After receiving your Notice on Reviewing the Implementation of the Anti-four winds Rectification (No.665438+04), the Party Committee of our Committee attached great importance to it, arranged the deployment quickly, and organized forces to carefully sort out and summarize the implementation of the anti-four winds rectification of the leading bodies and leading cadres of our department as required. The situation is now reported as follows.
I. Progress and main practices of rectification and implementation
Since 20 13, the party's mass line education practice activities have been carried out, the team has carefully organized and devoted itself to studying the "four winds" issue, actively rectified it, and taken a clear-cut stand. Over the past year or so, by improving rules and regulations, strengthening target assessment, improving the quality of cadres, enhancing the efficiency of organs, improving work style, creating a good atmosphere, doing a good job in rectification and implementation, and consolidating the results of activities, our Committee has fundamentally changed the style of cadres, promoted the institutionalization, standardization and normalization of work style construction, and provided strong political, style and discipline guarantees for the transformation and leap-forward of state-owned enterprises.
(A) the implementation of the provincial rectification task.
Compare the rectification plan of the leading group of Shanxi Provincial Party Committee (No.Jin Ban Fa [2065 438+03]2 1), the Special Renovation Plan of four winds in Shanxi Province (No.Jin Ban Fa [2065 438+03]25) and the System Construction Plan of Governing four winds in Shanxi Province (No.Jin Ban Fa [except one system construction plan has not been completed, the rest have been in consultation with relevant departments.
(two) the implementation of the rectification task of the unit.
In the "two regulations and one policy", our committee has designated 20 rectification tasks, 16 special rectification tasks and 22 system construction plans (originally planned as 23, then adjusted to 22), and the rectification tasks and special rectification tasks have been fully completed, and 18 system construction plans have been completed. In terms of system construction, our Committee comprehensively sorted out the existing normative documents and rules and regulations, made a list, established a catalogue, and conscientiously did a good job in establishing, amending and abolishing them, cleaning up a total of 48 normative documents/kloc-0 and 47 internal management system documents.
(iii) Formulating rules and regulations
In view of the outstanding problems in the governance of "four winds", 22 system construction schemes have been formulated, including opposing formalism: perfecting the conference management system, strengthening and improving investigation and research; In the aspect of opposing bureaucracy, we have improved the systems of strengthening online learning of government officials, improving the management of government education and training, government assessment, asking for leave of government staff, complaining about government efficiency, optimizing the development environment of government efficiency construction, theoretical study of the Party Committee Central Group, and handling letters and visits from government organs. Oppose hedonism: improve the system of official reception, management of going abroad on business, management of post consumption of enterprise employees and management of travel expenses; In the aspect of opposing extravagance and waste, we have focused on establishing the system of "three public funds" being open, stopping big-scale weddings, funerals and celebrations, taking the opportunity to collect money, and financial management of institutions. Through system construction, a "red line" and a "minefield" have been drawn, and a pragmatic and effective long-term mechanism for style construction has basically been formed. Up to now, 18 system measures have been introduced one after another, involving investigation and research, financial management, handling of letters and visits, bidding supervision, post consumption supervision and so on. Standardized the working order and discipline of the organs.
Second, the effectiveness of the implementation of the rectification
Through educational practice activities, the team has further enhanced their political awareness, overall awareness, honesty and self-discipline, strengthened the "three self-confidences", and improved their ability to solve problems and maintain unity by using criticism and self-criticism; Strengthened the problem consciousness and problem orientation, and strengthened the confidence, determination and perseverance in solving the "four winds" problem with the spirit of nailing. Through the in-depth promotion of activities, especially under the guidance of Governor Tucki, the leading group has a clearer understanding of the work to be promoted and the mission to be shouldered, and the members of the leading group have strengthened their courage and innovative consciousness, showing a positive new look. Since then, our commission has focused on the hot issues that enterprises, employees and all walks of life are generally concerned about, and taken the personality problems and outstanding problems that affect the improvement of efficiency as the starting point, investigated the problems, earnestly rectified them, and promoted the continuous improvement of the work style of organs and enterprises, and achieved certain results.
(1) Special rectification
Focusing on the 2 1 special rectification determined by the central government, combined with the actual situation of our Committee, we studied and formulated 23 specific measures for our Committee to implement the eight provisions, vigorously promoted the special rectification, and the work style of the Committee was obviously improved, the bus clearance work was effectively completed, the phenomenon of private use of buses was basically eliminated, and unhealthy trends such as extravagance and waste were effectively curbed. In terms of cleaning up membership cards, through self-examination and self-correction, SASAC has a total of 205 cadres and workers, all of whom have made a "zero holding" report to the organization in strict accordance with the requirements for retiring. Especially in cleaning up the office building, the Committee leaders take the lead, all staff participate, do not move civil works, do not add furniture, and do not apportion enterprises. In strict accordance with the construction standards of office buildings of party and government organs, 30 office buildings will be vacated quickly, with a usable area of 720 square meters. After retirement, the per capita area is about 18 square meters, which has set an example for the party and government organs in the province, and has been highly concerned by the news media and fully affirmed by provincial leaders. In the aspect of rectifying "power rent-seeking", we should build "Shanxi enterprise low-cost network", formulate relevant systems, standardize the power operation behavior of enterprise employees, standardize bidding procedures and employee behaviors, prevent the "power rent-seeking" behavior of enterprise bidders, and avoid the occurrence of corruption in bidding work, thus effectively reducing the possibility of power rent-seeking.
