Mainly around three aspects to talk about some experiences.

First, deeply understand the significance of promoting teachers' professional development and improving their professional quality.

Entering the new stage of the new century, the international situation is undergoing profound changes, the trend of world multipolarization and economic globalization is developing in twists and turns, scientific and technological progress is changing with each passing day, and the competition of comprehensive national strength is becoming increasingly fierce. Countries all over the world are generally aware of the strong impact this situation has brought to education and actively respond to it. How to cultivate high-quality teachers and how to improve their professional level has become the focus of universal attention in all countries of the world. Vigorously promoting teachers' professional development and improving teachers' professional quality have become one of the important trends in the development of teacher education in the world.

(1) Promoting teachers' professional development and improving teachers' professional quality are the needs of deepening education reform.

With the deepening of educational reform, new situations and problems in educational development put forward new requirements for teachers, and teachers' professional development has become an inevitable choice. Promoting quality education in an all-round way requires teachers to face all students, respect students' individuality, cultivate students' innovative spirit and practical ability, and realize students' all-round, healthy and harmonious development. In order to achieve this goal, we need to build a team of high-quality and professional teachers. The new curriculum reform poses a severe challenge to teachers. The curriculum reform puts forward new curriculum training objectives and new high standards for teachers: teachers are required to completely update their educational concepts and become practitioners of the new concept of curriculum reform; Establish a new teacher-student relationship and become a promoter of students' learning; Handle the relationship between teaching and research, and become a researcher and reflector of education and teaching; Handle the relationship between teaching and curriculum, and become the builder and developer of curriculum; Handle the relationship between school education and community education, become a member of the community, cooperate with parents, communities and colleagues, and participate in the co-construction of community education, culture and science. (2) Promoting teachers' professional development and improving teachers' professional quality is the need to improve teachers' social influence.

1966, the international labor organization and UNESCO put forward the proposal on the status of teachers, which confirmed the professionalism of teachers for the first time in the form of official documents of international organizations, and held that "teachers' work should be regarded as a special profession". 1994 The Education Law implemented in China stipulates that "teachers are professionals who perform their educational and teaching duties", which confirms the professional status of teachers from the legal point of view for the first time. In 2000, China published the first authoritative document of occupational scientific classification "People's Republic of China (PRC) Occupational Classification Ceremony", which divided China's occupations into eight categories for the first time, and teachers belonged to the category of "professional and technical personnel".

Determining the professional nature of teachers' profession at the legal level is helpful to improve teachers' social status. However, for teachers, it is an irreplaceable professional profession, and there is still no complete consensus in society. Many people think that the occupation of primary and secondary school teachers in China is not mature enough, the professionalism is not strong enough, and the overall quality of teachers is not high. It is difficult to quantitatively determine the direct teaching effect of a teacher, and it is difficult to see the immediate success or failure effect; Now some teachers are unqualified and incompetent. Therefore, it is considered that teachers' profession has certain substitution, or can only be at the quasi-professional level, and it is wrongly believed that teachers can be teachers as long as they have certain subject knowledge.

There is an iron law of social occupation: only specialization can be more influential and respected by society. Therefore, in order to improve teachers' social influence, make teachers a respected profession in the whole society, make teachers more authoritative in the eyes of students and parents, and play a more exemplary role in promoting quality education, we must make every effort to promote teachers' professional development, so that teachers should not only vigorously improve the professional level of disciplines and education, but also guide teachers to dabble extensively, improve their own cultural heritage and build a team of high-quality and high-quality professional teachers.

(3) Promoting teachers' professional development and improving teachers' professional quality is the need to adapt to social competition and improve teachers' own value.

With the decrease of students year by year and the rapid development of higher education, the relationship between supply and demand of teachers has changed significantly, and teachers have changed from short supply to saturation or even oversupply. This situation will inevitably shift the focus of our education from pursuing the number of teachers to improving the quality of teachers. Therefore, it will inevitably lead to the competition between teachers' professions and posts. For in-service teachers, the pressure of compressing the establishment, optimizing the structure, competing for posts and eliminating the fittest will be increasing. In this regard, promoting teachers' professional development and improving teachers' professional quality is the greatest concern and love for teachers and the fundamental concern for their survival and development. We should let the teachers understand the situation clearly, actively guide and stimulate the internal motivation of teachers' professional development, constantly enhance their own value and be invincible in the fierce competition.

(D) Promoting teachers' professional development and improving teachers' professional quality is the need to meet the needs of society and create quality education.

