First, it is not allowed to collect tuition fees in advance across academic years or semesters.
All localities should resume classes in accordance with the unified arrangements of the local people's government on epidemic prevention and control work, and tuition fees shall not be charged for those who have not started classes or classes.
Two, accommodation fees shall not be received in advance across academic years or semesters.
Accommodation fees charged by academic year or semester shall be reasonably reduced or exempted by the school before the end of this semester according to the actual situation of the spring semester in 2020.
The specific refund method is: the accommodation fee is calculated according to 10 month and 300 days per academic year.
According to the unified arrangement of students in the spring semester of 2020, the school will charge accommodation fees from the date of returning to school to a natural day at the end of this semester, and the overcharged part will be retired.
Schools that do not charge students accommodation fees in the spring semester of 2020 will be charged according to natural days from the date of returning to school to the end of this semester.
Three, all localities and schools should fully implement the student financial aid policy, increase funding for students with financial difficulties who are sick and affected by the epidemic, and can give tuition and accommodation fee relief or temporary living allowance.
Four, schools should conscientiously implement the national and provincial education fees policy, take the initiative to do a good job in publicity and doubts related work, accept the supervision of students, parents and relevant departments. Schools are not allowed to add charging items, expand the charging scope and raise the charging standards without authorization in the name of epidemic prevention and control, and are not allowed to charge illegally. Collection and service fees shall be settled according to regulations and published regularly. All localities should publish telephone numbers and intensify investigation and punishment. For illegal acts of arbitrary charges, relevant responsibilities should be investigated according to law.
