According to the Teachers Law of People's Republic of China (PRC), Regulations on Teachers' Qualification, Measures for the Implementation of Teachers' Qualification Regulations and Announcement on Teachers' Qualification in Gansu Province in the First Half of 2022, the relevant matters concerning the qualification of primary and secondary school teachers in our city in the first half of 2022 are hereby notified as follows:
First, the types of teacher qualification recognition
Kindergarten teacher qualification
Qualifications of primary school teachers
(C) Junior high school teachers' qualifications
Qualifications of senior middle school teachers
(5) Teachers' qualifications in secondary vocational schools
(six) the qualification of internship instructors in secondary vocational schools.
Second, the qualifications of teachers
(a) to apply for kindergarten, primary school, junior high school, senior high school, secondary vocational school and secondary specialized school teacher qualification (hereinafter referred to as "primary and secondary school teacher qualification");
1. China citizens who have not reached the national statutory retirement age, whose domicile, residence (must have a local residence permit and be within the validity period) or place of study (limited to full-time graduates of the class of 2022 in this city and graduate students of ordinary colleges and secondary vocational schools) are in our city.
2. Active servicemen and armed police of the troops stationed in Lanzhou.
3. Hong Kong, Macao and Taiwan residents can apply for the qualification of primary and secondary school teachers in their place of residence with the residence permit of Hong Kong, Macao and Taiwan residents within the validity period of our city; Hong Kong and Macao residents who hold Hong Kong and Macao residents' passes to and from the Mainland and residents of Taiwan Province Province who are valid for five years may apply to take the qualification examination for primary and secondary school teachers in our city, and the qualification of primary and secondary school teachers is recognized at the place where the examination is held.
(2) The applicant shall abide by the Constitution, laws and regulations of our country, support the leadership of our country, implement the Party's educational policy, adhere to the socialist orientation of running schools, love education, fulfill the obligations stipulated in the Teachers Law, and abide by the ten standards of teachers' professional ethics and professional behavior in the new period.
(three) strict ideological and political and professional ethics inspection, there are violations of teachers' professional ethics and the "Ten Guidelines for Teachers' Professional Conduct in the New Period" related illegal acts and criminal records will not accept the application for teacher qualification.
(four) the applicant shall have the corresponding academic qualifications, as follows:
1. To apply for kindergarten teacher qualification, one should have a diploma of pre-school education at the secondary education level offered by pre-school normal schools or other institutions of higher learning with school qualifications. (See Annex 1 for the list of schools with "pre-school education" qualification for secondary education in Gansu Province)
2. To apply for the qualification of a primary school teacher, one should have graduated from a secondary normal school or above.
3. To apply for the qualification of a junior high school teacher, you should have a higher normal college or other college degree or above.
4. To apply for the qualification of a senior middle school teacher, one should have a bachelor's degree or above from a normal university or other university.
5. To apply for the qualification of a teacher in a secondary vocational school, one should have a bachelor's degree or above from a normal university or other university.
6. Those who apply for the qualification of internship instructor in secondary vocational schools should have graduated from secondary vocational schools or above, and have professional and technical positions above assistant engineer or technical level above intermediate level.
(five) the applicant's Putonghua level should reach the second-class standard of Putonghua Level Test Grade Standard promulgated by the State Language Committee. Among them, Chinese teachers and teachers of Chinese as a foreign language should reach the second-class A and above standards; Phonetic teachers and professional teachers such as broadcasting, hosting, film and television drama performance should reach the first-class and above standards; To apply for kindergarten teacher qualification, you should reach the second-class and above standards.
(six) the applicant should have good physical and psychological quality, be able to meet the needs of education and teaching, have the ability to teach and educate people, and meet the physical conditions stipulated by the state for engaging in education and teaching. No infectious diseases, no history of mental illness, and passed the physical examination in hospitals designated by teacher qualification accreditation institutions at all levels.
