This year's college graduates are students recruited by the state in domestic ordinary colleges and universities or scientific research institutions that undertake the task of postgraduate education. Their personal files and organizational relationships are kept in colleges (or scientific research institutions) during their studies, and they graduate that year.

Ordinary college graduates who have not worked in the job-hunting period stipulated by the state refer to ordinary college graduates who have not worked in the job-hunting period (two years) stipulated by the state during the period of 20 18 and 20 19, and their files are still kept in the original graduate school, or in graduate employment departments at all levels (graduate employment guidance service centers), talent exchange service institutions at all levels and public employment service institutions at all levels.

College graduates who have not implemented their work units during the job-hunting period stipulated by the state, as well as college graduates who have studied in teaching and research institutions outside the country and graduated from domestic universities (including those who have not implemented their work units during the two-year job-hunting period), can apply for recruitment positions for fresh graduates. Yantai students who have no work experience before serving the grassroots projects such as the "Three Supports and One Support" plan and the college student volunteer service plan recruited by Yantai City, and have not implemented their work units within 2 years after their service expires and they have passed the examination, can apply for the recruitment positions of fresh graduates.

Candidates are not allowed to apply for positions that should be avoided in the Regulations on the Avoidance of Personnel Management in Institutions (Ministry of Human Resources and Social Security [2065 438+09] 1No.). Students studying in full-time colleges and universities (except fresh graduates) cannot apply for jobs on the basis of their academic qualifications.

(2) Specific requirements

3. On-site payment: Those who pass the online preliminary examination need to pay on-site and receive the written test admission ticket. After the on-site payment, the final number of applicants will not reach the recruitment position of 3 times the planned number. Plan to recruit L people, cancel the recruitment plan; If two or more people are planned to be recruited, the recruitment plan shall be correspondingly reduced according to the ratio of 1:3. Cancel and reduce the plan of targeted recruitment of "service-oriented grassroots project personnel" and adjust it to other recruitment positions of this recruitment unit. For the positions cancelled in the recruitment plan, the original applicants can report to Annex 1 other qualified positions or go through the formalities of refund within the specified time, and they can only report again. Individuals are in urgent need of majors (or positions), and the proportion of applicants can be appropriately relaxed.

Three. qualification test

Candidates' qualification examination runs through the whole recruitment process, and the results of online preliminary examination are not the final basis for determining employment qualifications. Where in the follow-up work, it is found that those who have passed the preliminary examination do not meet the qualification for entering the examination or resort to deceit, once verified, their examination and employment qualifications will be cancelled immediately.

After the written test, those who enter the on-site qualification examination before the interview must participate in the on-site qualification examination before the interview. Specific requirements such as written test results, list of on-site qualification examiners before entering the interview, time and place of qualification examination will be announced on the portal website of Fushan District Government after the written test results are announced. If the materials submitted for on-site qualification examination before the interview are incomplete, they must be submitted before 17:00 the day after the on-site qualification examination before the interview. The confirmation letter that the unit agrees to apply for the exam shall be provided according to Annex 3. Fourth, the exam.

2. Determination of the interviewer

After the written test, the qualified line of written test results will be determined according to the written test results, and the written test results will be inquired on the portal website of Fushan District Government. Those who enjoy the written examination fee reduction and exemption may be exempted from the interview examination fee upon their own application and handling.

(2) Interview

The interview mainly examines the applicant's professional ethics, professional knowledge and business ability. According to the post characteristics and professional requirements, the interview is conducted by means of trial lecture. The interview results will be announced after the interview. In order to ensure the quality of personnel, the qualified line of interview results is 60 points, and those below 60 points will not be hired. Other details of the interview will be notified separately (please pay attention to the website of Fushan District Government).

After the interview, the total test scores will be combined according to the ratio of written test scores to interview scores of 5: 5. According to the total score of the examination, the list of people entering the investigation scope is determined according to the ratio of 1: 1.5 from high score to low score. If the total scores of candidates in the same position of the recruiting unit are the same and affect the employment, the written test scores will be sorted. If the written test scores are still the same, experts will be organized to re-submit and interview the people with the same total scores, and the people who enter the investigation scope will be determined by the total scores after the re-examination. After the personnel entering the scope of investigation are determined, the number of recruits according to the plan will be investigated in equal quantities from high score to low score.

