"Primary school filing card" refers to students from poor families who have filing cards. The establishment of poverty alleviation and development objects is the basis and premise of implementing precise poverty alleviation. Filing is to establish electronic information files of poor households, poor villages, poor counties and contiguous poor areas, and building cards is to issue poverty alleviation manuals to poor households.

The first-year filing card refers to the poor households in the first year. On the basis of existing work, all provinces (autonomous regions and municipalities directly under the Central Government) adhere to the effective connection between poverty alleviation and development and the rural minimum living security system, and build a national poverty alleviation information network system for every poor household in accordance with the principles of county as a unit, scale control, graded responsibility, accurate identification and dynamic management.

It is understood that in addition to college students being identified as first-class poor students, primary and secondary school students also have financial assistance.

1. Pre-school education is free of tuition.

2. Compulsory education is exempt from miscellaneous fees, textbooks and exercise books, and enjoys boarding subsidies. 500 yuan for primary school students, 625 yuan for junior high school students, and enjoy the nutrition improvement plan, 4 yuan/student/day.

3. Senior high school education: Students who receive state grants and set up their cards can get a subsidy of 1 1,000 yuan per year. It can be said that the children of poor households who set up files in rural areas can get a lot of subsidies, whether they are attending primary and secondary schools or colleges and universities. The card of a poor household with a standing card has the following five functions.

2. Reflect the responsible person's implementation of the assistance work, and facilitate the responsibility management.

There is brief information on the file card that reflects the person responsible for helping. Poor households can directly contact the person responsible to reflect the situation and help solve it when they encounter difficulties. Every time the person responsible for helping has a brief record, it needs to be satisfactorily recognized by poor households, so that the responsibility for helping can be put in place. Therefore, the file card is also the basis for the management of helping responsibility.

3, reflect the implementation of assistance measures, easy to check whether the policy is in place.

4, reflect the income of poor households over the years, easy to grasp the family economic income indicators.

5. It reflects the consolidation and promotion of poverty-stricken households after poverty alleviation, which is convenient for supervising poverty-stricken households to get rid of poverty.

This part focuses on whether the income of poor households is stable and whether they can continue to increase their income after poverty alleviation. If the effect of increasing income after poverty alleviation is not obvious, we should continue to arrange assistance measures. Otherwise, there is a false risk of poverty alleviation. Therefore, if the poverty alleviation of poor households is not stable enough, it is very important to consolidate and upgrade measures. So it will be recorded on the file card as a policy basis.