The so-called quality education is to implement quality education with high quality and high level. Quality education needs high-quality conditions and environment for running schools, as well as high-quality teachers. Because high-quality conditions and environment depend on teachers to play a role, high-quality educational courses depend on teachers to implement, high-quality educational methods depend on teachers to use and create, and high-quality educational goals depend on teachers to achieve. The core of quality education is to realize the quality of students' development, and the professional quality of teachers ultimately determines the direction and efficiency of quality education implementation. Only teachers with good political and ideological quality can cultivate students with lofty ideals and morality; Only teachers with good cultural and professional qualities can cultivate students with a solid knowledge base; Only teachers with good personality can cultivate students with good psychological quality; Only creative teachers can cultivate creative students. Therefore, the key to quality education is the development and improvement of teachers' professional quality.

In recent years, according to the deployment of the Municipal Education Commission, our district has made great efforts to adjust the school layout, optimize educational resources, fully implement the construction of high school demonstration schools, and promote the construction of standardized schools on a large scale, and achieved great results. The second model school was first built and used in the whole city. The primary and secondary schools in the whole region have basically reached the standardized standards, the campus has taken on a new look, and the conditions for running schools have improved significantly. The hardware conditions of some schools are as good as or even better than those of key schools in people's minds. This change is obvious to all people in the whole region, and they have paid great attention to it. However, on the issue of students going to school, parents are still far away from home and spend a lot of money to choose schools, which makes the brand-new standard schools close at hand continue to be ignored. What is the reason? We analyze that parents of students now pay more attention to the quality and reputation of the school while paying attention to the conditions and environment of the school, and then pay more attention to the quality of teachers. Therefore, if a school wants to enhance its attraction to students, it must run a high-quality education, and the key to building a high-quality education lies in improving the professional quality of teachers and building a high-quality teaching team.

Second, the professional quality of teachers and the professional quality of teachers in our district.

As a modern teacher, in addition to meeting the basic requirements of the Education Law and the Teachers Law, they must also have the following professional qualities:

(A) a scientific and correct view of education

It is necessary to establish a correct view of the role of teachers: teachers are not "teachers", but leaders of students learning to be human beings; It is not only the imparting of knowledge, but also the promoter of students' learning; Not only the educators, but also the researchers of the laws of education and teaching. We should establish a correct view of teachers' behavior: in dealing with the relationship between teachers and students, we should emphasize democracy, equality, respect and appreciation; In dealing with the relationship between teaching and learning, emphasis is placed on helping and guiding students; In dealing with self, the emphasis is often on reflection; In the communication with peers, we emphasize mutual learning and cooperation. Good morals

Teachers are engineers of the human soul. Compared with other professions, teachers' profession plays an outstanding role in demonstration, publicity and education, so teachers should have higher and stricter professional ethics. The Code of Professional Ethics for Primary and Secondary School Teachers promulgated by the Ministry of Education is the professional ethics of teachers. In terms of the construction of teachers' morality, our district has put forward specific requirements such as "love for posts and dedication, love for students and dedication" and "ten taboos, ten prohibitions and ten initiatives", which are also the norms of teachers' morality. In addition, practice tells us that teachers' noble personality is the basis of good morality. The value of teachers' personality charm in stimulating students' development, cultivating students' emotions, subliming students' morality and strengthening students' will is immeasurable, and some even affect students' life. Practice also tells us that establishing a scientific educational concept is the forerunner of cultivating good teachers' morality, and the teachers' morality cultivated under the guidance of scientific educational concept can guide and promote students' all-round development and lifelong development.

(C) a higher level of knowledge

The state has clear regulations on the academic standards of teachers in primary schools, middle schools and kindergartens, which is the minimum requirement. With the rapid development of higher education in China, the requirements for teachers' academic qualifications will be further improved. Education to a certain extent reflects the knowledge horizon and knowledge level, but it is not enough. In today's era of rapid knowledge update, we must keep learning, lifelong learning and master new knowledge. Modern teachers should not only have a solid professional knowledge base, but also master educational professional knowledge such as pedagogy and psychology, as well as extensive knowledge of natural science, social science and philosophy.

Teaching ability is the most basic and fundamental quality that teachers should possess. This research ability, which organically integrates research with education and teaching, is the premise for teachers to change from "teachers" to "educators", the basis for teachers' sustainable development and the key to improving the level of education and teaching.

