In 2005, the management of land and resources in Henan Province closely focused on the overall economic development of the province, constantly enhanced the sense of innovation, followed the law in development, sought development in the law, and made great efforts to focus on key tasks such as saving and intensive land use, strictly approving land use, integrating mineral resources, and rectifying mining order. With the increasing demand for resources, strict management of resources and severe resource situation, the relationship between economic development and resource protection has been properly handled and a win-win situation has been achieved.

I. Land resources

land resources

According to the survey results of land change in 2005, the total land area of the whole province is 1655364 1.93 hectares (165500 square kilometers). Among them, agricultural land 12 290 025.59 hectares, construction land 2 152 220.74 hectares and unused land 211395.60 hectares, accounting for 74.24% and/kloc-0 respectively.

Among the agricultural land, 7,925,303.66 hectares are cultivated land, 3 18060.29 hectares are garden land, 30191310.90 hectares are forest land, grassland 14390.43 hectares, and other agricultural land/kloc.

Among the unused land, unused land is 1 533 804.83 hectares, and other land is 577 590.77 hectares.

In 2005, the total amount of land change was 46,080.96 hectares, and the balance of increase and decrease of agricultural land and unused land was a net decrease, while that of construction land was a net increase.

(2) Land use

1. Agricultural land

By June 2005, 65438+1October 3 1, the agricultural land in the whole province had decreased by 6072.20 hectares, and the secondary land types had also decreased. The province's cultivated land area is 7925303.66 hectares, which is 65438 0.039.64 hectares less than that in 2004 (see Figure 2), and the existing per capita cultivated land is 65438 0.22 mu. This year, the province's land development and reclamation increased cultivated land by 12 939.8 1 hectare, and the construction occupied cultivated land by 12 862.55 hectares, which was offset by the cultivated land occupied by development and reclamation, with a net increase of 77.26 hectares, realizing the balance of cultivated land occupation and compensation.

(1) trend and analysis of cultivated land reduction. In 2005, the cultivated land occupied by construction, agricultural structure adjustment, ecological returning farmland, disasters and other reductions were 65,438+07,65,438+080.48 hectares respectively (see Table 2). Among them, the construction occupied cultivated land 12 862.55 hectares, accounting for 74.87% of the total cultivated land reduction, and residential areas and industrial and mining land accounted for a large proportion; The adjustment of agricultural structure occupies cultivated land 1472.74 hectares, mainly taking the adjustment of cultivated land as garden, livestock and poultry farm and aquaculture water surface. For example, some counties (cities, districts) in Zhengzhou give full play to their geographical advantages, vigorously develop characteristic forest and fruit industries, livestock and poultry breeding, and guide farmers to become rich; Ecological returning farmland 1 768.09 hectares, mainly concentrated in Sanmenxia and Luoyang; Disaster reduction of 744.05 hectares of arable land, mainly in Kaifeng and Nanyang. The reasons are as follows: First, in recent years, some production dikes in lankao county, Kaifeng City have been washed away, resulting in more than 30,000 mu of cultivated land being flooded. Although part of the land has been treated, there are still 384.82 hectares of cultivated land with serious desertification, and it is difficult to re-cultivate. Secondly, Nanyang city is located in the mountainous area, and there has been more rain in recent years, which has caused floods along the banks of the Baihe River to scour low-lying areas. 78. 13 hectares of cultivated land in Wancheng District of Nanyang City and Xixia County1610.63 hectares of cultivated land were seriously damaged and turned into grasslands and beaches, which were reported in 2005 and included in the category of disaster damage; For other reasons, the cultivated land decreased by 333.05 hectares, mainly because the widening and reconstruction of zhongmou county section of Jia Luhe occupied a large amount of cultivated land on the river surface. In addition, some local governments and farmers occupy a part of cultivated land according to the needs of agricultural production.

