China Educational Science Research Computer Network (cernet) is a national educational science research computer network under the direct leadership of the State Education Commission. Its purpose is to use advanced and practical computer technology and network communication technology to realize computer networking, information resource sharing and interconnection with international academic computer networks. Its clients are mainly educational and scientific research institutions in China. All access units of China's educational and scientific research computer network must sign this agreement with the corresponding network provider and report it to the next higher level network for the record.

The first general rule

(1) All staff and users of China's educational and scientific research computer network access units must abide by the Interim Provisions on the Administration of International Networking of Computer Information Networks in People's Republic of China (PRC) and relevant national laws and regulations, strictly implement the security and confidentiality system, and be responsible for the information provided.

(2) All staff and users of China Education and Scientific Research Computer Network must be responsible for the information provided. No computer network shall be used to engage in criminal activities that endanger national security, divulge state secrets, or produce, consult, copy or disseminate information that is harmful to social order and immoral.

(3) China education and scientific research computer network is not allowed to interfere with network users, destroy network services, and destroy network equipment. These activities include (but are not limited to) publishing untrue information on the network, spreading computer viruses, using the network to enter unauthorized computers, and not using network resources in real identities.

(4) Management organizations at all levels of China's educational and scientific research computer network should set up network security officers to be responsible for the corresponding network security and information security work.

(5) China education and scientific research computer network network management institutions at all levels regularly carry out information security and network security education for corresponding network users.

(6) China Education and Scientific Research Computer Network guides management units at all levels to review online information in accordance with relevant state regulations. Any information involving state secrets is strictly prohibited from surfing the Internet.

(7) All users of China Education and Scientific Research Computer Network have the obligation to report illegal and criminal acts and harmful information to network security officers and relevant departments.

(eight) the relevant staff and users of China education and scientific research computer network must accept and cooperate with the supervision and inspection conducted by the relevant state departments according to law.

Article 2 Access Management

(1) Networking units and users accessing China Education and Research Computer Network must abide by the rules and regulations formulated by China Education and Research Computer Network and pay relevant fees on time.

(2) Access units and users of China education and scientific research computer network shall not connect with other interconnected units without permission.

(3) Access units and user units disconnected from China Education and Research Computer Network must return corresponding ip addresses to China Education and Research Computer Network.

(4) The access unit of China educational and scientific research computer network must strictly implement the provisions of the Measures for the Administration of Educational and Scientific Research Computer Network in China, and shall not develop any users beyond the authorized scope.

(five) China's educational and scientific research computer network access units must set up management agencies, must set up network security personnel to strictly manage the network, responsible for the corresponding network security and information security work, and keep relevant records of network operation. Network security personnel should guide system administrators and users to manage their own network systems, computer systems and Internet resources.

(6) All access networks of China Education and Research Computer Network must sign this agreement with China Education and Research Computer Network or the access network at the next higher level, and sign the user code of China Education and Research Computer Network with all its individual users. Network management organizations at all levels must keep corresponding protocols and codes for future reference.

Article 3 Information management

(1) The access unit of China education and scientific research computer network must regularly check and educate the corresponding network users on information security and network security.

(2) Access units and users of China's educational and scientific research computer network must be responsible for their own online information. Information involving state secrets is strictly prohibited from surfing the Internet.

(3) Access units and users of China's educational and scientific research computer network are obliged to report illegal and criminal acts and harmful information on the network to the superior network and relevant departments.

(4) Access units and users of China's educational and scientific research computer networks must abide by laws and regulations on intellectual property rights.

Article 4 The Regulations of China Municipality on Punishment of Computer Networks for Education and Scientific Research will give a warning to units and users who violate these regulations and stop networking until they resort to law. As an access unit of China Education and Scientific Research Computer Network, this unit agrees to abide by the above terms, and is willing to accept punishment and bear legal responsibility if it violates this agreement.
