In order to further optimize the city's cadre structure, enrich the working strength of government agencies and units, and promote the multi-post experience and all-round development of young cadres, according to the Implementation Measures for the Mobilization of Cadres in Government Agencies and Institutions in Yumen City, the relevant matters concerning the public transfer of staff in government agencies and institutions in Yumen City in the second half of 2022 are announced as follows.
First, transfer location and quantity.
A total of 16 posts and 26 staff members were publicly selected, including 15 civil servants, 6 staff members of public institutions and 5 civil servants (see annex 1 for specific posts).
Second, the transfer object and qualification conditions
(a) transferring objects

(b) Selection conditions
1, good political quality, strong professionalism, good conduct, outstanding performance and recognized by the masses;
2. Have more than 2 years of working experience as a civil servant, staff of administrative units and institutions referring to the Civil Service Law (as of June 30, 2022165438+); Civil servants in township organs must work for 5 years, and cadres in township institutions must work for more than 3 years (including probation period);
3.35 years old (1986165438+1born after October 30th);
4, nearly three years of annual assessment are competent (qualified) and above;
5. Have the academic level required for transfer;
6. Have the professional knowledge, work ability and work experience required for publicly transferring positions;
7. Have the physical conditions and psychological quality to perform their duties normally;
8. Other qualifications that meet the requirements of public transfer positions;
9. Other conditions stipulated by laws and regulations.
(3) Persons under any of the following circumstances shall not participate in the open selection.

2. It is listed as the object of joint punishment for dishonesty according to law;
3. Suspected of violating the law and discipline is being examined and investigated by the relevant authorities, and no conclusion has been reached;

Third, select the program.
This public selection and transfer work is carried out in accordance with the steps of registration, qualification examination, written examination, interview, organization inspection, research decision, publicity and transfer procedures.
(1) Organization registration
1. Registration method. The public selection and transfer shall be conducted by individual voluntary application for on-site public registration (qualified personnel in other counties (cities, districts) of Jiuquan City can apply for the exam with the consent of the local human resources department), and each candidate can apply for 3 positions, and indicate whether or not to agree to the transfer in the registration form. Cadres with the status of civil servants can apply for civil servants, public servants and public institutions; Cadres with the status of participating in public service can apply for positions in participating in public service; Career identity cadres can only apply for career positions.
2. Registration time: 20221October 8,15, 08: 30 am to 12: 00 pm, 14: 30 pm to 18: 00 pm.
3. Registration place: I register on the spot with relevant materials, apply for civil service positions (attending official duties) to Room 5 1 1 of the Organization Department, and apply for business positions to Room 1807 of the Municipal People's Social Security Bureau.
4. Materials required for registration:

(2) Qualification examination
1. According to the qualification conditions of open selection, the organization department of the Municipal Party Committee, the editorial office of the Municipal Party Committee and the Municipal People's Social Security Bureau will jointly examine the qualifications of the applicants, and those who pass the qualification examination are allowed to take the written test. Those who fail the qualification examination will be disqualified. The applicant shall be responsible for the authenticity and accuracy of the materials provided. Anyone who practices fraud, once verified, immediately cancels the qualification of adjustment, and informs the unit to which he belongs, and makes corresponding treatment according to relevant regulations.
2. The ratio between the number of qualified people in qualification examination and the number of people to be publicly transferred shall not be less than 3: 1. According to the registration situation, positions that have not reached the proportion of opening exams will be adjusted according to the second and third categories of positions on the basis of soliciting candidates' wishes to reach the proportion of opening exams. (3) written examination
1. The written test is organized and implemented by the Organization Department of the Municipal Party Committee. The specific time and place will be announced separately. The total score of the written test paper is 100, and the written test score accounts for 40% of the total score.
2. The written test mainly tests the comprehensive quality of the applicant in terms of policy theory level, ability to analyze and solve problems, and writing of written materials.
(4) Interview
1. According to the number of applicants and written test scores, the interviewer is determined according to the ratio of 1:3 from high score to low score, and the number of interviewees can be reduced to 1:2 if the number is small.
2. The interview is organized and implemented by the Organization Department of the Municipal Party Committee, which mainly tests the applicant's strain analysis, logical thinking, language expression and job adaptability.
3. Score the interview site, and the results will be announced on the spot. The interview score accounts for 30% of the total score.
(5) Organizing inspection.
Candidates who enter the interview session are organized by the organization department. Through democratic evaluation, individual interviews, unit evaluation, etc., the candidates' morality, ability, diligence, achievements and honesty, as well as the matching degree between their political and professional qualities and the selected positions were comprehensively investigated. The evaluation score accounts for 30% of the total score.
(vi) Research decisions
According to the comprehensive score of the selected personnel (comprehensive score = written test score ×40%+ interview score ×30%+ inspection score ×30%), each transferring unit puts forward the object to be transferred, reports it to the Organization Department of the Municipal Party Committee within the specified time limit, and determines the object to be transferred after research at the ministerial meeting of the Organization Department of the Municipal Party Committee.
(seven) publicity and procedures
To study and determine the proposed transfer object publicity for 5 working days, without objection, submitted to the editorial board of the Municipal Party Committee for research and consent, and go through the transfer procedures in accordance with the relevant provisions. If the problem is serious and no evidence can be found, the qualification for transfer will be cancelled.
Four. Related requirements
1. Those who participate in the public transfer shall not apply for positions with husband-and-wife relationship, lineal blood relationship and close in-laws relationship with the leading cadres of the transferred units.
2. Cadres who have passed the qualification examination must take the written examination, and it is strictly forbidden to accompany the examination. The Organization Department of the Municipal Party Committee will inform candidates who hand in blank papers or give up exams within a certain range.
3, open selection adhere to the principles of openness, fairness and justice, are not allowed to lower the standard, relax the conditions and determine the candidates in advance. Strictly abide by the cadre and personnel work discipline and confidentiality rules and regulations. The relevant units and individuals shall objectively and comprehensively reflect and provide the real situation of the object of investigation, and shall not exaggerate, conceal or distort the facts.