(2) The source and analysis of cultivated land increase. In 2005, the cultivated land increased by 16 140.84 hectares due to land development, reclamation, consolidation and adjustment of agricultural structure (see table 3). Among them, cultivated land 12 939.8 1 hectare was increased through land development, reclamation and consolidation, accounting for 80. 16% of the newly-increased cultivated land. The main types of increase are developing unused land, repairing abandoned brick kilns, consolidating "hollow villages", field roads, ditches and ridges; The adjustment of agricultural structure increased cultivated land by 3 190.6 1 hectare, mainly because the state introduced various policies to support agricultural development, exempted agricultural taxes, increased agricultural input, and increased farmers' enthusiasm for growing grain. In addition, some fruit trees were aging, the output decreased, and the economic benefits were poor, so farmers adjusted their agricultural structure according to market changes. For other reasons, the cultivated land increased by 65,438+00.42 hectares, mainly due to the conversion of woodland into cultivated land and the development of wasteland into garden land.

2. Construction land

In 2005, the construction land and land requisition area approved by the whole province increased to a certain extent compared with 2004. A total of 15 157.97 hectares (agricultural land13017 hectares, cultivated land1513.35 hectares) were approved in the whole year. Among them, 8,707.53 hectares of land were used for construction in batches, accounting for 57.45%; The construction land is 6450.44 hectares, accounting for 42.55%.

Among the construction land approved by the whole province, the State Council approved the construction land area of 78 1.97 hectares (7,079.47 hectares of agricultural land and 6 189.85 hectares of cultivated land), an increase of 9.34% over 2004, of which 5,957.99 hectares (including key urgently needed projects) were independently selected, accounting for 75.59%.

The construction land area approved by the provincial government is 7276.00 hectares (593 1.70 hectares of agricultural land and 5323.50 hectares of cultivated land), an increase of 28.27% over 2004, of which 6783.55 hectares are used in batches, accounting for 93.23%. Among the batches of construction land approved by the provincial level, industrial and mining storage land accounts for a relatively large proportion, accounting for 43.85%.

According to the State Council's "Decision on Deepening Reform and Strict Land Management", Henan Province has deepened the reform of land acquisition system, improved land acquisition procedures, rationally adjusted compensation standards, broadened resettlement channels, and regularly checked the implementation of resettlement programs, and suspended the approval of agricultural land conversion and land acquisition for cities and counties where groups petitioned for land acquisition compensation and resettlement. In 2005, the total land requisition area of the whole province was 13 7 12.0 1 kloc-0/776.37 hectares (cultivated land 10 373.8 1 hectare). The total land acquisition area in the State Council is 7,704.24 hectares, including 6,973.53 hectares of agricultural land (cultivated land 6 1 13.69 hectares), the total land acquisition cost is 2,666,098,200 yuan, and the agricultural population 1 1258 people. The total land acquisition area of the provincial government is 6,007.77 hectares (an increase of 3 1.52% over the previous year), including 4,802.84 hectares of agricultural land (4,26012 hectares of cultivated land), the total land acquisition cost is 247,204,560 yuan, and the agricultural population is 1 18283.

Among the land requisitioned by the provincial government, the provincial cities with more than 300 hectares of agricultural land requisitioned are: Zhengzhou 872.46 hectares, Shangqiu 553.90 hectares, Xinxiang 455.50 hectares, Zhoukou 376.95 hectares and Xinyang 338.39 hectares.

(3) Land consolidation, reclamation and development

In 2005, the whole province took land development and consolidation as the main measure to increase cultivated land area and improve cultivated land quality, and issued the Notice on Improving and Strengthening Land Development and Consolidation, which strengthened management from aspects of improving project report quality, standardizing project bidding behavior and strictly planning and designing changes. The province has completed 356/kloc-0 development projects, 865 more than in 2004, including 23 national projects, 57 provincial projects and 348/kloc-0 projects in cities and counties. A total of 27,387.54 hectares of reclaimed land were developed (up by 53.27% compared with 2004), and agricultural land 18644.56 hectares (up by 15.6438+08% compared with 2004) was increased, of which cultivated land 17682+0. The investment is 749.3634 million yuan.

In 2005, our province actively and effectively carried out in-depth renovation of "hollow villages", brick kilns and industrial and mining wasteland, with remarkable results. Through the joint efforts of land and resources management departments at all levels, the total land area of the "three renovations" in the province is about 25,000 hectares, of which the renovation area of "hollow village" is10.4 million hectares, which improves the rural living environment and increases farmers' income. The "three reforms" reduced the destruction and waste of cultivated land to the maximum extent, replaced more construction land, and ensured the county economy and rural construction land.

