The predecessor of the college was/kloc-0, a provincial-level training course for reform-through-labour cadres founded in August 1982. 1984 In May, with the approval of the Zhejiang provincial government, Zhejiang Reform-through-Labor School was formally established, and later renamed as Zhejiang Judicial Police School and Zhejiang Third People's Police School.
