According to the circular, in accordance with the spirit of the Sixth Plenary Session of the 15th CPC Central Committee and the deployment requirements of the Central Military Commission and the General Political Department, the whole army and the Armed Police Force have extensively carried out the education of respecting cadres and loving soldiers, which has effectively promoted grassroots construction. Continuing to do a good job in this education is of great significance for consolidating the ideological and political foundation of the army, maintaining a high degree of stability, centralization and unity of the army, constantly enhancing cohesion and combat effectiveness, and creating a good environment for the victory of the 16th National Congress of the Communist Party of China. With a high sense of political responsibility, all levels should carefully organize and strengthen guidance in order to achieve remarkable results.

The circular stressed that carrying forward the fine tradition of unity between officers and men and constantly strengthening the relationship between officers and men under the new situation is a concrete manifestation of the army's implementation of Theory of Three Represents Theory. All levels should adhere to the "Theory of Three Represents" theory to guide the education of loving the army, study and practice the "Theory of Three Represents" throughout the education, and consciously handle the relationship between officers and men from the height of maintaining the nature, true colors and style of the people's army. According to the requirements of "Theory of Three Represents", we should sort out the educational ideas and measure the educational effect.