Two. mineral resources

(A) the status of mineral resources

The mineral resources in Henan Province are mainly distributed in the hilly areas west of Beijing-Guangzhou Railway and south of Henan Province. Apart from Zhongyuan Oilfield and Yongcheng Coalfield, there are few metallic and nonmetallic deposits in eastern Henan Plain. By the end of 2005, 26 kinds of minerals 126 (including sub-minerals 157) have been discovered in Henan province. There are 73 kinds of proven resource reserves (including sub-minerals 8 1 species); 85 species (including secondary minerals 1 17) have been developed and utilized. The reserves of mineral resources in Henan Province rank first in China, with 2 species of molybdenum and titanium (rutile), 4 species in the top 3, 6 species in the top 5 and 0/8 species in the top/kloc. The main solid mineral resources in Henan Province are shown in Table 4.

(two) geological exploration investment and exploration results

In 2005, Henan Province intensified its geological exploration and improved the supporting capacity of resources for economic construction. The total fund for localized geological exploration is 246.4669 million yuan, including 4.6 million yuan from the central government, 0/5.76633 million yuan from local finance and 84.2036 million yuan from enterprises and institutions. Geological exploration involves coal, gold, silver and other minerals 10, and investment destinations involve Henan, Yunnan and Inner Mongolia. In the whole year, the workload of mechanical core drilling was 265,223 meters, and the workload of pit exploration was 8,956 meters. At the end of the year, there were 3,066 employees, including technicians 1202, and the labor remuneration expenditure was 65.857 million yuan.

In 2005, nine new mineral deposits were discovered in the whole province, namely Fangshan-Baisha Coal Mine in Yuzhou, Guogou-Xinxin Coal Mine in Dengfeng, Shunhexi Coal Mine in yongcheng city, Huxiang Coal Mine in Zhecheng County, Zhangde Coal Mine in Yuzhou City, Fancun-Ligou Coal Mine in Yiyang County, Lizishan Rich Lead-zinc Mine in Ruyang County, Wanggudong Bauxite Mine in Shaanxi County and Jijiawa Peripheral Gold Mine in Luoning County.

Five new mineral resources have been identified, namely, coal mine, iron ore, lead-zinc mine, bauxite mine and gold mine (see Table 5).

(3) Exploration, development and utilization of mineral resources

1. Issue exploration license and mining license.

In 2005, 3,453 new mineral exploration licenses and mining licenses were issued (including new establishment, alteration and extension), with an approved registration area of 90,200.60 square kilometers and a total mining right use fee of 3,475,500 yuan. Among them, 647 new exploration licenses were issued in that year (including 403 new ones, 56 changed ones and 188 extended ones), the approved registration area was 7543.70 square kilometers, and the exploration right use fee was1286,000 yuan. The economic types are mainly state-owned enterprises and limited liability companies. In that year, 2,806 new mining licenses were issued (including 748 new ones and 797 changes, 1, 26 1), the approved registered area was 1, 476.90 square kilometers, and the mining right use fee was 2 1, 895,000 yuan. The economic types are mainly private enterprises and collective enterprises.

2. The basic situation of the development and utilization of mineral resources

In 2005, the province developed and utilized 85 kinds of minerals. There are 4,494 mines in the province, employing 575,654.38+0,41person, and the total industrial output value is 54,984,422,700 yuan, down 0.97% from 2004. The total profit of the whole industry increased from 6.676 billion yuan in 2004 to 654.38+0.02 billion yuan, reflecting the increasing demand for raw materials and rising prices. Among them, the coal mining industry still ranks first in profit, with an annual output of 1 12 16000 tons, and the total profit soared from 4023 174200 yuan in 2004 to 5740092900 yuan. Oil (natural gas) and molybdenum ore followed closely, still ranking the top three in total profits.

Third, the land and resources market.

(A) land market construction

In 2005, our province strengthened the construction of land market, further expanded the scope of paid land use, and fully implemented the system of bidding, auction and hanging; And increased the potential of the stock of land, issued a special notice, requiring cities to revitalize more than 30% of the stock and inefficient use of land. Under the national macro-control, the land market has given full play to the basic role of the market in allocating resources.

