According to the spirit of the Central Committee of the Communist Party of China and the State Council on reforming the salary system of civil servants and standardizing the income distribution order of civil servants, and the specific requirements of the Notice on Standardizing the Work of Civil Servants' Allowances and Subsidies (No.4 [2007] and No.22 [2007] of the Provincial and Municipal Commission for Discipline Inspection), the work of civil servants' allowances and subsidies in the whole region will be gradually standardized within three years.

I. Guiding ideology and basic principles

(A) the guiding ideology

The guiding ideology of standardizing allowances and subsidies is: in accordance with the general requirements of reforming the salary system of civil servants and standardizing the income distribution order of civil servants, it will take three years to gradually narrow and eliminate the income distribution gap between districts and towns and between towns and government departments at the same level, standardize the items, standards, sources of funds and payment methods of allowances and subsidies, and make the income distribution of civil servants between districts and towns and between towns and government departments at the same level standardized, fair and rational.

(2) Basic principles

In order to ensure the smooth progress of the work of standardizing allowances and subsidies, and lay a foundation for gradually standardizing the income distribution order of civil servants and implementing the regional additional allowance system, according to the spirit of the relevant documents of six departments, including the provincial and municipal commission for discipline inspection, our district regulates the work of allowances and subsidies for civil servants and follows the following basic principles:

1. Establish a mechanism that is standardized and transparent. In strict accordance with the spirit of the policy of the CPC Central Committee and the State Council on regulating civil servants' allowances and subsidies, and based on the establishment of a scientific and perfect civil servants' salary system and mechanism platform, efforts should be made to solve the outstanding problems in the current civil servants' income distribution field, such as nonstandard and opaque, to maintain the stability of the civil servants in the whole region and to realize the scientific, standardized and legal distribution of civil servants' income.

2. Strengthen supervision and be fair and reasonable. Mainly use economic and administrative means to gradually narrow and eliminate the income distribution gap between districts and towns, between towns and villages, and between government departments at the same level through the way of "cutting peaks and filling valleys". Take necessary economic measures, appropriately increase the subsidies for township civil servants according to the level of district-level organs, and ensure that the treatment level of grassroots civil servants is guaranteed. Take administrative measures to completely decouple the subsidy level of civil servants from the state-owned assets and administrative rights held by the unit, and resolutely eliminate the unreasonable gap between different departments of the government at the same level.

3. Make overall plans and do what you can. Adhere to the principle of seeking truth from facts, doing our best, doing what we can, and reaching the designated position step by step, incorporate the work of standardizing civil servant allowances and subsidies into the overall situation of coordinated economic and social development of the township, the department and even the whole region, embody incentives and constraints, and effectively handle various interest relations. When formulating the implementation plan, it is necessary to conduct in-depth and detailed investigation and study, proceed from reality, carefully calculate the possible balance between expenditure demand and financial resources, and ensure the feasibility of standardizing civil servant allowances and subsidies.

4. Strengthen supervision and investigate violations. After the subsidies are completely standardized, no department or unit in the whole region may issue additional subsidies, bonuses, welfare, securities and physical objects in any excuse, name or any way. The relevant departments should strictly supervise and punish the towns, departments and responsible persons who violate the regulations.

Second, the scope and main contents of the specification

(A) grasp the policy, strictly regulate the scope of subsidies

According to relevant policies, the scope of regulating civil servants' allowances and subsidies is Party organs, people's congress organs, administrative organs, CPPCC organs, judicial organs, procuratorial organs, democratic party organs and relevant units approved to be managed with reference to the Civil Service Law of People's Republic of China (PRC).

(two) take the "take, stay, use" approach, clear subsidies.