(six) a higher modern information literacy

Education informatization requires teachers to master and apply modern information technology based on computer, multimedia and network communication in the process of education, and promote the reform of education and teaching to meet the new requirements put forward by the information society. Modern teachers must have higher modern information literacy. On the one hand, we should have the ability to acquire, critically absorb and store information, and creatively use information, so as to update and expand new knowledge and adapt to the requirements of contemporary education brought about by knowledge multiplication. On the other hand, we should have the ability to integrate information technology with curriculum, and gradually realize the changes in the presentation of teaching content, students' learning style and teacher-student interaction in the teaching process, so as to improve classroom efficiency.

The above are six professional qualities that teachers should have according to their professional characteristics. The following is a brief analysis of the professional quality of teachers in our district.

Over the years, we have attached great importance to the construction of teachers and the improvement of teachers' quality. Since 1995, our bureau has carried out five discussions on the construction of teachers in summer seminars, and has formed important measures such as rewarding social activities with good teachers' morality, striving to be a learning teacher, selecting top-quality courses for innovative education, identifying academic leaders, annual meeting system for teaching and research, and continuing education system. These six measures have become the six carriers to strengthen the construction of teachers and improve the professional quality of teachers in our district, which has played an important role in promoting the professional growth of teachers and obviously improved the overall quality of teachers. Teachers' professional ethics behavior has been well regulated, and the noble professional ethics with the essential characteristics of "love and dedication to their posts, love for students and dedication to their posts" has been well promoted, and the overall professional ethics level of teachers in the whole region has been further improved. The new concept of quality education, especially the new concept of curriculum reform, is entering the minds of teachers and becoming the practice of some excellent teachers. Teachers' awareness of teaching and scientific research has been enhanced, and many teachers have participated in the research of innovative education topics, which has promoted the improvement of teachers' scientific research ability. Teachers' awareness of learning is enhanced, and they are eager to improve their professional knowledge and level. They are more enthusiastic about learning and mastering information technology, and some teachers have higher computer skills. Many teachers actively participate in part-time study to improve themselves, and have obtained or are obtaining higher education.

The professional quality of teachers in our region is actively improving and developing, but we must see that there is still a considerable gap and shortage with the requirements of professional teachers' quality. These gaps and deficiencies are mainly manifested in the following aspects.

(A) the educational concept embodied in educational practice is still relatively old, and the task of effectively updating the concept is relatively heavy.

In the concrete practice of many teachers' education and teaching, some old educational concepts still occupy a dominant position consciously or unconsciously and are used to taking a familiar old road. Classroom teaching is still centralized, spoon-feeding, only teachers follow, seek points, and despise poor students. The new concept of teachers' role, teachers' behavior, students' views and quality has not been properly reflected. We must try our best to guide teachers to "walk out of the comfort zone of their own practice and accept the challenge of their own beliefs and values", so that the renewal of teachers' educational concepts not only stays in the general understanding, but also goes deep into education and teaching practice.

(2) The issue of teachers' morality still needs to be highly concerned, and it is necessary to cultivate high-level teachers' morality under the guidance of advanced educational concepts.

Teachers' professional ethics is still unsatisfactory, and our "ten taboos, ten prohibitions and ten initiatives" have not been fully implemented. Some teachers are not enterprising and lack the spirit of dedication to education; Corporal punishment of students in disguised form occurs from time to time, and corporal punishment of students still exists; Some teachers don't respect students' personality, discriminate against and expel "poor students"; Some teachers use students to earn income and regard students as a tool to make money; Some teachers don't pay attention to the influence of their personality and behavior on students, and these problems of teachers' morality need our continued attention and solution. In addition, the consciousness of consciously improving one's moral level under the guidance of advanced educational concepts is still weak, so it is necessary to firmly establish scientific educational concepts, cultivate a group of high-level moral models under the guidance of advanced educational concepts, and lead the moral construction with distinctive characteristics in our region.

(3) The knowledge structure is not reasonable, and the general cultural knowledge and educational professional knowledge need to be enriched and improved.

The curriculum of normal universities in China focuses on disciplines and professional knowledge, ignoring the general cultural knowledge courses and educational professional knowledge courses. According to relevant data, the proportion of basic courses and professional courses is as high as 70% to 80%, while the proportion of educational courses is only about 5% to 10%, and the proportion of natural science and social science and culture courses is even smaller. Our current teachers are basically from normal colleges, so they have congenital deficiencies in general cultural knowledge and educational professional knowledge, and rarely learn and supplement this knowledge after work. As a professional teacher, you need not only a profound discipline and professional foundation, but also a broad knowledge horizon, a good understanding of educational laws and a good quality of education. Teachers should be actively guided to make up for this knowledge in the process of professional development.

