(3) The resettlement and education of released prisoners is a work with no legal basis but strong policy. Resettlement is not mandatory and feasible for the object of help and education. Secondly, the resettlement and education departments at all levels should organize grass-roots units to carry out registration and reception work, and establish a file registration system for released prisoners, so that their families are innocent and the situation is clear.
