According to the overall deployment of the national education system reform pilot, Beijing will start the reform of the qualification examination for teachers in primary and secondary schools (including kindergartens) in the second half of 20 15.
After the reform, the Ministry of Education will formulate examination subjects, examination standards and examination syllabus for primary and secondary school teachers. The examination is divided into two parts: written examination and interview. Only those who pass the written test in all subjects can participate in the interview. Only those who pass the written test and interview can apply for teacher qualification recognition.
Before the reform, some people in this city have participated in the examination of two courses, Pedagogy (Preschool Pedagogy) and Educational Psychology (preschool psychology), organized by the Municipal Education Commission, and obtained the qualification certificates of one or more courses. According to the actual situation, this part of the staff adopts the transition method.
First, the transition object
Before the reform, those who took the examinations of pedagogy (pre-school pedagogy) and educational psychology (preschool psychology) organized by the Municipal Education Commission and held one or more course certificates (except undergraduate and junior college graduates who graduated from 20 16).
Second, the transition mode and duration
(1) Those who have obtained the certificates of two courses, failed to participate in the teaching ability test of teacher qualification education or failed the teaching ability test of teacher qualification education can still apply for accreditation in the second half of 20 15 according to the accreditation method before the reform.
(2) Those who have obtained the examination certificate of one course will take the make-up examination of another course in the second half of 20 15. Make-up exams are the same as before the reform. After passing the make-up exam, apply for teacher qualification recognition in the second half of 20 15, and the recognition method is the same as before the reform.
(3) The interim measures are only valid in the second half of 20 15. Starting from 20 16, the certification of teachers' qualification examinations in primary and secondary schools and kindergartens has been carried out in accordance with the reform requirements of the Ministry of Education.
Third, others.
Transition objects can choose to participate in the transition method, or they can choose to participate in the reformed examination identification method. Those who choose to participate in the examination after the reform will no longer apply the transitional measures.
Undergraduate and junior college graduates who graduated from 20 16 must take the reformed teacher qualification examination, and these transitional measures are not applicable.

After study, the relevant specific matters are hereby notified as follows:
1. Applicants who hold the qualification certificates for teachers in primary and secondary schools and kindergartens issued by the Examination Center of the Ministry of Education apply for the qualification of teachers in Beijing. The examination categories indicated in the qualification certificates are consistent with the teacher qualification categories and teaching disciplines they apply for, and there is no need to take the examinations of pedagogy, educational psychology and educational and teaching ability.
Two, to participate in the national primary and secondary school and kindergarten teacher qualification examination written subjects qualified, need to participate in the education and teaching ability test organized by the Beijing teacher qualification accreditation body. Applicants for junior high school and senior high school teachers' qualifications shall declare the qualification category and the subject they apply for teaching, which shall be consistent with the written test subjects of "subject knowledge and teaching ability" they participate in. The written test is valid for two years.
3. Only by passing the written test can you apply for teacher qualification. Applicants must take the unified examination of pedagogy and educational psychology in Beijing. Only after passing the examination results can you apply for teacher qualification in accordance with relevant regulations.
