The culture and education of Saipan are quite backward. Although it is the territory of the United States, the local indigenous governments have great autonomy, so they make Saipan very backward.

The company once sent me to work in Saipan for a year. As far as I know, local people are generally willing to send their children to study in the United States, or even worse, to Guam. Saipan University is the best university in Saipan. For various reasons, the number of students now is less than half that of a few years ago. So don't go, it's too late. Moreover, there are too many local Chinese and there is no language environment for learning English.