(D) Some teachers have low academic qualifications, so it is still necessary to pay attention to upgrading education with academic qualifications.

As early as a few years ago, the Municipal Education Commission clearly put forward the academic goal of "three six seven four" for teachers in our city by 2005. According to statistics, more than 30% kindergarten teachers and 60% primary school teachers in our district have college education or above, and have completed the task of reaching the standard of education. 38% of senior high school teachers have graduate level. Only 48% of junior high school teachers have a bachelor's degree, which is far from the goal of 70%. Therefore, judging from the development trend of teachers' academic qualifications and the requirements of recent goals, the task of improving teachers' academic qualifications in our district is still very heavy.

(E) Closely integrated with the actual education and teaching, professional inquiry awareness and research ability need to be improved.

In order to cope with performance appraisal, professional title evaluation and promotion, many people copy and piece together educational papers. On the issue of learning, many teachers focus on teaching methods and subject knowledge, and seldom learn the relevant knowledge of education and scientific research. Problems in education and teaching practice are often simply attributed to students' poor foundation and low quality, and they seldom reflect on their own education and teaching behavior. In teaching and research activities, the quality of teaching and research is not high, and it lacks pertinence and effectiveness in solving practical problems. It is necessary to further improve teachers' exploration consciousness and research ability.

(VI) There is a big gap in the application of information technology, especially in the integration of information technology and subject courses.

At present, quite a few teachers only type with computers, and rarely make courseware web pages, let alone devote themselves to the integration of information technology and subject teaching. The work of improving teachers' awareness and ability of information technology application needs to be strengthened.

Third, take further practical measures to improve the professional quality of teachers in our district.

Summarizing and reviewing the course of the construction of teachers' team in our region in the past ten years, I deeply feel that the overall professional development of teachers in our region benefits from six carriers, namely, social activities to reward good teachers' morality, activities to select 100 excellent courses for innovative education, activities to strive to be a learning-oriented teacher, the system of identifying academic leaders, the system of annual meeting of teaching and scientific research and the system of teachers' continuing education. The comprehensive application and implementation of these six carriers have really played an important role in improving teachers' professional quality. In the process of promoting teachers' professional development in the future, we should continue to make good use of these carriers, pay close attention to implementation, enrich and improve the forms and contents of these carriers in practice, and make them play a greater role in improving teachers' professional quality. At the same time, we will take further new measures to improve the professional quality of teachers.

(1) Guided by the concept of scientific education, further strengthen the construction of teachers' morality and improve the level of teachers' morality.

The construction of teachers' morality has been paid more and more attention by the party and the country. Recently, the Ministry of Education issued Document No.1.. 1 2005 "opinions on further strengthening and improving the construction of teachers' morality", and "evaluation criteria for the construction and implementation of teachers' morality norms" will be issued soon. Our district has always attached great importance to the construction of teachers' morality, and always put the construction of teachers' morality in the first place. For more than ten years, we have continued to carry out activities to repay the society with good teachers' morality, and the construction of teachers' morality has achieved fruitful results. With the development of the situation and the in-depth implementation of the new curriculum, we deeply feel that scientific educational concepts play an increasingly important role in the formation of good teachers' ethics; Under the guidance of the wrong educational concept, the deeper the "care" for students, the greater the negative impact on their growth; Only the teachers' morality formed under the guidance of advanced educational concepts can guide students' all-round development and lifelong development. Therefore, while continuing to carry forward the spirit of "love and respect for one's post, love for students, and love and respect for one's post", we must further strengthen the construction of teachers' morality under the guidance of establishing advanced educational concepts, and take the construction of teachers' morality as the basic content of good teachers' morality cultivation, as the premise and important standard for assessing the level of teachers' morality, and raise the construction of teachers' morality in our district to a new level.