The inspection work is organized by the competent department of the recruiting unit. The competent department of the recruitment unit shall set up an investigation team, each group consisting of more than 2 staff members, responsible for the investigation. According to the standards of having both ability and political integrity and the requirements of the recruitment position, the investigation comprehensively understands the political thought, moral quality, ability and quality, study and work performance, law-abiding, honesty and self-discipline, and whether it is necessary to avoid, and re-examines the qualifications of the investigation object. The performance of the interviewer during the application period will be one of the important contents of the investigation. Those who fail to pass the inspection or find fraud and other acts in violation of the relevant provisions of recruitment shall not be hired or cancelled. If the applicant provides false materials, conceals the real situation or has other behaviors that hinder the inspection work, interfere with and affect the objective and fair conclusion of the inspection unit, it will be rejected; If the circumstances are serious and the influence is bad, the violation of discipline and discipline shall be recorded in the integrity file of candidates openly recruited by public institutions, and the retention period shall be five years. The investigation team shall seek truth from facts, objectively and fairly evaluate the inspected object, and write a written investigation opinion. The inspection was carried out with reference to "Shandong Province Civil Servant Recruitment Inspection Measures (Trial)". If the state has other provisions on the inspection standards for recruitment positions, those provisions shall prevail. According to the Opinions of the Organization Department of Shandong Provincial Party Committee on Further Strict Management of Cadres' Files (Lu Zufa [2065438+07] No.2), the recruiting unit and its competent department should organize the personnel department and the inspection team to strictly review and check the files of the inspected objects and seriously investigate and deal with the problems existing in the files. If the problem is not identified and handled in place, the employment procedures will not be handled.

The competent department of the recruiting unit is responsible for organizing qualified personnel for physical examination. Physical examination should generally be carried out in general hospitals at or above the county level. Physical examination standards and items shall be implemented with reference to the Notice on Amending the General Standard for Physical Examination of Civil Servants (Trial) and the Manual for Physical Examination of Civil Servants (Trial) (Ministry of Human Resources and Social Security Fa [2065]140), and other national regulations shall be implemented. The medical examination expenses shall be borne by the applicants, and those who enjoy the medical examination fee reduction shall be borne by the recruiting unit. After the examination of all physical examination items, if the chief physician thinks that further examination is needed before making a judgment, candidates should obey the arrangement of the chief physician and conduct further examination. Applicants or employers who have objections to the results of the physical examination may apply to the competent department of the recruiting unit or the competent recruitment authority (the recruitment position of the Party School of the District Committee shall apply to the competent recruitment authority within 7 days after receiving the conclusion of the physical examination; Other units apply to the competent department for recruitment positions), and the department or organ organizes a second interview, which is not conducted in the original medical examination hospital. Candidates who fail to participate in the physical examination or re-examination at the specified time without the consent of the medical examination institution shall be deemed to have abstained. Applicants who do not obey the examiner's physical examination arrangements or resort to deceit or conceal diseases and medical histories that affect employment will be rejected. Those who invite others to take the place of physical examination, exchange or replace the samples of laboratory sheets and other serious violations of discipline and discipline shall be dismissed, and their violations of discipline and discipline shall be recorded in the integrity files of candidates openly recruited by public institutions, and the retention period shall be five years.

Those who pass the physical examination will be publicized on the portal website of Fushan District Government for 7 working days. Candidates who fail to report within the specified time are deemed to have abstained.

The employed personnel shall implement the probation system according to the regulations, and the employment contract shall be terminated if the probation period is unqualified. The minimum service life of the employed personnel in the employing unit is five years (including probation period). For the candidates who apply for the recruitment position of fresh graduates and have not obtained the teacher qualification certificate, the phased measures of "taking the post first, then researching" will be implemented. When signing the employment contract with such employees, the recruiting unit will stipulate the probation period 1 year according to the regulations. Before joining the job, if the same recruitment position contains two or more recruitment units, the candidates will determine the specific employer in the order of high score to low score in the exam.
