Article 3 Continuing education should be guided by economic and social development and scientific and technological progress, centered on capacity building, focused on pertinence, practicality and foresight, and follow the principles of teaching according to needs, paying attention to actual results and ensuring quality. Article 4 People's governments at or above the county level shall strengthen their leadership over continuing education, incorporate continuing education into the national economic and social development plan, and ensure the development of continuing education. The administrative departments of human resources and social security at or above the county level shall comprehensively manage and organize the implementation of the continuing education of professional and technical personnel within their respective administrative areas.
The administrative department of human resources and social security of the province shall formulate the overall plan for continuing education in the province. The administrative departments of human resources and social security of cities and counties (cities, districts) with districts shall formulate the continuing education plan of their respective administrative regions according to the overall planning of continuing education in the whole province.
The competent departments of relevant industries at or above the county level shall, according to the overall planning of continuing education in the province, do a good job in the planning, management and implementation of continuing education in this system and this industry according to law within the scope of their respective duties. Article 6 The mechanism of joint investment by the government, society, employers and individuals shall be implemented in continuing education.
The people's governments at or above the county level shall arrange the education funds for the employees at the corresponding level. The funds required for professional and technical personnel of state organs to participate in continuing education shall be guaranteed in accordance with relevant state regulations. Enterprises and institutions shall, in accordance with laws, regulations and the relevant provisions of the state and province, extract and use employee education funds; Professional and technical personnel to participate in public subjects, professional subjects from the staff education funds.
Encourage enterprises, institutions, social organizations and other social organizations and individuals to participate in, fund or donate continuing education activities. Chapter II Organization and Management Article 7 The employing unit shall guarantee the right of professional and technical personnel to participate in continuing education on an equal footing according to law.
Professional and technical personnel who participate in continuing education shall abide by the relevant learning discipline and management system, and complete the prescribed hours on schedule.
Professional and technical personnel enjoy the same salary and welfare benefits as on-the-job personnel during continuing education.
When the right of professional and technical personnel to participate in continuing education is infringed, they have the right to appeal to the administrative department of human resources and social security and the competent department of related industries. Article 8 The contents of continuing education for professional and technical personnel mainly include public compulsory subjects and professional subjects.
Public subjects include basic knowledge such as political theory, policies and regulations, professional ethics and technical information that professional and technical personnel should generally master; Professional subjects include professional knowledge such as new theories, new knowledge, new technologies and new methods that professional technicians should master in their professional work.
Public subjects are determined and published annually by the provincial administrative department of human resources and social security, and organized and implemented by the administrative department of human resources and social security at or above the county level; After the professional subjects are determined by the relevant industry authorities of the province, they shall be submitted to the administrative department of human resources and social security of the province for the record, and shall be organized and implemented by the relevant industry authorities at or above the county level. Ninth professional and technical personnel to receive continuing education time, a total of not less than 90 hours a year. Among them, the professional subject hours are not less than two-thirds of the total hours. Tenth professional and technical personnel can participate in continuing education in the following ways:

The specific measures for determining the mode and hours of continuing education shall be formulated by the administrative department of human resources and social security of the province. Eleventh human resources and social security administrative departments and related industry departments directly hold continuing education activities, which should highlight public welfare and shall not charge fees.
Where the administrative department of human resources and social security and the competent department of relevant industries entrust institutions of higher learning, scientific research institutions, training institutions of large and medium-sized enterprises and other legally established institutions engaged in education and training (hereinafter referred to as teaching institutions) to hold continuing education activities, they shall choose by bidding according to law, and sign contracts with the teaching institutions to clarify the rights and obligations of both parties. Twelfth teaching institutions to carry out continuing education activities should be open to the public the scope, content, charging items and standards of continuing education.
The continuing education information released by teaching institutions should be true and legal. Thirteenth teaching institutions should have teaching places, facilities and equipment, teaching materials and personnel suitable for continuing education projects, and establish and improve the corresponding organizational structure and management system.
Teaching institutions shall, according to the different needs of professional and technical personnel, organize the business backbone of their own units, hire experts and scholars with corresponding theoretical level and rich practical experience when necessary, and establish a team of continuing education teachers.
Teaching institutions should establish teachers' professional ethics and improve the evaluation system of teaching quality.
