Chapter I General Provisions Article 1 These Interim Provisions are formulated for the purpose of strengthening the management of institutions of higher learning, maintaining normal teaching and living order, ensuring the personal and property safety of students and promoting the healthy development of body and mind. Article 2 The main tasks of students' safety education and management in colleges and universities are to publicize and implement the national guidelines, policies, laws and regulations on safety management, carry out safety education and management for students, properly handle all kinds of safety accidents, and guide students to grow up healthily. Article 3 The safety education and management of college students should focus on prevention, and do a good job in education, management and handling according to the principles of protecting students, giving priority to education, clarifying responsibilities, combining teaching with management, seeking truth from facts and properly handling. Article 4 The term "students" as mentioned in these Interim Provisions refers to full-time students who have obtained their school status in ordinary institutions of higher learning, that is, students admitted in three forms: national tasks, training entrusted by employers and self-financing. Chapter II Safety Education Article 5 Institutions of higher learning should take safety education for students as a regular work, put it on the important agenda of school work, and strengthen leadership. School departments and relevant mass organizations or organizations should cooperate with each other, actively carry out safety education, popularize safety knowledge, enhance students' safety awareness and legal concept, and improve their preventive ability. Sixth students' safety education should be based on the characteristics of different majors and young students, from enrollment to graduation, in various teaching activities and daily life, especially before holidays. Students should be good at using safety accidents to educate students before they happen.

Schools should carry out anti-theft, fire prevention, special prevention, disease prevention and accident prevention education according to the environment, season and relevant laws, and make it regular and institutionalized. Chapter III Safety Management Article 8 Institutions of higher learning should do a good job in the daily safety management of students, strengthen safety precautions, establish and improve rules and regulations and strictly manage them. Schools should incorporate safety education and management into the responsibility goal of leadership term and implement it to grades and class teachers. The principal person in charge of the school should be the leader of a famous school. Article 9 Institutions of higher learning shall determine the departments responsible for students' safety education and management, clarify their responsibilities, and specifically organize and implement safety education and management. All relevant departments should cooperate with each other and actively cooperate. Article 10 All teaching and administrative staff should start from caring for and caring for students, establish a safety concept, strive to do their jobs well, improve the environment and conditions, and protect the personal and property safety of students. Article 11 When a student has an accident and asks for protection of personal or property safety, the school shall take effective measures quickly. Twelfth students must strictly abide by the laws and regulations of the state and the rules and regulations of the school, pay attention to their personal and property safety, and prevent all kinds of accidents. Thirteenth students in daily teaching and activities, should abide by discipline and relevant regulations, listen to guidance, obey management; Abide by social ethics in public places, enhance safety awareness and improve self-protection ability. Fourteenth students to organize collective extracurricular activities, must be approved by the school, according to the provisions of the school. Schools must carefully conduct safety review, and those that do not meet the conditions shall not be approved. Fifteenth students should strictly abide by the dormitory management regulations, consciously safeguard the safety and hygiene of the dormitory, and improve their self-management ability. In the campus, after students died abnormally, were seriously injured, or were stolen or caught fire, which caused heavy property losses, the school should take prompt measures to rescue and protect the scene, and at the same time strengthen ideological and political work, stabilize emotions, restore order, and cooperate with relevant local departments to properly handle it. Eighteenth schools believe that criminal responsibility is involved after the accident investigation, it is necessary to contact the public security department in time to assist in the investigation and handling.

Major accident school leaders should personally participate in the investigation, and carefully study the investigation report and deal with it in time. Nineteenth in the process of safety management or accident handling, if the school thinks it necessary to search the students' residences, it must report to the public security department for implementation according to law. The investigation and handling of cases should be based on facts, and confessions may not be extorted by torture. Twentieth after a major accident, the school should report to the relevant competent departments of provinces (autonomous regions and municipalities directly under the central government) within one day, and promptly notify the parents of students. Report in writing to the relevant competent department within one week after the accident is handled. Twenty-first students in teaching, practice and daily life, due to the responsibility of the school or the relevant units caused by death, serious injury or disability, by the school or the relevant units to bear the responsibility, do a good job in handling and aftermath.

In the process of teaching, practice and daily life, the school will not be responsible for accidents caused by students' failure to observe discipline or activities as required.