At present, what advanced educational ideas should teachers establish? According to the new curriculum standards, we believe that we should first establish the concept of "everything is for the development of every student"; Secondly, we should establish the idea that emotional attitude and values are the important goals of the course; Third, we should establish the concept that "process and method are also important goals of the curriculum"; Fourth, we should establish the concept that "students are the main body of learning and teachers are the promoters and guides of students' learning and development"; Fifth, we should establish the concepts of "students are equal to you" and "development and appreciation are the golden keys to the success of education". Good moral cultivation is the basis of all professional qualities of teachers. For these new ideas that embody quality education, we should actively guide teachers to study hard in the practice of the new curriculum, take root in their minds, and become a guide for teachers' educational and teaching behavior. We should actively organize teaching observation classes, class meetings, symposiums, forums and essay-writing activities to practice these new ideas at all levels. It is necessary to strengthen the guidance of public opinion and vigorously publicize the good model of teachers' morality formed under the guidance of advanced educational concepts. It is necessary to incorporate the concept of advanced education into the evaluation of teachers as one of the important conditions for evaluating outstanding teachers, and take this as the necessary first condition for the selection of teachers' morality pacesetter in our district next year.

(two) to carry out the selection of famous teachers, leading the professional development of teachers.

To build quality education, we need to improve the overall professional quality of teachers, and we need the guidance of famous teachers with noble morality and exquisite business. Over the years, the famous teacher project, which focuses on identifying academic leaders, has trained a group of backbone teachers who have made outstanding achievements in education and teaching practice. They have made great efforts in their jobs, studied hard, experienced basic teaching skills, honed teaching strategies, refined teaching ideas and formed a unique education and teaching style. Objectively, they have become the leading figures among teachers in our region, and played an important role in improving the professional quality of teachers in our region and promoting the quality of education and the level of running schools in our region. In order to further promote the famous teacher project in our region, stimulate teachers' enthusiasm for professional development, give full play to the leading and exemplary role of key teachers, and create quality education in our region, our system has carried out the selection of famous teachers among the district-level subject leaders of primary and secondary schools and the first-line key teachers of kindergartens in the whole region since 2006. The seminar released the Opinions of Hebei Education Bureau on the Work Arrangement of Selecting Famous Teachers (discussion draft).

The "Arrangement Opinions" clarified the following points in the scope of transfer: First, the transfer must be a full-time in-service teacher; Second, it must be a district-level academic leader in primary and secondary schools or a backbone teacher in kindergartens; Third, teachers who enjoy the title of special-grade teacher are regarded as district-level teachers, and of course they will no longer participate in the selection of district-level teachers. The selection of famous teachers emphasizes three conditions: first, the teacher's morality is noble, the achievements in teaching and educating people are remarkable, and he has made great contributions to the construction of quality education in our district, which is deeply loved by students and trusted by parents; Second, the advanced educational concept, distinctive teaching style and rich experience have a certain influence in the whole region and even the whole city; Third, he is knowledgeable, has more influential achievements at or above the municipal level in education and scientific research, and has obvious guiding role in any discipline or related fields. The selection of famous teachers is a matter of great concern. The selected famous teachers must be strong and have a broad mass base. Strict selection procedures are particularly important. The arrangement opinions are clearly stipulated in the selection method and must be strictly implemented.

The famous teachers selected in our district do not implement tenure. From next year, it will be selected once every two years, and teachers who have won the title of famous teacher will enjoy the allowance of famous teacher for two years. This year's famous teachers should win this title continuously, stand on the same starting line with other teachers who meet the selection scope, and declare again in the next selection. On-the-job special-grade teachers are regarded as famous teachers in our district, and enjoy the special-grade teacher allowance while enjoying the allowance for famous teachers.

There are few famous teachers selected by us, but they combine the characteristics of modern education and represent the direction of teachers' professional development. In the fierce educational competition, they have played an important role in improving the influence of education in our school and our district. At the same time, the process of selecting famous teachers is also a process of setting an example, guiding teachers' professional development and mobilizing teachers to actively improve their professional quality. Therefore, all schools should attach great importance to this work, closely combine with the actual situation of the school, choose the right angle, do a good job in propaganda and agitation, and let the selection of famous teachers be deeply rooted in the hearts of the people. Next semester, we will hold a special mobilization meeting for the selection of famous teachers. The relevant departments and schools of our bureau should make full preparations according to the deployment, and select the first famous teacher in our district before the Teachers' Day next year.

(3) Strengthen the management of high-quality teacher resources, improve efficiency and give full play to the overall benefits.

