Article 15 Basic medical and health services refer to services such as disease prevention, diagnosis, treatment, nursing and rehabilitation that are necessary for maintaining human health, are compatible with the level of economic and social development, are accessible to citizens, and are provided through appropriate drugs, technologies and equipment.
Basic medical and health services include basic public health services and basic medical services. The state provides basic public health services free of charge. Article 27 The State shall establish and improve the pre-hospital first aid system to provide timely, standardized and effective first aid services for critically ill patients.
Health authorities, the Red Cross and other relevant departments and organizations should actively carry out first aid training, popularize first aid knowledge, and encourage medical and health personnel and those who have received first aid training to actively participate in first aid services in public places. Public places should be equipped with necessary first-aid equipment and facilities in accordance with regulations.
The emergency center (station) shall not refuse or delay to provide emergency services for critically ill patients on the grounds of unpaid fees.
