To be responsible for formulating long-term plans for the development of education in the whole region and suggestions for school layout planning. Undertake the specific work of adjusting the layout structure of general education schools, and participate in the construction of school buildings, facilities, educational technology and equipment, books and materials and the management of state-owned assets of subordinate units; Responsible for education statistics and information work.
Responsible for the systematic construction of teachers. To undertake specific work such as organization establishment, personnel and labor, wages and benefits of each unit of the system, and implement teacher recruitment; Implement regular registration of teachers' qualifications; Perform management functions such as staff training, job evaluation and employment. Guide the reform of personnel distribution system and the assessment, reward and punishment of faculty and staff.
Responsible for the overall management of systematic education funds. Responsible for the budget and final accounts of education funds, and responsible for the audit and supervision of the use of education funds in the subordinate units of this system; Responsible for student credit loans and student financial assistance.
Responsible for promoting the balanced development of compulsory education and promoting educational equity. Responsible for the guidance and coordination of compulsory education, and organize the implementation of policies and measures to promote the inclination of public education resources to rural and weak areas. To guide the education and teaching reform, curriculum construction, educational research and teaching research in schools of all levels and types, fully implement quality education, and guide ordinary senior high schools, preschool education and special education.
Co-ordinate the management and guidance of pre-school education and private education, undertake the supervision responsibility of private education, and be responsible for the guidance and supervision of cultural and educational private non-academic education and training institutions.

① Education Service Center
Responsible for the logistics services of primary and secondary schools in the whole region; Responsible for the relevant services of school-run industries in the whole region; Responsible for the operation and management of state-owned assets in the system; Responsible for the management of school canteens at all levels in the whole region; Responsible for the recovery of state-owned land and asset management in this system.
(B) Student Financial Assistance Management Center
Responsible for the post-loan management of student-origin credit student loans and other related work; Responsible for the compulsory education stage "two exemptions and one subsidy" and senior middle school funding; Responsible for middle (high) level vocational schools (colleges) free of tuition fees, students with financial difficulties, etc. ; Responsible for other related funding work.
(3) Education Examinations Institute
To undertake specific enrollment affairs entrusted by the District Education Committee and the Admissions Committee; Responsible for specific affairs such as colleges and universities, adult colleges and universities, and higher education self-study exams. ; Implement the discipline of the entrance examination, and cooperate with relevant departments to investigate and verify major problems and irregularities in the entrance examination; Complete other tasks assigned by the competent department and leaders.