Super teachers, famous teachers, academic leaders, all kinds of senior teachers, teachers with certain titles and teachers with certain expertise are all high-quality teacher resources. The so-called strengthening the management of high-quality teachers' resources is to make these teachers fulfill their duties, optimize their integration, give full play to their overall efficiency, expand the leading and radiating role of high-quality teachers, and make due contributions to the construction of quality education in our region. We will take the following measures:

1, set up an education and teaching expert group. The members of the expert group are selected from the well-known retired teachers and in-service teachers in our district. The members of the expert group should have high moral character, dedication to the development of education, and a sense of justice with science as the highest standard; Be proficient in business, have expertise in learning, specialize in research, have rich teaching experience, and have a high reputation in cities and districts; It is necessary to have advanced ideas, high-level advanced educational theories, and the ability to guide teachers to transform advanced educational ideas into educational and teaching behaviors. The expert group works under the unified leadership of the leading group for teachers' professional development in our bureau, participates in theoretical guidance and practical guidance for the implementation of basic education curriculum reform in our district, participates in and guides teachers' professional development training in our district, participates in and guides the evaluation of educational and teaching achievements at important levels in our district, and participates in and guides the educational and teaching forum activities held in our district. 2 to further improve the identification of academic leaders and the selection system of top ten class teachers. 1995 our district has established a system for identifying academic leaders, and 196 has established a system for selecting top ten class teachers. The establishment and implementation of the two systems have played a vital role in promoting the professional development of teachers in our region, improving their professional quality, building a backbone of teachers, improving the quality of education and teaching, and building quality education in our region. In order to make these systems more sound and perfect, and make academic leaders and top ten class teachers give full play to the leading role of the backbone, we will enrich and adjust these systems appropriately. First, the academic leaders decided to suspend it once this year. Since 2006, it has been evaluated once a year instead of once every two years. Starting from the tenth session, the term of each academic leader is changed from three years to two years, keeping pace with the selection of famous teachers. The second is to control the number of academic leaders, and gradually realize that the number of academic leaders accounts for about 5% of primary and secondary school teachers in the region. The third is to establish a system for identifying school-level academic leaders. Since 2006, the regulation of selecting and identifying district-level academic leaders from school-level academic leaders has been implemented, and whether they are school-level academic leaders is a necessary condition for whether they can declare district-level academic leaders. Before the end of this year, all schools should complete the filing of school-level academic leaders. The fourth is to improve the efficiency of the use of teaching and research subsidies for academic leaders. Starting from this year 10, the teaching and research allowance for new and old academic leaders will no longer be paid to individuals, and the whole region will focus on organizing academic leaders to study and study, theoretical business training and ordering learning materials. The fifth is to further strengthen the assessment of academic leaders. There should be a special person to check and record the performance of duties and obligations of academic leaders. Subject leaders who seriously violate professional ethics and cannot perform their duties during their term of office may be disqualified as subject leaders or re-apply for the next session, depending on the specific circumstances. While strictly requiring academic leaders and top ten class teachers to earnestly perform their duties, we should create conditions and take various forms to provide convenience for them to do a good job of mentoring, introduce their growth footprints, show their education and teaching style, and build a stage to play their leading role.

3. Strengthen the post-employment management of senior and intermediate teachers. At present, 72% of teachers in our district have senior and intermediate positions, among which young and middle-aged teachers account for a certain proportion. After being hired as teachers, most teachers can conscientiously perform their duties and do a good job in education and teaching. However, some teachers think that "people arrive at the station by train at the pier" after obtaining the positions of senior and intermediate teachers, and lose their goals, initiative, slack work and even delay their work, which is not commensurate with their ranks and positions. In view of these situations, our bureau formulated and issued the Interim Measures for Post-service Management of Senior and Intermediate Teachers in the second half of last year. The "Measures" have been fully affirmed by the Personnel Department of the Municipal Education Commission and are considered to have universal guiding significance in the city's general education system. Here I emphasize two points. First, we must do a good job in assessment and evaluation. The school should set up an evaluation team to conduct strict evaluation and careful evaluation in accordance with the contents and methods stipulated in the document to prevent it from becoming a mere formality. In recent years, Hongqiao District has made a written evaluation of teachers' mastery of the course content, system, objectives and professional knowledge level of the subjects they teach, which is worth learning. The second is to make good use of the evaluation results. On the one hand, the opinions and results of teachers, students, parents and evaluation teams should be fed back to me in time to help me formulate improvement measures. On the other hand, the evaluation results can be used to implement low employment and high employment in higher vocational colleges. Those who fail to pass the general examination during the examination period and fail to perform the corresponding duties can be employed in higher vocational colleges for one year at a low salary, and their post salary will be lowered by one level. After one year, they will be re-examined and their original posts and corresponding treatment will be restored. This document is for strengthening senior and intermediate teachers in schools.
