(four) the decision to deal with the misconduct of teachers' morality is not in place, and the rectification of the misconduct of teachers' morality is not thorough;
(five) the problem of teachers' moral anomie has appeared many times or the bad social impact has been caused by teachers' moral anomie;
(six) other cases of dereliction of duty that should be investigated for responsibility.
Thirteenth provincial education administrative departments shall formulate detailed rules for implementation in light of local conditions, and report to the education administrative department of the State Council for the record.
