1960 shenyang ligong university was founded, and it was renamed as Shenyang Gong Li University with the approval of the Ministry of Education in 2004. 20 10 Liaoning Provincial People's Government signed an agreement with China Ordnance Equipment Group and China Ordnance Industry Group to jointly build Shenyang Gong Li University. The Sino-foreign cooperative education project of chemical engineering and technology with Silesia University of Technology in Poland was approved by the Ministry of Education as an undergraduate cooperative education project.

This school is an institution that uses government scholarships to recruit foreign students from China. Since 20 15, it has enrolled 1685 international students, 58 undergraduates and 274 government scholarship master students.
