The difference between educational regulations and educational regulations
Educational laws and regulations refer to the general name of educational laws (basic laws and regulations), decrees, regulations, rules, systems and other normative documents formulated and issued by state power organs and state administrative organs to adjust the relationship between education and economy, society and politics, and to adjust the relationship between various links within education. Educational laws and regulations are normative documents formulated and issued by state administrative organs for the implementation of educational laws and administrative regulations.

Legal basis:

People's Republic of China (PRC) Legislative Law Article 65 the State Council formulates administrative regulations in accordance with the Constitution and laws. An administrative regulation may stipulate the following matters:

(1) Matters requiring the formulation of administrative regulations in order to implement legal provisions;

(two) the administrative functions and powers of the State Council as stipulated in Article 89 of the Constitution.

Matters that should be formulated by the National People's Congress and its Standing Committee, and administrative regulations formulated by the State Council in advance under the authorization of the National People's Congress and its Standing Committee;

After practice, when the conditions for enacting laws are ripe, the State Council shall promptly submit them to the National People's Congress and its Standing Committee for enacting laws.
