Article 2 The evaluation of counties with basically balanced development of compulsory education shall be conducted after their compulsory education schools reach the basic school-running standards of the compulsory education schools in this province (autonomous regions and municipalities); It mainly includes two aspects: the inter-school balanced evaluation of compulsory education within the county and the evaluation of the county-level people's government promoting the balanced development of compulsory education; Public satisfaction with the balanced development of compulsory education in this county is an important reference for evaluation and identification.

Article 3 The assessment and determination of counties with basically balanced development of compulsory education shall be carried out in accordance with the principle of "provincial evaluation and national recognition". The national education guidance group guides and supervises the provincial evaluation work. Article 4 Evaluation indicators of inter-school balance of compulsory education within the county.

The inter-school balanced evaluation of compulsory education focuses on the balanced allocation of educational resources by county governments. Based on eight indicators, namely, the area of teaching AIDS per student, the area of sports ground per student, the value of teaching instruments and equipment per student, the number of computers per hundred people, the number of books per student, the teacher-student ratio, the number of teachers with higher education per student, and the number of teachers with professional and technical positions above the intermediate level per student, the difference coefficients between primary schools and junior high schools are calculated respectively, and the inter-school balance between primary schools and junior high schools in the county is evaluated.

1. Fully implement the performance pay system for compulsory education.

2. The subject teachers in compulsory education schools are reasonably equipped, and the ratio of students to teachers reaches the provincial standard.

3. Established and effectively implemented the regular exchange system between principals and teachers of compulsory education schools in the county.

4. Implement teacher training funds and strengthen teacher training.

(4) Quality and management

1. Set up all courses according to the compulsory education curriculum plan stipulated by the state.

The respondents should include: local people's congress deputies, CPPCC members, principals of compulsory education schools, teachers, parents of students and other personnel. Parents of students should be the main participants in the above survey, and the proportion and selection methods of all kinds of respondents should be determined by provinces (autonomous regions and municipalities).

Article 7 Counties where the people's government at the county level scored more than 85 points in promoting the balanced development of compulsory education, and the difference coefficient between primary school and junior high school was less than or equal to 0.65 and 0.55 respectively, can be identified through the evaluation of counties with basically balanced development of compulsory education. At the same time, refer to the results of public satisfaction survey.

The evaluation criteria for counties with basically balanced development of compulsory education as determined in these Measures are the minimum standards. When formulating the evaluation standards of this province (autonomous regions and municipalities), all localities may adjust the evaluation standards of these measures according to the actual situation, but they shall not be lower than the standards of these measures. Eighth localities should according to these measures, combined with the actual situation, will develop the province (area, city) county compulsory education balanced development supervision and evaluation implementation measures and evaluation criteria, reported to the national education steering group for examination and implementation.

Article 9 The people's government at the county level shall conduct a self-assessment on the balanced development of compulsory education at the county level according to the implementation measures and evaluation standards for the balanced development of compulsory education at the county level formulated by the provincial level. If the self-evaluation meets the requirements, an application for evaluation shall be submitted to the provincial level after being reported to the municipal level for review, and a self-evaluation report and a review report shall be submitted at the same time.

Tenth provincial education supervision institutions shall supervise and evaluate the counties that apply for evaluation. Before the assessment, it shall be announced to the public, and the assessment results shall be announced to the public and subject to social supervision. Through the provincial supervision and evaluation of the county, the provinces (autonomous regions and municipalities) will submit relevant materials to the national education supervision group for approval.

Eleventh national education supervision group to review the relevant materials submitted by the provinces (autonomous regions and municipalities) for the identification of counties with basically balanced development of compulsory education, and organize on-site inspection.

According to the audit results of the National Education Steering Group, the Ministry of Education determines the counties where the development of compulsory education is basically balanced, and announces and rewards them every year.

Twelfth national education steering group and the provinces (autonomous regions and municipalities) to establish a balanced development of compulsory education monitoring and review system, to monitor the balanced development of compulsory education in counties across the country, to review the published list of counties. Thirteenth provinces (autonomous regions and municipalities) shall commend and reward the counties that have achieved the basic balanced development of compulsory education within their respective administrative areas.