1. Primary land market

Henan province strictly controls the supply of land to the sluice, and the total supply has decreased compared with 2004. Stock land is dominant, and the land use structure is more reasonable. In 2005, there were 4,448 cases of state-owned land supply in the province, covering an area of 6,784.79 hectares (including 2,436.40 hectares of new construction land, accounting for 35.91%; The stock of construction land is 4348.39 hectares, accounting for 64.09%), paid by the state-owned land supply conference 1.28476 1.75 yuan. The number and area of cases decreased by 65438 03.36% and 65438 09.77% respectively compared with 2004, and the transaction amount increased by 5.59% compared with 2004 (Figures 4 and 5).

In the supply of state-owned land, there are 27 1 1 cases, covering an area of 4,503.20 hectares (including 1697.57 hectares of new construction land, accounting for 37.70% of the total land sold); The transaction price of the land sold reached12811666600 yuan, and the net income was 84 1738800 yuan. The number and area of cases decreased by 265,438 0.40% and 27.34% respectively compared with 2004, and the price increased by 5.55% compared with the previous year (see Figure 6).

In the transfer of state-owned land, 2,497.94 hectares of land was transferred by agreement, and the transaction price was 417569.10.2 million yuan; 50.54 hectares of land was transferred by tender, and the transaction price was 59,353,438+0,000 yuan; The land sold by auction is 2,267,654.38+0 hectares, and the transaction price is 698,493,500 yuan; The listed land is 1 728.0 1 hectare, and the transaction price is 734,249,800 yuan. The number of transactions by agreement, bidding, auction and auction accounted for 45.37%, 2.95%, 9.92% and 4 1.76% of the total transactions, respectively (see Figure 7 for the transactions in cities under the jurisdiction of provinces, and Figure 8 for the proportion of transactions by bidding, auction and auction in the whole province), and the bidding, auction and auction system was fully implemented.

From the perspective of land transfer structure (Figure 9), industrial and mining storage land 1994.23 hectares, accounting for 44.28% of the total state-owned land transfer; 1 782.00 hectares of residential land, accounting for 39.57% of the total state-owned land transfer (including 83.92% of ordinary commercial housing transfer); The commercial service land is 526.43 hectares, accounting for 1 1.69% of the total state-owned land transfer, and the basic role of the market in allocating resources is gradually improved.

In a word, from the situation of state-owned land supply in 2005, it mainly shows the following characteristics: ① Land supply fully meets the needs of economic and social development, and the land use environment is relatively relaxed, which has become an important guarantee for rapid economic and social development; (two) the quality of land supply has been significantly improved, the land supply structure has been more reasonable, the priority of land for key projects has been guaranteed, and the quantity and proportion have been further improved; ③ The measures of saving and intensive land use have played an obvious role, and the utilization rate of existing land has been greatly improved.

2. Secondary land market

In 2005, the trading market of state-owned land use rights in the province was extremely active, with a substantial increase in trading volume, and the land market continued to improve. There were 9,227 transactions of state-owned land use rights, with an area of 8,439.63 hectares, the number of transactions decreased by 8.79% compared with 2004, and the transaction area increased by 3 1.48% compared with 2004 (Figure 10). Among them, there were 5,903 cases of land transfer, with a transfer area of 1056.64 hectares, accounting for 63.97% and12.52% of the number and area of state-owned land use rights transactions respectively; There are 4 15 cases of leased land, with a leased area of 136.26 hectares, accounting for 4.50% and1.61%of the number and area of state-owned land use rights transactions respectively; There were 2,909 cases of mortgaged land, with a mortgaged area of 7,246.73 hectares, accounting for 3 1.53% and 85.87% of the number and area of state-owned land use rights transactions respectively.

In 2004, the transaction amount of state-owned land use right was 2535 1046400 yuan, and the transaction income increased by 38.58% compared with 2004. Among them, transfer fees 1, 655,265,438+0, 540 yuan, accounting for 6.53% of the total transaction amount; The rent is 65,438+0,920,000 yuan, accounting for 0.065,438+0% of the total transaction amount; The mortgage price is 236,9391.65438+ten thousand yuan (loan amount is 1.5378 1.60400 yuan), accounting for 93.46% of the total transaction amount.

Judging from the trading situation of state-owned land use rights in provincial cities, the trading markets of state-owned land use rights in Zhengzhou, Luoyang and Xinxiang are extremely active, and the land area and price are among the highest in the province. The transaction area and price of state-owned land use rights in the three cities accounted for 56.27% of the transaction area in the whole province and 67.79% of the transaction amount (see figure 1 1 for the land transaction situation in the cities under provincial jurisdiction).

