Helping and resettling released prisoners is an important part of comprehensive management of social security, a systematic social project and an important part of judicial administrative functions. Doing a good job in resettlement education is the need to prevent and reduce the recidivism of released prisoners, the need of current social stability, and the need to build a new socialist countryside and a harmonious society. Therefore, at the present stage, it is very important to further clarify the work responsibilities, standardize the work order, highlight the work priorities, deepen the resettlement and assistance work for released prisoners, actively adapt to the needs of the situation and tasks, and comprehensively strengthen the systematic management of the resettlement and assistance work. First, the main problems existing in the current work of releasing prisoners from prison (1) The file system is not perfect, so it is difficult to start with the most fundamental work and carry out systematic and standardized management. In some areas, according to the "Opinions on Further Improving the Connection between Prisoners, Released Prisoners and Rescuers through Reeducation through Labor" issued by the four departments of the Central Committee, communication between member units is not smooth at ordinary times, criminals are not registered in time and accurately, and the phenomenon of missing registration is serious, which leads to the unclear number and situation of released prisoners. (2) I don't have a good grasp of the ideological trends and mobility of released prisoners, and sometimes I haven't seen anyone for a long time. After being released from prison, the released prisoners do not report to the relevant grassroots departments at all. At the same time, prisons and reeducation-through-labor places did not feed back the information of released prisoners to the grassroots judicial and public security departments in time, which led to the leakage of files. (3) The resettlement and education of released prisoners is a work with no legal basis but strong policy. Resettlement is not mandatory and feasible for the object of help and education. What should I do if I don't see others for a long time and refuse to help or teach? At present, there are no compulsory measures for these problems, which leads to the ineffective work of helping and educating. (D) placement difficulties, resulting in the implementation of assistance and education work is not in place. Lack of funds has limited the development of resettlement assistance and education. (six) the lack of professional police force affects the implementation of resettlement work. At present, there are 1-2 people in the grass-roots judiciary, many of whom are one person. In addition, there are many tasks, and it is really not enough to rely on one or two part-time policemen to catch them. (VII) As a basic judicial administrative department, in the process of undertaking management, resettlement and education, in addition to weak personnel, communication and equipment are seriously backward, and even most basic judicial offices have no means of transportation and communication, which objectively brings certain difficulties to the implementation of resettlement and education. (eight) the judicial administrative department at a higher level and even the local party committees and governments do not pay enough attention to this work, and at the same time lack guidance for this work, which makes this work lack guidance, standardization, written opinions and outlines in the actual development process. (9) There is a lack of communication between prisons, reeducation-through-labor places, courts, procuratorates, public security organs and judicial administrative organs, and there is a lack of mutual cooperation and collaboration. Not only is the information transmission of released prisoners out of touch, but there is also a problem of insufficient cooperation and coordination in carrying out this work. (1) First of all, the Party and the government should attach importance to it, and local party committees and governments at all levels should accept it with a high sense of political responsibility and do this work well with a positive attitude and a pioneering and innovative spirit. It is necessary to put this project on the agenda of the Party committee and government, and take it as a work of comprehensive management of social security. (2) Establish a guarantee mechanism, establish four-level assistance and education organizations of city, county, township (town) and village (neighborhood) committees, and implement them layer by layer, with people helping each other, so as not to let an object of assistance and education get out of control, and sign a target responsibility system layer by layer. (3) Establish a management mechanism to gradually standardize and institutionalize the resettlement work. (four) improve the operation mechanism, the implementation of procedural work, help and education organizations at all levels insist on meeting and talking with the help and education objects regularly, carry out ideological education and legal education, and enhance their trust in the party and the government; Help them solve some practical difficulties and problems with a material attitude, and enhance the intensity and social effect of resettlement education. (5) Strengthen and improve the work of linking the placement of released prisoners with assistance and education, and build a systematic management model. The first is prisons, reeducation-through-labor centers, detention centers, etc. Timely and accurately fill in and send notices and related materials to the local resettlement and education departments for the record, and then the resettlement and education departments will distribute the information of released prisoners to grassroots public security police stations and judicial offices. Prisons and reeducation-through-labor departments should promptly feedback information, track and implement those who may not report, and earnestly do a good job in linking files. Secondly, the resettlement and education departments at all levels should organize grass-roots units to carry out registration and reception work, and establish a file registration system for released prisoners, so that their families are innocent and the situation is clear. (six) the resettlement department should always grasp and do a good job in the ideological trends and work of released prisoners, and strengthen the prevention of recidivism. (seven) to provide employment training and resettlement for released prisoners, focusing on solving the "three noes" (homeless, no relatives to vote for, unemployed) employment training. (eight) introduce the teaching experience to the new recipients with advanced models. The psychology of resettling help recipients is similar. Whether they can receive help education can help them regain their confidence and turn over a new leaf. (9) Local Party committees and governments at all levels should strengthen the infrastructure construction of immigrant education. At the same time, a certain amount of special funds is given every year to ensure the normal operation of this work. With the continuous input of social reform and the acceleration of socialist modernization, great changes have taken place in the social management system, organizational structure, interest relationship, people's value orientation, lifestyle and activities, which will definitely have a great impact on resettlement assistance. Our resettlement assistance department should continue to study and grasp the characteristics and laws of resettlement assistance under the new situation, and constantly explore new ways to do a good job in resettlement assistance.
