Recently, the General Office of the State Council issued the Notice on Further Strengthening the Work of Dropout Control and Improving the Consolidation Level of Compulsory Education, proposing that the work of dropping out of compulsory education should be included in the assessment system of local governments at all levels as an important indicator for assessing local governments and their main leaders. Counties (cities, districts) with high dropout rate of compulsory education and annual dropout rate exceeding the control line shall not be assessed as counties with basically balanced development of compulsory education within the county.

At the press conference held on September 5th, Lv Yugang, director of the Department of Basic Education of the Ministry of Education, said that the notice put forward the working measures of "three avoidances and one implementation" in view of the main reasons for students dropping out of school.

When explaining the "Three Avoidances", Lv Yugang said: First, improve the quality, control the dropout, and avoid dropping out of school because of learning difficulties or weariness. Improve the conditions for running schools in rural areas, improve the quality of rural education, increase assistance to students with learning difficulties, promote the integration of general vocational education in rural junior high schools according to local conditions, and make schools more attractive to students. The second is to implement poverty alleviation and control dropout to avoid dropping out of school because of poverty. Accurately identify the target of education for poverty alleviation, fully implement the policy of education for poverty alleviation and funding, give priority to helping students with financial difficulties such as filing cards, give priority to funding disabled students and disabled children, smooth the green channel for further education, and improve the confidence of compulsory education students in poverty-stricken areas in further education. The third is to strengthen the protection and control of dropouts, so as to avoid dropping out of school because it is far from easy to go to school. Adjust and optimize the structure of education expenditure, focusing on ensuring compulsory education. Optimize school layout planning, standardize school merger procedures, strengthen the construction of boarding schools, appropriately reserve or set up teaching points in places with few people and long roads and inconvenient transportation, and properly solve the traffic problems between rural students and boarding students' homes and schools. Do a good job in compulsory education for children who move with them. Using information technology to make rural schools get more high-quality educational resources.
