The latest free air ticket refund policy of CAAC is only implemented for students, which is based on the request of the State Council and the Ministry of Education to postpone the start of school. At present, all the provinces in China have postponed the scheduled start of school.

In order to meet the requirements of relevant policies, the Civil Aviation Administration issued the policy of returning and changing student passenger tickets on February 10 in view of the actual situation of student groups. Student passengers can change their flight tickets before 3 1. If the commencement date is further postponed, CAAC will make timely adjustments.

After the Civil Aviation Administration issued the policy, airlines will provide free refunds to eligible passengers according to the requirements of the Civil Aviation Administration. However, according to the basic principle of "non-retroactivity", airlines are not allowed to refund the handling fee to passengers before the policy is introduced. If the airline is willing to return these passengers, the policy of the Civil Aviation Administration will not prohibit it.