(2) in solving outstanding problems of concern to the masses and difficult problems of reform and development.
Organized and carried out the "Hundred Days Double Thousand Wars" and "Two Schools and Two Cases" special activities. Starting from leading cadres, our commission led cadres at all levels of provincial enterprises to actively package letters and visits, effectively resolve the backlog of letters and visits, safeguard the legitimate rights and interests of the masses, ensure smooth and convenient channels for letters and visits, and timely resolve the backlog of letters and visits. Since then, the settlement rate of letters and visits has reached more than 98.5%, and provincial enterprise groups have received 208 batches of petitioners. 327 cases of letters and visits were solved. We will comprehensively start the industrial poverty alleviation and development project of provincial enterprises, organize and carry out assistance work for difficult enterprises, and deepen the activities of increasing income in rural areas. Introduce the efficiency construction plan and carry out the supervision of efficiency complaints. Actively implement the "year of innovation in organ construction", carry out "four upgrades" and "five practical things", and implement the transformation of the computer room of the commission, the construction of video conference system and office automation system.
(3) Key and difficult tasks that enterprises pay attention to.
Cancel and decentralize five examination and approval items, such as the transfer of the internal asset restructuring agreement of provincial enterprises. We issued the Implementation Opinions on Deepening the Reform of State-owned Assets and State-owned Enterprises, the Measures for Disclosure of Major Information on Finance of Provincial State-owned Enterprises (for Trial Implementation) and the Implementation Opinions on Large-scale Collective Reform of Factories. Established a leading system for provincial key projects, and accelerated the promotion of key projects and the work of entering Shanxi Science and Technology City. By gradually solving the key and difficult problems concerned by enterprises, we will promote provincial enterprises to become stronger and bigger, and build a long-term mechanism for work style construction.

Normative documents have been carefully cleaned up, and the supervision system involving investigation and research, handling letters and visits, bidding supervision and other aspects has been studied and determined. The internal management systems such as document receiving and dispatching, data files, efficiency complaint system, official reception, emergency duty, and financial management have been established and improved, basically forming a pragmatic and effective system and consolidating the achievements of work style construction. From the overall effect, the party spirit of party member cadres has been tempered, the spread of "four winds" has been curbed, and the overall image of the party's style has been improved, which has been recognized by the workers and the masses and affirmed by the superior leaders.
Third, the problems existing in the rectification
First, the emphasis on learning has been strengthened, but it still needs to be further consolidated. Recently, the task of reforming state-owned assets and state-owned enterprises is heavy, and the study time of the whole Committee cannot be fully guaranteed. The study is superficial and pragmatic, and the depth and durability of the study need to be further strengthened. In organizational learning, the role of party branch in supervision and guidance needs to be further played.
Second, the depth of investigation and research is not enough and the results are not obvious. Research is often difficult to persist for a long time because of more routine work, and the research time can not be guaranteed, which leads to insufficient research depth and difficulty in grasping the real situation. The research results can not be really applied to work practice, and the research methods need long-term exploration and standardization.
Third, some work of establishing rules and regulations has not been completed, and it is necessary to wait for the conditions to be ripe. In the provincial-level rectification task undertaken by our Committee, the Measures for the Administration of Duty Treatment and Business Expenditure of the Responsible Persons of Provincial State-owned Enterprises have been revised and improved repeatedly, and can be promulgated after being submitted to the provincial government for approval. In the system scheme determined by our Committee, there are four unfinished systems, two of which have been drafted (the contact system between the board of supervisors of provincial state-owned enterprises and provincial SASAAC overseas offices and the Measures for the Administration of Foreign Affairs of SAAC in Shanxi Province), which are being put into trial operation; 1 After repeated revisions and improvements, it was submitted to the provincial government for approval (on the Measures for the Administration of Duty Treatment and Business Expenses of Responsible Persons of State-owned Enterprises in the Province); At present, there is still 1 (job responsibilities and workflow of provincial SASAC) under investigation and drafting, which needs to be further improved after the related functions of the State Council SASAC are determined. In addition, our Committee has comprehensively sorted out the existing normative documents and rules and regulations, and abolished a number of unsuitable documents. However, the reform of state-owned assets and state-owned enterprises has not kept up, and the reform of state-owned assets and state-owned enterprises is being explored. Therefore, the reform in the future is still a long-term task and needs to be continuously promoted and strengthened.