(7) The applicant shall pass the national primary and secondary school teacher qualification examination and have a certificate of qualification examination for primary and secondary school teachers issued by the examination center of the Ministry of Education (within the validity period). To apply for the qualification of primary and secondary school teachers as teaching subjects and subjects, it shall be consistent with the qualification certificate of primary and secondary school teachers.
(8) Postgraduates and normal students who meet the qualification reform of primary and secondary school teachers are exempted from the examination, and they have obtained the qualifications of teachers in corresponding sections and disciplines with the "Teachers' Professional Ability Certificate" within the validity period. Those who apply for the qualifications of teachers in other subjects and disciplines are not exempt from the examination, and must take the national primary and secondary school teacher qualification examination.
(nine) other conditions, procedures and materials submitted by Hong Kong, Macao and Taiwan residents to apply for the qualification of teachers in our city are the same as those submitted by the applicants in our city.
Three, the teacher qualification procedures
(1) Online declaration
1. Online registration time
(1) Primary and secondary school teacher qualification certificate online time:
The first batch: May 9, 2022, 9: 00-May 20 17:00. (Scope of acceptance: past graduates and graduate students who meet the requirements for registration)
The second batch: June14 9: 00-June 27, 2022 17:00.
(Scope of acceptance: 2022 fresh graduates who meet the requirements for registration and previous graduates who did not participate in the first batch of accreditation)
(2) Before applying online, the applicant should carefully read the User Manual for Teacher Qualification (see Annex 4). If there is any temporary adjustment to the online declaration, the notice of each certification body shall prevail.
2. Registration method
Eligible applicants can log on to China Teachers' Qualification Network (www.jszg.edu.cn) within the specified online declaration time and enter from the "Online Declaration Portal for Teachers' Qualification Applicants". Register users, improve personal information, and complete real-name verification before registering for accreditation. When registering, you should select the corresponding authorized institution according to the "Selection of Authorized Institutions" in this announcement, and select the corresponding audit confirmation point according to the system prompt. Among them, in the column of "Please choose the examination form", applicants who have obtained the qualification certificate of primary and secondary school teachers should choose "national unified examination", and those who have obtained the professional ability certificate of normal students should choose "exemption from examination and identification of reformers".
3. Selection of certification bodies
(1) The accreditation bodies for the qualifications of senior middle school teachers, secondary vocational school teachers and internship guidance teachers in secondary vocational schools are the municipal education bureau of the applicant's household registration, residence or school location.
(2) The accreditation body for kindergarten teacher qualification, primary school teacher qualification and junior high school teacher qualification is the county (district) education bureau where the applicant's household registration, residence or school is located (among them, the application for accreditation of kindergarten teacher qualification, primary school teacher qualification and junior high school teacher qualification within the jurisdiction of Lanzhou New District and Lanzhou High-tech Zone shall be recognized by the county/district education bureau).
(1) The information provided by the applicant online must be true and valid. If the teacher's qualification cannot be confirmed due to the untrue and inaccurate information provided, the applicant shall bear the responsibility; Applicants can only apply for one teacher qualification certificate at a time, and they cannot apply for a second teacher qualification certificate nationwide within one natural year after successful application.
(2) The applicant shall truthfully fill in the personal letter as required and be responsible for the content. If it is inconsistent with the facts, the education administrative departments at all levels will impose penalties according to relevant national laws and regulations.
(2) Physical examination
1. The applicant downloads and prints the Physical Examination Form for Applicants with Teacher Qualification in Gansu Province (see Annex 3 for the template) and binds it as required.
2. Those who apply for the qualification of primary and secondary school teachers, the designated hospitals for physical examination: Physical examination center of Lanzhou First People's Hospital (address: Wujiayuan West Street 1, telephone: 23354 15) and Physical examination center of Lanzhou Second People's Hospital (address: 2nd floor, northwest corner of Yellow River Beiyuansen Rose Garden, Chengguan District, telephone: 836530). Applicants for teacher qualification can also go to local (district) county-level public general hospitals or provincial and municipal public general hospitals for physical examination.
