Campus violence is frequent and it is difficult to enter the park. After the implementation of the "comprehensive second child" policy, preschool education is under greater pressure, family education problems are prominent, and the family education level of left-behind children in rural areas is weak ... In view of these urgent problems in the current education field, the Democratic Progressive Party, which focuses on education, culture and publishing, actively participates and makes suggestions. Three proposals were submitted to the General Assembly, namely, the Proposal on Curbing School Violence, the Proposal on Further Expanding Preschool Education Resources and the Proposal on Improving Family Education Service System and Improving Family Education Level.
Curb the occurrence of violent injuries on campus.
All kinds of campus violence reported by the media are outrageous. Some violent teenagers will also send videos online to show off or other things. In 20 15, there were dozens of campus violence incidents publicly reported by the media. Campus violence seriously endangers the campus safety environment. Victims of violence are not only physically hurt and verbally insulted, but also affect the normal social life of adults. If the abuser's misconduct is not corrected in time, he may eventually embark on the road of crime in adulthood.
In the investigation, the Central Committee for Democratic Progressive Party found that the primary reasons were the imperfect legal system and the low cost of juvenile campus violent crimes. Some provisions of China's Law on the Protection of Minors are lagging behind, the restrictions on campus violence are too backward, and there is a lack of fast and effective ways to report and rescue minors' violations, and there is a lack of effective prevention, discovery, reporting and disposal systems. Secondly, the violent means in the internet, movies and books are packaged and beautified. Many students appreciate violence, indulge in violent games, imitate gang behavior in film and television works, and do evil on campus. Even after seeing the video of campus violence on the Internet, some abusers show off and compare with others, which leads to the escalation of campus violence. Third, school education pays too much attention to intellectual education and lacks sufficient attention to campus violence in management.
Therefore, the Central Committee of the Democratic Progressive Party suggested: strengthening the legal system, purifying the social atmosphere and improving school education, so as to effectively curb the occurrence of campus violence and injuries. Revise the law on the protection of minors, criminal law and other relevant laws, clarify the specific contents of campus safety, and include curbing campus violence in the scope of campus safety; Severely punish those who violate the campus according to law; Appropriately raise the age of criminal responsibility; Fully implement the grading system for film and television works and online games; Taking the reform of examination enrollment system as an opportunity to guide schools to truly promote quality education; Improve campus management in an all-round way and formulate a mechanism to prevent and deal with campus injuries.
It is imperative to expand preschool education resources.
In 20 14, the gross enrollment rate of preschool education in China was 70.5%. "Difficult to enter the park" has always been the focus of attention from all walks of life. At this year's two sessions, Minister of Education Yuan Guiren said that after the implementation of the comprehensive "two-child" policy, it is estimated that there will be 3 million new children in the country every year. According to the current academic system, there will be 9 million children studying in kindergartens in three years, and preschool education is under great pressure.
In the proposal on further expanding preschool education resources, the DPP Central Committee indicated that from the current composition of preschool education resources, unregistered unlicensed kindergartens (hereinafter referred to as unlicensed kindergartens) exist in large numbers and develop rapidly. In 2003, public parks accounted for 52.32% of the total number of kindergartens, accounting for 20 14 years, which was only 33.64%. The government's construction of public parks alone cannot solve the problem of insufficient preschool education resources, and the enthusiasm of social forces to run inclusive kindergartens needs further guidance.
The problem of insufficient preschool education resources in rural areas is obviously greater than that in cities. For example, the gross enrollment rate of 58 concentrated contiguous poverty-stricken counties in Gansu is only 52.30% in the three years before school; There are only 1 newly built public kindergartens in many towns and villages in Jiangxi, and some towns and villages don't even have a public park that has been built and put into operation.
In the proposal, the Central Committee for Democratic Progressive Party suggested to further expand preschool education resources. According to the actual situation, the unlicensed park will be brought into the unified supervision system, and temporary licenses will be issued to those who are in good conditions and may meet the national standards for running parks within a certain period of time through assistance and efforts. Take multiple measures to stimulate the vitality of running a school. First of all, straighten out the system of running parks by state-owned enterprises, institutions, departments and collectives, and fully revitalize public parks. Secondly, through the way of "government purchasing services", social forces are encouraged to hold inclusive private parks, so that school-age children, especially those from rural areas and difficult families, can be guaranteed by the system. The policy should be further tilted towards the countryside. Every township should run at least 1 public central kindergarten. Large villages can build their own kindergartens, and small villages can jointly run them. Facing the practical difficulties of running a garden in rural areas, it is necessary to increase government support and focus on solving the problems of teachers' qualifications, student status and funding guarantee.
Improve the level of family education
The results of the national family education survey released by the All-China Women's Federation in February 20 15 show that more than 30% of parents have not received any family education guidance services, and less than 10% of parents have carefully studied the laws related to children. Most parents have different degrees of parenting anxiety. The survey also found that parents pay too much attention to their children's learning, and more than 70% parents "accompany their children to do homework"; Some parents lack the ability to train their children to work and exercise. Parents face many difficulties in family education, such as "not knowing how to educate their children" and "not understanding their children's thoughts". The difficulties encountered by rural parents are more prominent than those encountered by urban parents. The family education level of disadvantaged families, especially migrant workers' families and left-behind children's families in rural areas, is weak.
According to the DPP Central Committee, there are five main reasons for the family education problem, including the unclear position of family education in the national education system; The family education management department is not clear and the management system is not smooth; The existing family education guidance service system has limited coverage and the family education and training industry is chaotic; The theoretical research and team building of family education are not perfect; The role of existing parent schools is insufficient. Many parent-teacher conferences are a mere formality with a single content. They even equate parent-teacher conferences with parent-teacher conferences and fail to play their due role.
In this regard, the Central Committee of Democratic Progressive Party suggested-
The first is to issue a programmatic document on family education at the national level. Clarify the position of family education in the national education system, and bring the publicity and popularization of family education knowledge and parents' family education guidance services into the public service category.
Second, actively develop high-quality and practical family education resources and build an effective platform for parents' self-education. Build an information platform, and take the mass media, especially the Internet, as an important channel for family education guidance; Build an activity platform to create conditions and atmosphere for parents to learn, participate and share.
Third, give full play to the role of parents' schools, social organizations and market-oriented training institutions, and take various measures to promote the development of family education. Further overall planning, encourage non-profit organizations to carry out family education services, establish a standardized management system for family education market service institutions, and provide "menu-style" services for parents.
The fourth is to strengthen the theoretical research and practical exploration of family education and cultivate transportation professionals. Relying on the education research institute and normal universities, we should endow them with the functions and tasks of family education research, and at the same time integrate the resources and strengths of all parties in the existing family education research to make it play a more effective role.
Fifth, strengthen publicity and guidance to form a new situation of vigorously promoting family education, so that the concept of family education is deeply rooted in the hearts of the people, and scientific implementation of family education has become a common practice.
