Therefore, the elites decided to imitate the western autocratic state model, trying to establish an Ottoman nation by absorbing and unifying all the nationalities belonging to the Ottomans and integrating various forces within the empire. The concrete way of integration is to strengthen centralization, concentrate power in Sudan's hands, and then Sudan will lead the reform from top to bottom.