(B) exploration and mining rights market construction

In 2005, focusing on coal mines and bauxite mines, the province continued to carry out in-depth rectification of mineral resources development order and actively promoted the construction of mining rights market, which was the year with the greatest rectification efforts and the most remarkable results over the years.

1. Primary market of exploration and mining rights

In 2005, 750 exploration rights were sold in the whole province, with a selling price of162,574,600 yuan, of which 4 cases were listed, with a selling price of187,000 yuan, accounting for 0.53% and 1. 15% of the total selling amount in the whole province respectively. There are 2,048 cases of mining rights sold in the province, with a selling price of 3 1.8799 million yuan, of which 565 cases are listed, and the selling price is 66 1.380 yuan, accounting for 27.59% and 20.90% of the total selling amount in the province respectively.

In the transfer of mining rights, the provincial cities with more than 120 cases include Nanyang City, Luoyang City, Jiaozuo City and Zhumadian City, with a total of 643 cases, accounting for 31.40% of the total transfer of mining rights; The provincial cities with transfer prices exceeding 2 million yuan are Nanyang City, Xuchang City, Jiaozuo City, Xinxiang City, Sanmenxia City and Luoyang City, and the total transfer price is 64 12180,000 yuan, accounting for 20. 1 1% of the transfer contract price (see figure/kloc-0

Generally speaking, the transfer of exploration and mining rights is mainly based on application for examination and approval.

2. The secondary market of exploration and mining rights

In 2005, there were 150 cases of transferring mining rights in the whole province, with a transaction amount of 484,555,500 yuan. In which 9 1 exploration right is transferred, and the transaction amount is 30926 1.4 million yuan (see figure1.3); There were 59 transfers of mining rights, with the transaction amount of 17529.45438+00000 yuan (see figure 14).

Four, the investigation of illegal cases of land and resources

1. Investigation and handling of illegal land cases

In 2005, the land and resources management departments at all levels in the province found 587 cases of illegal land activities, involving 3 126.65 hectares of land (2,242.54 hectares of cultivated land), showing a downward trend compared with 2004. Among them, there are 656 hidden dangers leaking over the years, involving land area of 3 12.84 hectares (cultivated land of 20 1.06 hectares); There were 52 15 incidents this year, involving a land area of 28 13438+0 hectares (cultivated land of 2045438+0.47 hectares). Dynamic patrol found 4 188 cases of illegal land activities, with a patrol detection rate of 7 1.33%, involving a land area of 2 0 16.0 1 hectare (cultivated land 1 520.36 hectares); Dynamic inspection stopped illegal land activities 1, 163, with a stopping rate of 27.77%, involving 305.57 hectares of land (208.62 hectares of cultivated land) and recovering economic losses of 25.3804 million yuan.

In the whole year, 5 183 cases were put on file (involving 3007. 19 hectares of land and 2 167.59 hectares of cultivated land), and 5,354 cases were closed (including 427 cases not closed in the previous year) (see figure 15), with an annual closing rate of 95.06%. Among them, 4,549 cases were filed this year, involving a land area of 27 18.40 hectares (cultivated land 1.975.68 hectares); Over the years, a total of 656 cases of hidden leakage were investigated and dealt with, involving a land area of 3 12.84 hectares (20 1.06 hectares of cultivated land).

Through administrative punishment, 579,700 square meters of buildings were demolished, a decrease of 46.64% compared with 2004; 678,900 square meters of buildings were confiscated, a decrease of 45.29% compared with 2004; Land resumed 1 188.50 hectares, an increase of 355.14% over 2004; Fines10062500 yuan, down 12.05% from 2004. In the investigation and handling of land violation cases, 35 responsible persons were given administrative sanctions, an increase of 25% compared with 2004, and the number of administrative sanctions was 15, an increase of15.38% compared with 2004; Disciplinary actions were taken against 55 violators, an increase of 19.57% compared with 2004, and 32 people were punished, an increase of 0.03% compared with 2004; Transferred to judicial organs 149 people, an increase of 30.70% compared with 2004, and 36 people were given criminal punishment, an increase of 176.92% compared with 2004. It is not difficult to see from the above figures that in investigating and handling illegal cases, Henan Province has intensified its efforts to deal with those responsible for violations and adhered to the principle of "giving consideration to both people and things".

