According to official website, the Henan Provincial Department of Education and the Hongqi Canal Memorial Hall are located in Linzhou City, Henan Province, which were established to commemorate the people of Linxian County (now Linzhou City) to change the old face of water shortage and carry forward the great pioneering work of "self-reliance, hard struggle, unity and cooperation and selfless dedication".

1975 establish a memorial pavilion at the diversion gate of the main canal project of Hongqi Canal. In 2000, it was expanded and later renamed the Hongqiqu Memorial Hall. On May 14, the new museum opened.
