Rights of educational institutions
Educational institutions shall exercise the following rights according to law: independently manage, organize and implement educational and teaching activities in accordance with the articles of association, recruit students or other educatees, manage the identity of the educatees, award or punish them, issue corresponding academic certificates to the educatees, employ teachers and other employees, award or punish them, manage and use their own facilities and funds, and refuse illegal interference by any organization or individual in educational and teaching activities, as well as other rights stipulated by laws and regulations.
Obligations of educational institutions
Educational institutions shall perform the following obligations: abide by laws and regulations, implement the national education policy, implement the national education and teaching standards, ensure the quality of education and teaching, safeguard the legitimate rights and interests of educatees, teachers and other employees, provide convenience for educatees and their guardians to know their academic achievements and other relevant information in an appropriate way, collect fees in accordance with the relevant provisions of the state, make the fees public, and accept supervision according to law.

Teachers enjoy the rights stipulated by law, fulfill their obligations stipulated by law, and be loyal to the people's educational cause.
The rights of the educated
Educated people enjoy equal rights to enter school, enter a higher school and get employment according to law. Schools and relevant administrative departments shall, in accordance with the relevant provisions of the state, ensure that women enjoy equal rights with men in enrollment, further studies, employment, conferring degrees and sending them abroad.