Characteristics of illegal land activities: the illegal subjects are mainly individuals, enterprises and institutions. The number of illegal cases of these two subjects is 4,899 (involving land area of 27 14.57 hectares and cultivated land area of 1963. 18 hectares), accounting for 94.52% of the total number of cases filed, slightly lower than 95.25% in 2004; Illegal occupation of land without approval is still the main form of land violation, and this year's cases accounted for 69.88% of the total number of cases filed this year.

2. Investigation of illegal cases of geology and mineral resources

In 2005, the land and resources departments at all levels in the province put on record and investigated 954 illegal mineral cases, and closed 954 cases (including 47 unsolved cases in the previous year), with an annual closing rate of 95.07% (see figure 16). Through the implementation of administrative punishment, the mining license 10 was revoked and a fine of 77 14500 yuan was collected. 12 people were transferred to judicial organs and 9 people were punished.

Characteristics of illegal cases of geology and mineral resources: the illegal subjects are mainly individuals, and the total number of illegal cases decreased slightly compared with 2004, accounting for 8 1.55% of the total number of cases filed. The illegal types are mainly individual unlicensed mining, collective and individual cross-border mining; Illegal minerals are relatively concentrated, mainly coal mines, bauxite mines, iron mines and sandstone mines.

In 2005, 100 applications for administrative reconsideration were filed. Among them, there were 92 administrative punishments, accounting for 92%; 3. Six, land and resources management institutions and personnel training

In 2005, there were 49,073 people working in the land and resources system of the province, including 903 people directly under the management departments at all levels and 20 10 people in the township land institute. Among the employees in the land and resources system of the whole province, there are 17229 employees at the provincial, municipal and county levels (including 3540 administrative personnel). Among them, there are 93 graduate students, 9094 undergraduate and junior college students, 728 high school and technical secondary school students1person, and 76 junior high school and below students1person. The proportion of undergraduate and junior college students has increased, and the proportion structure has been further improved (see figure 17). In 2005, the fund income of land and resources system in the province was 803.753 million yuan, and the capital construction investment was 99.96 million yuan.

In 2005, a total of 597 people in the province participated in cadre training, 73 fewer than in 2004. Among them, 283 people were trained by the Party School, 36 by the School of Administration and 278 by others. There are 395 people with academic qualifications, including 3 doctoral students, 9 master students 19 undergraduate students 170 and 203 junior college students, all of which are reduced to some extent compared with 2004. In the future, in order to meet the needs of land and resources management under the new situation, it is very important to further strengthen the training of cadres.

Seven. Problems and suggestions

(1)2006 is the first year of implementing the 11th Five-Year Plan. A number of major projects such as the South-to-North Water Transfer Project and the Railway Passenger Dedicated Line will be started in an all-round way. The expressway under construction in Henan province has a mileage of more than 2,200 kilometers, ranking first in the country. The construction of energy base and water conservancy infrastructure will be further increased, which will certainly occupy a lot of cultivated land (basic farmland) and increase the pressure to protect cultivated land, especially basic farmland.

(2) In some places, the consciousness of saving intensive land is not strong, the enthusiasm and initiative of saving intensive land are not enough, and there are not many ways and means. Many idle and wasted lands have not been well utilized. In view of this situation, it is necessary to gradually establish an annual assessment system for intensive use of construction land, fundamentally change the phenomenon of one batch for one supply, and implement supervision over the whole process of batch, supply and use.

(3) Continue to comprehensively rectify and standardize the order of mineral resources development, intensify geological exploration and severely crack down on illegal mineral activities.

(4) Planning revision, basic farmland improvement, urban cadastral renewal survey and land and resources informatization construction should be considered and promoted in a coordinated manner. The "Golden Land Project" in Henan Province will be launched in an all-round way, and the construction of the basic database and application system of land and resources in the province will be promoted to provide technical support for efficient and standardized management of land and resources.

(5) To speed up the construction of e-government, promote the linkage between online government affairs openness and provincial and municipal administrative examination and approval, and promote scientific management and socialized service through management informationization.
