Notice on the use of discount cards for college students to buy train tickets

Since the founding of New China, the railway department has implemented half-price tickets for students whose families and schools are not in the same place to go home by train during their studies, which reflects the concern of the party and the state for students and is deeply supported by students, parents and all walks of life. However, in recent years, some lawless elements used this preferential policy to forge, sell and peddle fake student ID cards to buy tickets, which not only interfered with the order of railway operation and management, but also caused great economic losses to the country and harmed the interests of the majority of students. In order to crack down on criminals' counterfeiting and selling fake goods, curb social unhealthy tendencies, and protect the interests of the state and the majority of students, it is decided that when students in ordinary colleges and universities (including private colleges and universities approved to implement academic education, hereinafter referred to as colleges and universities) travel to and from their homes and schools by train, they will be allowed to purchase tickets by means of student ID cards and train tickets. The relevant matters are hereby notified as follows:

First, the train ticket student discount card (hereinafter referred to as the "discount card") is supervised by the Ministry of Education and the Ministry of Railways. The discount card is a kind of "contactless read-write integrated circuit chip" label, which uses advanced technology to store and encrypt the information in it, and after special paper packaging, it is pasted on the student ID card for use. The student ID card is printed by the school itself.

According to the regulations of the railway department, the student ID card for purchasing student train tickets must be accompanied by the words "discount card". Starting from the freshmen who entered the school in the fall of 2003, the student ID cards used by universities and other schools must follow this standard.

Second, the use and management of discount cards

1. The conditions for schools to issue discount cards are: the schools where students attend are qualified to implement academic education; Students' families and schools are not in the same place, so they can go home or go back to school by train; Students have no salary income.

2. The school shall truthfully fill in the passenger interval of the students at the bus station on the student ID card. If the bus section in the card is not filled in or does not have the preferential conditions for riding, it is invalid. When students' parents are not in the same place, students should choose a place to fill in the bus section. When students change their home address after entering school or their parents work outside their home address, they should modify the bus interval in time. The change of ride interval is only valid after the school seals it.

3. When the discount card is packaged, it has a strong self-adhesion and is attached to the blank part of the student ID card. If there is no blank part, it is pasted on any side of the inserted cover, and the cover is unobstructed (if the cover is separated from the inner page, it cannot be pasted on the cover), but once it is pasted, it cannot be removed and pasted again.

4. The discount card is written into the number of rides by the school student ID card management department with supporting instruments and used until the students graduate; The number of rides that the discount card factory can enter for the first time is already four. In the future, when students register, the school will add four inputs to the discount card every academic year (see the instrument description attached to the card for the input method).

5. Students buy train tickets with student ID cards and discount cards; The station ticket office sells tickets through identification instruments to reduce the number of tickets purchased; Station and vehicle identification instruments read the contents of the discount card attached to the student ID card to check the ticket.

6. The student ticket window of the third-class or above railway station will be equipped with a discount card identifier (miniature, non-contact), and only student tickets will be issued to college students holding discount cards. Identifiers will also be installed at the ticket gates and trains of the above stations for checking student tickets. The sale and inspection of student tickets for unmarked railway stations and cars shall be handled in accordance with the existing railway passenger transport regulations. Students in secondary vocational schools and primary and secondary schools still purchase student tickets according to the current Regulations on Railway Passenger Transport.

III. Activation time and implementation steps of the discount card:

1. Since the summer vacation of 2003, all college students have used student ID cards to buy train tickets and discount cards.

2. Colleges and universities should issue discount cards to eligible students before the end of April 2003, and instruct them to stick them on their student ID cards for use in the summer of 2003.

3. The discount card is 7.00 yuan each, and the fees for students who entered the school before 2002 will be paid by the school. For the freshmen who entered the school in the autumn of 2003, the cost of purchasing the qualified discount card is paid by the students themselves, and the school will include it in the cost of the student ID card and collect it together.

4. After receiving this notice, college students should immediately count the number of people who need to take the train in each grade and report it to Kehong Institute of New Technology, Sichuan University (Address: Box 75, No.24, Section 1, Yijing South, Chengdu; Postal code: 610065; Tel: 028-88848039, 85444162; Fax: 028—85441661; Contact: Wang Fang), and at the same time remit the card purchase fee to the college to purchase the discount card (unit: Kehong Institute of New Technology, Sichuan University; Bank of deposit: China Industrial and Commercial Bank Jiuyanqiao Sub-branch; Account number: 4402217009024904448—0730), and payment will be made after the payment is received.

Since 2003, before the end of September every year, 50 colleges and universities have purchased discount cards according to the number of freshmen who want to take the train, pasted them on student ID cards and distributed them to freshmen. The school should bear the responsibility for the problem that students can't buy tickets because they don't have discount cards.

4. The use of discount cards is an important measure to ensure the smooth implementation of the preferential train ticket purchase policy for college students and purify the social atmosphere. It is of great social significance to do this work well. Colleges and universities should actively cooperate and conscientiously implement the use of train ticket student discount cards; Purchase and issue discount cards according to the number of students who enjoy train tickets. The Ministry of Education will take necessary measures to supervise the issuance of discount cards and check the implementation of this work in time.

The education departments of all provinces, autonomous regions and municipalities directly under the Central Government (Education Committees), the Education Committee of Xinjiang Production and Construction Corps and the education departments of relevant departments (units) are requested to forward this notice to their affiliated universities as soon as possible.

After receiving this notice, all railway bureaus, sub-bureaus and stations should learn about the progress of the work from relevant schools, and make an announcement in the business places such as ticket sales and waiting at stations, and widely publicize the above measures so that students and other passengers can fully understand them.