1. Cancel the illegal self-built subsidy. Cancel the subsidies and subsidies issued by various departments and units using "small treasury" funds, collecting income from enterprises through apportionment, and illegally using government non-tax revenue; Reform subsidies issued by various units that exceed the prescribed scope and standards will be cancelled; Units in the clean-up of standardized allowances and subsidies that have not been truthfully reported as required shall be cancelled; In addition to the Ministry of personnel, the Ministry of Finance or the the State Council authorized by the government staff post allowance in accordance with the existing provisions before the national norms, other self-established post allowance subsidies to expand the scope and improve the standard outside the state regulations shall be cancelled. Towns and departments should strengthen the clean-up of allowances and subsidies, cancel them according to regulations, and report the clean-up cancellation to the District Finance Bureau and the District Personnel Bureau for the record. The District Commission for Discipline Inspection, organization, supervision, finance, personnel and auditing departments are responsible for supervising and inspecting the cancellation of violations and self-built subsidies.

2. Temporarily retain the reform subsidy. Reform subsidies (housing provident fund, medical insurance, etc.). ) reported by the town and department, that is, subsidies that need to be paid in accordance with the norms of job consumption and the promotion of the monetization reform of welfare benefits, except those that exceed the prescribed scope and standards, shall be temporarily retained. During the period of standardizing the allowance for civil servants, towns and departments shall not introduce new reform subsidy projects, and shall not raise standards or expand the scope of implementation of reform subsidy projects.

3. Incorporate other subsidies except cancellation and retention projects. Merge other subsidies except cancellation and retention projects. After the merger, the allowances and subsidies for on-the-job personnel are uniformly set as living allowance and work allowance, and the allowances and subsidies for retirees are uniformly set as retirees' subsidies and retirees' subsidies. All towns and departments shall cancel the subsidies except temporarily retaining the reform subsidies, and it is strictly forbidden to take the opportunity to raise the standards during the merger, so that the subsidies after the merger are not higher than those before the merger.

(three) the implementation of the "guaranteed cap", unified subsidy standards.

1. Three-year standard. During the normative period, before the adjustment of the control line of subsidies in our city, the subsidy standards for civil servants in towns and departments in our district will be fully implemented according to the benchmark amount 13000 yuan/person/year after 3 years. In future years, the subsidy benchmark amount will be comprehensively determined according to the adjustment of subsidies and subsidy control lines and financial affordability of this Municipality.

2. Annual implementation standards. During the three-year standard period, the subsidy implementation standard will be "guaranteed and capped" and gradually unified. In 2007, the departments with annual per capita subsidies exceeding the prescribed level were reduced to the prescribed level, and the towns and departments with annual per capita subsidies below the prescribed level were gradually raised to the prescribed level during the normative period, that is, the benchmark amount of subsidies in 2007 was capped at 4,500 yuan/person-year and13,000 yuan/person-year; In 2008, the benchmark amount of subsidy was capped at 8500 yuan/person-year and 13000 yuan/person-year; In 2009, the subsidy benchmark amount was fully implemented 13000 yuan/person/year. Townships and departments should strictly implement the "capping" of the benchmark amount of subsidies. For towns and departments below the benchmark amount of allowances and subsidies, the average payment level of civil servants' allowances and subsidies in 2004 (excluding reform subsidies) can be appropriately increased, but the following principles should be followed: First, the increase should not be higher than the overall capital increase level of civil servants' wage system reform in 2006; Second, the actual situation of one's own financial resources and the impact on other personnel should be comprehensively determined. In 2007, towns and departments that need to increase the allowance for civil servants on the basis of clearing up and reporting the average payment level in 2004 (excluding reform allowance) should apply to the district government and implement it after approval. In the following years, according to the adjustment of the municipal subsidy control line and financial affordability, the subsidy benchmark amount will be implemented.

3. Subsidy subsidy structure standard. The standard of subsidy structure is determined by living allowance accounting for 60% and working allowance accounting for 40%, and retirees only enjoy living allowance.

4. Vertical compression ratio. Allowances and subsidies are linked to ranks, and the vertical compression ratio is 1.55: 1, that is, county-level section chief 1.55, county-level deputy 1.4, department-level section chief 1.25, department-level deputy 1, clerk and clerk.

