Adjust our thinking and adapt to the situation
Since the 1980s, international and domestic drug trafficking groups have been increasing drug penetration in the border areas of Yunnan Province in order to open up new drug trafficking channels, and drug crimes have remained high, which has become one of the most prominent social problems in Yunnan Province. In this regard, the prison has seriously summed up decades of experience in education and reform, and clearly sees that under the new situation, there are still problems that are not suitable for dealing with the education and reform of drug-related criminals. Among them, the outstanding problems are that the system is not smooth, the pertinence is wrong, the methods and means are lagging behind, and the educational content is outdated. How to educate and reform drug-related criminals more effectively? The supervisor thinks it is necessary to meet the needs of the development of the times and the reality of supervision. The Second Superintendent proposed that the education and reform of drug-related criminals should be based on fair execution and civilized management, constantly adapt to the requirements of the development of the times, accelerate the pace of development, and comprehensively improve the quality of education and reform.
Exploring the method of educational reform with innovative spirit
The idea of educating and reforming drug-related criminals is determined, and the problem to be solved is the educational mode of drug-related criminals. Since 1998, the second prison of Yunnan Province has persisted in pioneering and innovating in the spirit of reform, adapted to the new changes with new ideas and methods, and formed some methods, carriers and ways of education and reform for drug-related criminals with the characteristics of the second prison, and implemented the principle of "three publics".
First, according to the requirements of the Ministry of Justice, prisons will make every procedure and link of law enforcement public and accept social supervision. Especially in the law enforcement work such as meritorious service, commutation, parole and medical parole, which drug-related criminals are very concerned about, we will adhere to the principles of criminal recommendation, prison evaluation, prison evaluation and publication of the three lists, and put an end to black-box operations. Secondly, establish a complaint and information feedback system through the mailbox of the prison warden and the contact mailbox of the procuratorate, accept reports and reflect the situation of criminals; Third, hold various law enforcement symposiums on a regular basis, hold dialogues and discussions with criminals on law enforcement issues, invite judges and prosecutors to supervise and explain relevant laws and regulations to drug-related criminals, guide them to correctly understand the laws and regulations, and correctly treat the legal problems encountered in the reform.
Increase the transparency of law enforcement, protect the legitimate rights and interests of criminals with systems, and create a level playing field for criminals. Yunnan No.2 Prison vigorously promotes the openness of prison affairs and strict law enforcement, and at the same time vigorously promotes humanized management and education, giving more humanistic care and humanity education to drug-related criminals. In addition to the original measures such as setting up family telephone numbers, approving criminals to visit relatives in prison, seeking medical treatment on parole, and parole. Various new educational management measures, such as "Xinqiao hotline" psychological consultation telephone, inviting relatives of prisoners to prison for holidays, holding birthday parties, setting up convenience clinics, nutrition stoves, etc. It is also introduced according to the actual situation.
The reform environment of fair competition and good reform atmosphere have made the reform enthusiasm of drug-related criminals unprecedented. Nowadays, there are more drug-related criminals who care about state affairs, prison development and prison production, and fewer who seek relationships, exploit loopholes and play tricks; There are many people who want to make progress, maintain order and give suggestions to production, but few people are disobedient, cover up each other and go slow.
Most drug criminals have serious crimes, long sentences, heavy ideological burdens and great psychological pressure. In addition, influenced by prison subculture, personality distortion and psychopathy are more serious.
In April 2000, following the establishment of the first psychological counseling room in the prison system of the whole province to carry out psychological correction, and drawing on the successful experience of prisons in other provinces and cities, Yunnan No.2 Prison established the "Heart Bridge Hotline" in the whole province.
Drug-related criminals who have been put into prison in recent years are young, knowledgeable and capable of accepting new things. In view of these characteristics of drug-related criminals, prisons actively use various educational resources and educational carriers to educate and reform them. First, actively contact the Kunming Narcotics Control Committee, invite the staff of the Office of the Narcotics Control Committee to supervise the report on drug control, and invite them to supervise the photo display of drug control publicity. Through their vivid stories and typical cases, it shows that getting rich quickly through drug-related crimes is not desirable and has no future; The second is to invite drug addicts to tell their stories in prison and admit the harm of drugs and the abomination of drug trafficking through face-to-face discussion, so as to awaken the conscience of drug-related criminals and enhance their sense of guilt; Third, go out for an interview, and report the negative cases of drug trafficking and recidivism in detail by means of television, which shows that drug crimes have not only caused great harm to the country and society, but also caused irreparable harm to families and themselves; The fourth is to interview and report typical cases of obeying the law and using legal labor means to get rich after being released from prison or released on parole, educate drug-related criminals, guide them to establish confidence in reform, and embark on the bright road of repentance and rehabilitation.
