Double-qualified teachers refer to teachers who love the party and patriotism, have good professional ethics, have enterprise work or practical experience, have theoretical teaching ability and practical teaching ability, keep up with the development trend of the industry and the demand for talents in the industry, and integrate new technologies, new processes and new norms into teaching.
According to Article 1~4 of the annex to the Notice of the General Office of the Ministry of Education on Doing a Good Job in the Identification of "Double-qualified" Teachers in Vocational Education (Teacher's Office [2022] No.2), double-qualified teachers refer to teachers who implement the Party's educational policy, love vocational education, have good ideological and political quality and professional ethics, and carry out the fundamental task of educating people in Lide.
In order to implement the spirit of the educational planning outline and vigorously strengthen the construction of "double-qualified" teachers in vocational education, during the "Twelfth Five-Year Plan" period, the Ministry of Education and the Ministry of Finance will jointly implement the quality improvement plan for teachers in vocational colleges.
The Ministry of Education and the Ministry of Finance jointly issued the Opinions on Improving the Quality of Teachers in Vocational Colleges, and set up four projects: backbone teacher training project, enterprise practice project of secondary vocational teachers, part-time teacher employment promotion project and teacher training system construction project. Therefore, the central government will invest at least 2.6 billion yuan to support the construction of teachers in vocational colleges.
Unscramble misunderstanding
The construction of teaching staff has brought many adverse effects. First, some higher vocational colleges have approved the holders of "double certificates" as "double-qualified". In fact, some teachers' technical post (professional qualification) certificates are not consistent with their majors. For example, a teacher with an accounting certificate is giving a marketing course.
Second, some technical post (professional qualification) certificates are obtained entirely through books and then through exams, which is not practical. For example, the certificates of certified public accountants and lawyers do not necessarily represent the practical experience and ability of the holders.
Third, higher vocational colleges attach importance to teachers' "double certificates", which leads some teachers to obtain another useless technical post (professional qualification) certificate by hook or by crook, and "gunner" takes the test instead of others.
