 7 days.

Xinyang Teachers College is located in Xinyang City, Henan Province. It is the first undergraduate college founded in Henan Province after the reform and opening up. Xinyang Normal University is one of the two key normal universities in Henan Province. The school was founded in 1975, then called Xinyang Branch of Kaifeng Normal University. 1978 was approved as an undergraduate college and renamed Xinyang Normal University.
