This reform can be roughly divided into three stages. The first stage began when Sultan Selim III came to power in 1789, but its climax was the imperial edict of the greenhouse issued by Prince Abdul Kevin Makd in 1839, which marked the official beginning of the era of "Tanzimat" (Turkish meaning "reform").

The main purpose of Huajian imperial edict is to learn from the west and imitate the political and economic models of western European countries. However, the biggest difference between this imperial edict and the past is that it puts forward the concept of equality for all, which is equivalent to announcing that the Ottoman Empire will completely break away from the traditional Islam, and Ottomanism will replace Islamic teachings and become the new national policy of the empire.

The promulgation of "Imperial Decree of the Flower Hall" indicates that the elites of the Ottoman Empire have finally realized that the strength of the West, on the surface, stems from its advanced science and technology, but in essence, the driving force behind this progress comes from the political organization of its nation-state. In order to fight against the west, we must reform the empire in the form of political organization at the same time. Therefore, the elites decided to imitate the western autocratic state model, trying to establish an Ottoman nation by absorbing and unifying all the nationalities belonging to the Ottomans and integrating various forces within the empire. The concrete way of integration is to strengthen centralization, concentrate power in Sudan's hands, and then Sudan will lead the reform from top to bottom.
