Therefore, in order to ensure that the Party is always in the forefront of the times under the long-term ruling conditions and maintain the Party's advanced nature and purity, we must ensure that the vast number of party member earnestly fulfill their obligations, ensure that party member's rights are not infringed, and enable the vast number of party member to consciously establish their own ideas and control their words and deeds according to the requirements of the Party.

Grass-roots organizations of the Party undertake the functions of direct education, management, supervision and service to party member, and play an irreplaceable and important role in supervising party member to fulfill its obligations and safeguarding party member's rights from infringement.

Grass-roots party organizations should strengthen the supervision of the party's leading cadres to observe discipline from the following aspects:
