Article 2 The term "children of soldiers" as mentioned in these Measures includes children of soldiers, children of martyrs, children of soldiers who died in the line of duty or died.

Sixth children of military personnel entering public kindergartens, primary and secondary schools are exempt from any fees other than those stipulated by the state and local governments.

Article 7. Children of military personnel should receive pre-school education combining military kindergartens with local kindergartens, and be given preferential treatment in accordance with the following provisions: (1) Children of military personnel should be enrolled in military kindergartens nearby free of charge according to the principle of regional security; Children of soldiers who are not affiliated with the army can enter kindergartens run by other troops nearby and enjoy the treatment of children of soldiers who run kindergartens; Children of military personnel who are not eligible to enter military kindergartens can enter the school nearby. (2) Children of soldiers stationed in hard and remote areas determined by the state, Xizang Autonomous Region and islands designated by the PLA headquarters, children of soldiers working in high-risk and high-risk positions such as flying, submarine, aerospace and nuclear-related, children of soldiers who have won second-class merit in peacetime or third-class merit in wartime, children of martyrs, children of soldiers who have sacrificed their lives in the line of duty, and children of disabled soldiers from Grade 1 to Grade 4 have priority to attend local public kindergartens registered by their parents or other legal guardians. Give appropriate financial subsidies to the children of soldiers or local public kindergartens that do not meet the requirements for enlistment. Specific standards and measures shall be formulated separately by the relevant headquarters of the army.