3. Applicants during pregnancy can be exempted from medical examination items that are not suitable for pregnant women. Other items that can be detected are qualified, which shall be deemed as passing the physical examination. But the doctor in charge of the examination needs to sign the pregnancy declaration on the physical examination form. When submitting the physical examination certificate, the applicant should attach the test report of positive pregnancy reaction or the file of perinatal examination.
4. Requirements:
(1) You must bring your valid ID when you have a physical examination;
(2) The medical examination expenses shall be borne by the candidates themselves (the specific amount shall be collected by the hospital according to the medical examination items);
(3) Require participants to have an empty stomach, pay attention to rest before the physical examination, adjust the diet structure, and prohibit drinking.
(3) On-site confirmation
1. On-site confirmation time of primary and secondary school teachers' qualifications:
The first batch: May 24-June 2, 2022. (Scope of acceptance: past graduates and graduate students who meet the requirements for registration)
The second batch: July 4-July 2022 15. (Scope of acceptance: 2022 fresh graduates who meet the requirements for registration and previous graduates who did not participate in the first batch of accreditation)
2. On-the-spot confirmation place of the applicants for the qualifications of senior middle school teachers, secondary vocational school teachers and secondary vocational school internship instructors: the window of the Municipal Education Bureau of the People's Livelihood Comprehensive Service Area on the fifth floor of Lanzhou Municipal Affairs Service Center (9:00- 12:00 every working day, afternoon 13:00- 17:00). Process: (1) consulting and guiding the service area code on the fifth floor of Lanzhou Municipal Affairs Service Center; 2. Review by the number in the window; (3) Go through the formalities of free mailing after the approval (warm reminder: the second batch of on-site confirmation began on July 4, and the fresh graduates left school for 3 days, and the applicants were relatively concentrated. Please confirm the wrong peak; Colleges and universities in Lanzhou are relatively concentrated, and there are many applicants. It is suggested that some fresh graduates choose the education bureau where their household registration is located to declare and confirm. Note: Please wear a mask all the time, and the queue interval is 1 m).
3. The on-site confirmation point for applying for kindergarten, primary school teacher and junior high school teacher qualifications is in the county education bureau where the household registration, residence or school is located.
4. If the applicant cannot make on-site confirmation due to special circumstances, he may entrust an agent to make on-site confirmation. The applicant should download and print the power of attorney (see Annex 2 for the template), fill it in truthfully, sign it and confirm it by fingerprint. The agent must carry the power of attorney when making on-site confirmation, and show the original ID card of the agent and the corresponding materials of the applicant's on-site confirmation. Authorized institutions should strengthen material review and keep power of attorney.
5. To apply for on-site confirmation of the qualifications of primary and secondary school teachers, the following application materials shall be submitted:
(1) Relevant household registration materials of the applicant:
(1) Where the household registration is located, the original second-generation ID card of the applicant (within the validity period) or the original household registration book and collective household registration book shall be presented;
(2) To apply for recognition at the place of residence, present the original residence permit within the validity period of the applicant;
(3) Apply for recognition based on the location of the school: graduate students are studying (according to the undergraduate education), and show the original student ID card of the applicant's complete registration information; Fresh graduates, show the original diploma of the applicant;
(4) Hong Kong, Macao and Taiwan residents to apply for recognition, to show the city's valid residence permit for Hong Kong, Macao and Taiwan residents or Hong Kong and Macao residents to and from the mainland pass, the original validity of five years of mainland travel permit for taiwan residents;
⑤ If the applicant is an active serviceman or an active armed police stationed in Lanzhou, he/she shall present the personnel relationship certificate and valid active serviceman (armed police) certificate issued by his/her unit or unit's political organ.
(2) The original "Physical Examination Form for Applicants of Teacher Qualification in Gansu Province" (valid at that time).
(3) Submit 1 recent bareheaded photos with 1 inch colored white background, which is consistent with the photos registered and uploaded in China Teacher Qualification Network (please indicate your name and registration number on the back of the photos).
(4) To apply for the qualification of internship instructor in secondary vocational schools, the applicant must present the original certificate of professional and technical position equivalent to assistant engineer and above or the certificate of technical grade of intermediate worker and above.
