In order to further standardize the school enrollment in the compulsory education stage in Jing 'an District, according to the relevant spirit of the Implementation Opinions of Shanghai Education Commission on School Enrollment in the Compulsory Education Stage in this Municipality (Shanghai Education Commission [2065438+06] No.5), combined with the regional reality, the Implementation Opinions on School Enrollment in the Compulsory Education Stage in Jing 'an District is formulated.
I. Guiding ideology and principles
1. Adhere to the relevant laws and regulations of the state and Shanghai, with the goal of promoting the high-quality and balanced development of compulsory education and running every school well, with the principle of building an education service system for every school-age child, earnestly safeguarding the legitimate rights and interests of primary and secondary school students, and standardizing school-running behavior, and carry out school enrollment in compulsory education according to law.
2. According to the educational development plan and the changes of the resident population in this area during the 13th Five-Year Plan period, further strengthen the government's responsibility for compulsory education, make full use of the data of the actual population information management system in this city to do a good job in finding students within the jurisdiction, make overall plans for educational development, optimize the allocation of educational resources, and make a reasonable layout, and ensure that eligible school-age children in this area receive compulsory education in accordance with the principle of admission to the nearest school without examination.
3. Further standardize the enrollment management of compulsory education, reform enrollment methods, and strengthen service awareness. 4. School-age children with collective household registration in this district (community Gong Hu) are enrolled in the school according to the method of residence registration. School-age children living in low-rent housing with household registration in this district can register and verify the location of low-rent housing with household registration book and relevant residence certificate, and the district education bureau will co-ordinate arrangements for admission to the nearest school.
(5) School-age hearing-impaired children, accompanied by their parents, register and verify with the local household registration book, enrollment information registration form, hearing test certificate, vaccination certificate and related hearing aid fitting form at Shanghai No.1 School for the Deaf (No.300 Jingfeng Road). Accompanied by their parents, school-age mentally retarded children go to Qi Hui School (Lane Baode Road 13 16) and Nanyang School (Lane 34, No.672 Changle Road) for registration and verification. Public primary schools shall not refuse disabled school-age children who have the ability to receive general education to study in regular classes.
(six) school-age children of migrant workers to "legally stable employment, legally stable residence" as the basic condition, the implementation of "centralized registration, relatively nearby, overall arrangement" approach to admission. Jing 'an District will publicize the enrollment plans of traditional sports schools and art education schools through the "Shanghai Compulsory Education Enrollment System". (4) The accompanying children enter school. Primary school graduates of migrant children of migrant workers make overall arrangements to attend public junior high schools. Junior high schools should inform students and parents of the relevant regulations and policies for entering senior high schools after completing compulsory education.
(5) Come to Shanghai to study in the sixth grade. The publicity content of the private school enrollment brochure should include the school running situation, enrollment plan, enrollment procedures, interview scope, charging standards, and "three commitments" (not registering for interviews in advance, not issuing resumes and various award-winning certificates for special enrollment students, and not linking enrollment with any social education and training institutions).
(2) Private schools implement online registration and enrollment. From April 24 to 27, students studying in private primary schools must fill in their volunteers in the "Shanghai Compulsory Education Admission Registration System", and each school-age child is limited to two private primary schools.
