The people's governments at or above the county level may set up special subsidies as needed to improve the conditions for running schools and ensure the healthy development of education for the disabled. Article 3 The education administrative department of the people's government at or above the county level shall be responsible for the education of the disabled. Finance, planning, personnel, labor and social security, health, civil affairs, disabled persons' federations and other departments shall do a good job in the education of disabled persons within their respective functions and duties. Fourth people's governments at all levels should pay attention to and do a good job in the publicity of education for the disabled.
The news media should make use of newspapers, television, radio and other forms, and often carry out social public welfare propaganda on education for the disabled. Fifth to encourage social forces to set up educational institutions for the disabled or donate money to study. Sixth disabled families should safeguard the legitimate rights and interests of disabled people to receive education, care for, support and provide conditions and help for disabled people to receive education. Seventh pre-school education for disabled children, in accordance with the following requirements:
(a) conditional educational institutions for children with disabilities shall set up classes for children with hearing, speech, intelligence and vision disabilities respectively;
(two) ordinary early childhood education institutions should accept hard of hearing, amblyopia, mild mental retardation children in regular classes. Conditional, according to the disability status of disabled children, special education classes for children with hearing, speech, intelligence and vision disabilities can be set up respectively;
(3) Welfare institutions for disabled children may offer special education classes according to the types of disabled children;
(four) rehabilitation institutions for disabled children should combine rehabilitation training and refer to the national children's syllabus for teaching;
(five) special education schools for disabled children and adolescents shall, according to the number and disability status of disabled children, run preschool classes and implement preschool education;
(6) Preschool classes in ordinary primary schools shall undertake preschool education for disabled children. Article 8 Medical and health institutions shall incorporate the early detection of disabled children into the contents of health examination and establish files. For disabled children entering the pre-school education stage, medical and health institutions shall provide relevant materials for their physical growth and development to pre-school education institutions.
Medical and health institutions and institutions implementing preschool education should provide early detection, early rehabilitation and early education consultation and guidance for families and guardians of disabled children. Article 9 People's governments at all levels shall make unified planning, unified evaluation and acceptance of compulsory education for disabled children and adolescents and compulsory education implemented locally. Article 10 People's governments at all levels shall allocate funds for compulsory education and levy additional education fees, and arrange corresponding funds according to the distribution and number of disabled children and adolescents for the development of compulsory education for disabled children and adolescents. Eleventh parents or other guardians of school-age disabled children and adolescents shall make their children or ward receive compulsory education according to law. Twelfth ordinary primary schools and junior secondary schools must recruit disabled children and adolescents who are physically disabled, mildly mentally retarded, amblyopic and hard of hearing, but can adapt to normal study and life.
The age and years of schooling for disabled children and adolescents should be the same as those of local children and adolescents. According to the degree of self-care of disabled children and adolescents, their school age and schooling years can be appropriately relaxed. Article 13 The education administrative department and the health administrative department of the people's government at the county level shall organize and carry out schooling consultation and disability status appraisal for school-age disabled children and adolescents, and implement the following forms of compulsory education according to the types and degrees of disabilities:
Studying in ordinary schools or affiliated special education classes for disabled children and adolescents;
(2) attending special education schools for disabled children and adolescents;
(three) for school-age disabled children and adolescents who are inconvenient to go to school because of their physical condition, compulsory education can be implemented in the form of itinerant teaching and family study in regular classes. Fourteenth special education schools (classes) for disabled children and adolescents should adhere to the combination of ideological education, cultural education, labor skills education and physical and mental compensation. According to the disability category and disability status of disabled children and adolescents, classified or individualized teaching is implemented. Strengthen the cultivation of disabled students' ability to adapt to social life and the correction and compensation of psychological and physical defects.
Ordinary schools shall, according to the special requirements for learning and rehabilitation of disabled children and adolescents attending regular classes, implement the principle of teaching students in accordance with their aptitude and provide assistance so that they can receive education and training suitable for their own development needs. Fifteenth vocational education for the disabled is based on ordinary vocational education institutions. The people's governments at or above the county level shall, according to the needs, reasonably set up vocational education institutions for the disabled. Sixteenth vocational education for the disabled should focus on the development of primary and secondary vocational education, appropriately develop higher vocational education, and carry out medium-term and short-term training based on practical technology. Seventeenth general vocational education schools must recruit disabled people who meet the admission standards stipulated by the state. Ordinary vocational training institutions should actively recruit disabled people to school and provide convenient conditions for their study and life.
Vocational education schools and vocational training institutions for the disabled should set up their majors reasonably according to social needs, local industry characteristics and physical and mental characteristics of the disabled. Teaching should emphasize practicality, strengthen vocational skills training, set up school-run enterprises according to teaching needs and the specialties of the disabled, and create conditions for the employment of the disabled.
