The establishment of off-site campuses (sub-campuses) with complete talent training functions across cities and States in colleges and universities belongs to off-site education. In recent years, there have been some problems in running schools in some colleges and universities:

First, some colleges and universities do not have enough overall positioning for different campuses, and fail to combine the local economic and social development needs and the overall development plan of the school for discipline positioning and construction;

Second, the high cost of running schools in different places and the lack of stable and sufficient sources of funds for running schools affect its sustained and healthy development;

Third, there is a general lack of high-level and stable teachers running schools in different places, and the quality and level of running schools are difficult to guarantee.

Therefore, we are cautious about the establishment of off-site campuses in colleges and universities and do not support them in principle. For the establishment of R&D center, it is suggested to actively connect with universities such as Tsinghua University and Peking University to communicate and negotiate related cooperation matters.

On the establishment of branch schools in different places. Judging from the situation of running schools in many branches or campuses in different places in China since the 1980s, most branches or campuses in different places have stopped running schools due to many problems, such as the orientation of running schools, the construction of high-level teachers, the guarantee of running funds, the quality and level of running schools, the management of running schools in different places, the inheritance of campus culture, and the educational atmosphere.
