(1) Adhere to and improve the organizational training system. Focus on three links: First, carry out training demand survey, comprehensively analyze the training needs of organizations and cadres, scientifically formulate education and training plans, reasonably arrange the content, time and institutions of education and training, assign training tasks, and conduct roll-call training for key targets. Second, the unit where the cadres work makes overall arrangements for the education and training of cadres at all levels according to the actual situation of the region and the unit. Third, transferred cadres should consciously obey organizational arrangements and participate in training as required.

(2) Establish and improve the on-the-job self-study system for cadres. Cadres themselves should make clear their learning objectives, correct their learning attitudes, formulate learning plans in combination with their personal development and performance of their duties, and persistently study by themselves or participate in relevant training.

(3) Promote autonomous learning. The selection of cadres' autonomous learning should be carried out under the guidance of the cadre education and training management department. Cadres' education and training management departments or cadres' education and training institutions should regularly announce the education and training plan for cadres' independent course selection, put forward clear requirements and strengthen management.

(4) Give play to the supplementary role of overseas training. In accordance with the unified arrangements and requirements of the central authorities, we should adhere to the principle of focusing on ourselves, serving on demand, stressing practical results, insisting on fewer but more precise, highlighting key points, strictly grasping and selecting the best, making clear the training objectives abroad, and effectively enhancing the pertinence and timeliness of training abroad.