(four) adhere to the main channels to raise subsidies and subsidies.

The responsible subject, working subject and implementing subject of standardizing the subsidy work are the governments at the same level and their departments, and the central, provincial and municipal finances do not give subsidies. Therefore, the financing of subsidies should be considered from many aspects. During the normative period, the government should incorporate the "guaranteed" subsidy funds into the fiscal budget and play the role of the main channel for raising funds, that is, after excluding the subsidies and subsidies from 95 yuan and 75 yuan that have been included in the budget at the beginning of 2007, the "guaranteed" difference funds will be included in the supplementary fiscal budget, and from 2008 onwards, the "guaranteed" funds will be included in the fiscal budget at the beginning of the year. All departments should reasonably determine the subsidy benchmark amount of their own units, strive to increase revenue and reduce expenditure, actively adjust the expenditure structure, conscientiously do a good job in raising funds, and ensure the implementation of funds. At the same time, it is not allowed to raise the level of subsidies to affect the normal development of economic and social undertakings, affect the implementation of the policy of benefiting the people, sacrifice the statutory vested interests of other staff, exceed the budget, and increase new debts.

(five) the establishment of special accounts, and gradually implement direct financial allocation.

Unify the payment methods of subsidies, set up special accounts for subsidies, and gradually implement direct financial payment. After the standard expires, after the subsidies and subsidies are fully implemented, towns and departments may not issue cash to employees. During the normative period, the financial department should actively create conditions, and unit subsidies can be collected into financial accounts, and some or all of them will be distributed in a centralized and unified manner. At the same time, all units must set up allowance and subsidy accounting subjects in accordance with the Accounting Measures for Wages, Allowances and Subsidies of Administrative Institutions of the Ministry of Finance (Caiku [2006] No.48), and uniformly account for all allowances and subsidies paid by the unit to employees and retirees. Other subjects may not account for allowances and subsidies paid to individuals.

Three. Organization, implementation, supervision and management

(A) to strengthen organizational leadership

All towns and departments should attach great importance to it, strengthen leadership and implement the main leadership responsibility system. It is necessary to make careful arrangements, carefully organize and do solid work, and earnestly take the standardization of subsidies as a major event. Towns and departments should set up leading groups and related working groups to reform and standardize civil servants' allowances and subsidies, study and formulate specific implementation plans as soon as possible according to the spirit of this plan, and report them to the district government for approval or filing, and send a copy to the organization department of the district Committee, the District Supervision Bureau, the District Finance Bureau, the District Personnel Bureau and the District Audit Bureau.

(2) Strict financial discipline

All towns and departments should strengthen the management of civil servants' wages and allowances and financial management. After standardizing subsidies, no new subsidies are allowed, no subsidies are allowed to be raised and the scope of implementation is expanded, no subsidies, bonuses and benefits are allowed, and no securities and physical objects are allowed. Discipline inspection commission, organization, supervision, finance, personnel, auditing and other departments should intensify supervision and inspection, and seriously investigate and deal with all kinds of violations of discipline and discipline. All units and individuals that violate relevant disciplines should be dealt with severely. In violation of the regulations, subsidies, bonuses, welfare, securities and objects are distributed by themselves under any pretext, in any name and in any way. The main leaders, leaders in charge and persons directly responsible shall be dismissed according to organizational procedures, and then be held accountable according to party discipline and relevant laws and regulations.

(3) Do a good job in ideological work

Standardize subsidies and subsidies with strong policy and high sensitivity. Towns, units, letters and visits and other relevant departments should patiently and meticulously do a good job in policy interpretation and ideological and political work in the work of cadres and workers; After standardization, the subsidy level has declined or needs to be gradually improved. We should guide them to treat it correctly and gain their understanding and support. It is necessary to explain and guide in strict accordance with the unified caliber, and not to play it at will, so as to ensure the smooth progress of standardizing subsidies and social stability.
