"Double reduction" is to effectively reduce the excessive workload of students in compulsory education and the burden of off-campus training.

In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the Fifth Plenary Session of the 19th Central Committee, effectively improve the level of school education, constantly standardize off-campus training (including online training and offline training), and effectively reduce the excessive workload and off-campus training burden of students in compulsory education.

On July 24th, 20021,the General Office of the State Council, the General Office of the Central Committee of the CPC issued opinions on further reducing the burden of students' homework and off-campus training in compulsory education. All localities and departments are requested to conscientiously implement it in light of the actual situation. In August of the same year, the Office of the State Council Education Steering Committee issued a special notice to inform the progress of the implementation of the "double reduction" work in each province every two months.

Further implementation

On July 24th, 20021year, the General Office of the Central Committee and the General Office of the State Council issued the Opinions on Further Reducing Students' Homework Burden and Off-campus Training Burden (hereinafter referred to as "Double Reduction"), in which "compulsory education discipline training" was mentioned many times.

In addition to the fact that new off-campus training institutions for students in compulsory education are no longer approved in various places, the biggest harm to the teaching and training industry is the limitation of training time: the relevant provisions of the Law on the Protection of Minors are strictly enforced, and off-campus training institutions are not allowed to occupy national statutory holidays, rest days and organize subject training in winter and summer vacations.
