In recent years, some competitions in the field of basic education have been named and commended, which has increased the burden on students, families and schools and affected the normal education and teaching order. To this end, the Ministry of Education issued an announcement, clearly emphasizing six specific measures.
The first is to improve management authority. The Ministry of Education is responsible for the macro-management of listing, naming and commendation of all kinds of competitions in the field of basic education in China, and the provincial education administrative department is responsible for the relevant work within the province. The examination and approval of such activities must be based on laws and regulations or documents at or above the provincial level, and strictly controlled and approved.
The second is to re-register for approval. The existing competition, listing, naming, commendation and other activities in the field of basic education should be re-approved according to the management authority. Without re-approval, activities may not be organized again.
Third, strict organization and implementation. The organization and implementation of activities must implement the party's educational policy and follow the educational laws, which is conducive to carrying out quality education and promoting students' physical and mental health and all-round development. We must adhere to the principles of public welfare and voluntariness and shall not charge any fees. No training shall be organized, no related materials, books or commodities shall be promoted or disguised, and the tendency of seeking profits shall be resolutely overcome.
The fourth is to strengthen daily supervision. Such unauthorized violations will be found and investigated together, and so-called "international", "global" and "Greater China" competitions organized by some profit-making "cottage associations" and "offshore associations" will be resolutely investigated and dealt with. Those who take the opportunity to collect money and are suspected of violating the law and committing crimes should be promptly transferred to judicial organs.
The fifth is to restrict the use of results. The results of basic education competitions, listing, naming, commendation and other activities can only be regarded as honors, not as the basis for enrollment in primary and secondary schools. Education administrative departments and schools at all levels shall not admit the results or results of such activities carried out in violation of regulations. Education administrative departments at all levels should strengthen the management and guidance of primary and secondary schools, and the majority of primary and secondary schools shall not organize primary and secondary school students to participate in various illegal activities. It is strictly forbidden to organize the "Olympic Mathematics" rating, selective examinations and subject competitions linked to compulsory education enrollment.
The sixth is to promote social co-governance. Educational supervision departments at all levels will regard standardizing such activities as a "one-vote veto" issue recognized by counties (cities, districts) with basically balanced development of compulsory education and high-quality balanced counties (cities, districts). Broadly unite social forces, jointly safeguard a good educational order, and purify a good educational environment for primary and secondary school students.
