In view of the problems existing in grass-roots party branches, it is necessary to implement the guidance of special personnel, strengthen the study and implementation of branches and party member, actively mobilize the enthusiasm of the "top leaders" of grass-roots party organizations, earnestly fulfill the main leadership responsibilities of grass-roots party organizations, do a good job in party building, effectively enhance the cohesion and combat effectiveness of grass-roots party organizations, and constantly improve the level of party building work in rural areas under the new situation. Incorporate the party building objectives into the comprehensive assessment system, and take the assessment results as the main basis for comprehensively evaluating the work performance of leading bodies and their responsible persons to ensure the implementation of responsibilities.