(five) Hong Kong, Macao and Taiwan residents applying for the qualification of primary and secondary school teachers shall submit the original certificate of no criminal record issued by the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province. If necessary, the applicant can apply to the Gansu Provincial Teacher Qualification Guidance Center through the accreditation body in advance to issue relevant letters.
(6) Other supplementary materials. (The following materials will be compared through the identification information system of China Teacher Qualification Network when applying on the applicant's website. If the comparison is successful, there is no need to show it on the spot; If the comparison is unsuccessful, it must be presented on the spot. )
① Original academic certificate. Foreign education should also be submitted to the original foreign education certificate issued by the study abroad service center of the Ministry of Education; Hong Kong, Macao and Taiwan education should also be submitted to the original "Hong Kong, Macao and Taiwan Education Certificate" issued by the Study Abroad Service Center of the Ministry of Education.
Special note: In the process of material review, for the academic qualifications that cannot be directly compared and verified by the national information system (except for secondary vocational schools), the applicant must provide the China Higher Education Academic Certification Report or the Electronic Registration and Filing Form of Academic Certificates of the Ministry of Education, which he applied for in Xue Xin. Otherwise, it will be regarded as unqualified academic qualifications and rejected. Applicants are advised to verify their academic qualifications in Xue Xin in advance. Recognized institutions around the country should strengthen the authenticity audit of academic qualifications to verify the applicant's academic qualifications in Xue Xin.
② Original certificate of Putonghua proficiency test.
6. Paper materials that do not need to be presented when applying for on-site confirmation of primary and secondary school teachers' qualifications: the qualification certificate of teachers' qualification examination and the professional competence certificate of teachers of education graduate students and public-funded normal students are compared through the information system of China Teachers' Qualification Network, and no on-site presentation is required.
(4) Issuing certificates
After the accreditation body completes the on-site audit, it will make a review conclusion according to the audit situation and issue a teacher qualification certificate to the applicant who meets the review conditions. ?
The first batch (non-fresh graduates who are confirmed to meet the application conditions on the spot): After July 15, 2022, they will receive the teacher qualification certificate from the corresponding teacher qualification accreditation institution in this county.
The second batch (the 2022 fresh graduates who meet the requirements for registration and the non-fresh graduates who did not participate in the first batch of accreditation): After August 16, 2022, they will receive the teacher qualification certificate from the corresponding teacher qualification accreditation institution in this county.
Note: the teacher qualification application form of the person who has obtained the teacher qualification certificate belongs to my personnel file.
Fourth, the epidemic prevention and control requirements
All registered institutions should combine the epidemic prevention and control situation, strictly implement various prevention and control measures according to the local epidemic prevention and control requirements, reasonably arrange the wrong time and peak time, and promote the registration work safely and effectively. Applicants must know in advance the relevant regulations on epidemic prevention and control in the location of the corresponding authorized institution, do a good job in personal safety protection, and strictly implement the epidemic prevention and control requirements.
Verb (abbreviation for verb) Other matters
(1) Applicants are requested to make online declaration and on-site audit according to the specified time, place and requirements. If the applicant fails to complete the application within the specified time due to reasons such as missing the application time, choosing the wrong accreditation institution or on-site confirmation point, incorrect application information or incomplete submission materials, the accreditation institution will no longer accept the application, and the responsibility will be borne by the applicant himself.
(two) the applicant shall truthfully submit the relevant materials, deliberately resort to deceit, cheat the qualification of teachers, will be punished according to the relevant provisions of the state.
(3) According to the requirements of Gansu Provincial People's Procuratorate, Gansu Provincial Department of Education, and Gansu Provincial Public Security Department on printing and distributing the Measures for the Implementation of Inquiring Information about Sexual Abuse and Crimes by School Staff, before the teacher qualification is recognized, all teacher qualification recognition institutions shall promptly verify the information about sexual abuse and crimes accepted by the teacher qualification applicants, and strictly conduct ideological, political and professional ethics review, and make a conclusion based on the verification results and national laws, regulations and relevant provisions.
