Guangxi Education Department is the highest government educational institution in Guangxi. Its predecessor was Guangxi Provincial Department of Culture and Education, and it was officially renamed Guangxi Education Department 1983 in September.
The education department of the autonomous region takes "serving the people" as its fundamental purpose, and its main responsibility is to formulate policies and plans for educational reform and development in the whole region, draft local education laws and regulations and supervise their implementation. Universities directly under the Education Department include Guangxi University and Guangxi Normal University.
In the process of performing their duties, the Education Working Committee of the Party Committee of the Autonomous Region and the Education Department of the Autonomous Region implement the principles, policies and decision-making arrangements of the Party Central Committee and the Party Committee of the Autonomous Region on education, and uphold and strengthen the Party's overall leadership over education. The main responsibilities are:
(a) to implement the education laws and regulations and the decision-making arrangements of the central and autonomous regional party committees on education. To formulate policies and plans for education reform and development in the whole region, draft local laws and regulations on education, and organize the implementation of local laws and regulations on education.
(two) to be responsible for guiding the party building, theoretical propaganda, United front and the work of the Communist Youth League in colleges and universities in the education system of the whole region. Cooperate with the construction of leading bodies in colleges and universities, and select the person in charge of the party organization in private colleges and universities according to the management authority (the government sends supervisors in private colleges and universities). To guide the ideological and political, moral education, intellectual education, sports health art, labor education, national defense education, safety and stability work of schools at all levels in the whole region.
(three) responsible for promoting the modernization of education in the region. Responsible for the overall planning and coordinated management of all levels and types of education in the whole region, jointly with relevant departments to organize the formulation of school setting standards at all levels and types, guide schools at all levels and types to do a good job in planning, construction, education and teaching reform, and be responsible for the statistics, analysis and release of educational information in the whole region.
(four) responsible for the overall management of education funds, participate in the formulation of education fund raising, education funding, student funding, education infrastructure investment policies, and be responsible for the statistics of education funds investment in the whole region. Guide the implementation of overseas education assistance, education loans and education cooperation projects in Guangxi.
(five) responsible for the reform and development of basic education. Responsible for promoting the balanced development of compulsory education and promoting education equity, responsible for the macro guidance and coordination of compulsory education, and guiding the work of ordinary high school education, preschool education and special education. Formulate the basic requirements of basic education and teaching, organize the examination and approval of local curriculum materials for basic education, examine and approve the catalogue of books used in primary and secondary schools, and fully implement quality education.
(six) responsible for the reform and development of vocational education. Organize the formulation of guiding opinions and school-running standards for vocational education and teaching reform, and carry out vocational education evaluation. Guide all localities and relevant departments to adjust the layout and professional structure of vocational education schools, and guide the construction of vocational education teaching materials and employment guidance.
(seven) responsible for the reform and development of higher education, do a good job in deepening the management system and mechanism of colleges and universities in the region and the reform of "streamlining administration, decentralizing power, strengthening supervision and improving services". Review the establishment, renaming, cancellation and adjustment of institutions of higher learning in conjunction with relevant departments. To formulate guiding opinions on higher education teaching and continuing education, and carry out higher education evaluation. Guide the implementation of schools jointly built by provinces and departments in the whole region.
(eight) responsible for minority education. Coordinate and coordinate educational assistance to ethnic minorities and ethnic minority areas.
(nine) responsible for the work of teachers in the region, organize the implementation of the teacher qualification system, and guide the construction of the talent team in the education system.
(ten) responsible for guiding institutions of higher learning to carry out natural science, philosophy and social science research. Responsible for promoting the construction of universities and disciplines. Organize and guide institutions of higher learning to participate in the construction of national innovation system and undertake the implementation of various scientific and technological plans of the state and autonomous regions. Guide colleges and universities to carry out the transformation of scientific and technological achievements, the combination of Industry-University-Research and the development and construction of scientific and technological innovation platforms. Guide colleges and universities to strengthen the construction of study style.
(eleven) responsible for all kinds of higher education, secondary vocational education entrance examination and educational administration, organize the development of higher education and secondary vocational education enrollment plan and organize their implementation. Guide colleges and universities to do a good job in student work. Participate in the formulation of employment policies for graduates of ordinary colleges and universities, and guide ordinary colleges and universities to carry out employment and entrepreneurship for college students.
(twelve) responsible for the degree management and postgraduate education in the whole region, and implement the national degree system.
(thirteen) responsible for the work of language and writing in the region, formulate policies and plans for the work of language and writing in the region, guide the standardization of language and writing, and supervise and inspect the application of language and writing. Guide the popularization of Putonghua and train Putonghua teachers.
(fourteen) responsible for the foreign cooperation and exchange of the education system in the whole region. Guide the international promotion of Chinese. Guide and coordinate the management of overseas students in Guangxi, and coordinate the management and guidance of educational cooperation and exchanges with Hong Kong, Macao and Taiwan. Assist foreign teachers and experts who come to Guangxi to manage the education system.
(fifteen) responsible for the education informatization in the whole region. Draw up the informatization plan of the education system in the whole region and coordinate and organize its implementation.
(sixteen) responsible for the overall planning, comprehensive coordination and macro management of private education in the whole region. Improve the management policies and measures of private education, formulate the development policies and plans of private education in the whole region according to law, standardize the order of running schools and promote the healthy development of private education.
(seventeen) to guide the education supervision work in the whole region. Entrusted by the people's government of the autonomous region, it is responsible for supervising and inspecting the people's governments of cities and counties (cities, districts) with districts and relevant functional departments to perform their educational duties. Organize and implement the supervision and evaluation, inspection and acceptance, quality control and other work of education at all levels and types according to law.
(eighteen) to complete other tasks assigned by the Party committee and the people's government of the autonomous region.
(nineteen) the division of responsibilities with other departments. Division of responsibilities in employment management of college graduates. Employment guidance and services for graduates before leaving school shall be the responsibility of the Education Department of the Autonomous Region (Education Committee of the Party Committee of the Autonomous Region).
Employment guidance and services for graduates after leaving school shall be the responsibility of the Department of Human Resources and Social Security of the autonomous region. The employment policy for graduates is led by the Human Resources and Social Security Department of the autonomous region, and formulated jointly with the Education Department of the autonomous region (the Education Committee of the Party Committee of the autonomous region) and other departments.
