Offline discipline training for preschool children aged 3-6 is a prohibited training program and is not included in the registration scope.

2 principles of registration

Unqualified ones will not be registered. A training institution under any of the following circumstances cannot be registered: it failed the annual inspection in 2020 and 2002/kloc-0 and has not been rectified; 202 1 those who have been investigated for serious violations of school running and those who already have major risks in running schools have stopped running schools.

Institution category is not compatible. Training institutions can only choose one of subjects and non-subjects.

The training content will not increase. The content of the original school license has been clarified, and the registration process can only be reduced, not increased.

The core issues remain the same. The sponsor, legal representative and address of the training institution are consistent before and after registration. This article only focuses on this registration process.

Enrollment is not allowed before standardization. Training institutions shall suspend enrollment and fees before completing standardized registration.

3 Registration method

Re-examination registration is divided into examination, registration and approval.

The audit object is a non-profit discipline off-campus training institution that has obtained the school license and the registration certificate of private non-enterprise units within the administrative area of this Municipality and continues to run schools in accordance with the original registered business scope.

The registered object is a profit-making off-campus training institution within the administrative area of this Municipality, which has been approved by the administrative department or the education department and registered by the market supervision department, and applied to be converted into a non-profit off-campus training institution.

The object of examination and approval is the application of discipline-based off-campus training institutions to non-discipline-based off-campus training institutions; Non-disciplinary off-campus training institutions with incomplete existing licenses.

4 Registration procedure

The first stage of the audit registration and approval procedures:

The existing discipline training institutions shall submit the work plan and the standardized registration intention and audit form of Xiangyang off-campus training institutions in duplicate to the local county-level education bureau. According to the information submitted by training institutions, local education departments shall, in conjunction with relevant departments, inspect the fire protection of school buildings and organize special classes to carefully review the submitted materials. After summarizing the list of institutions that have passed the inspection, send a letter to the local administrative examination and approval department and the market supervision department as the basis for the training institutions to re-examine the registration and approval. The county administrative examination and approval department and the market supervision department carry out the work of "turning from business to non-business" and "turning from learning to non-business" according to the results of the letter examination by the local education department.

0 1 Continue to run the school:

Implement audit procedures. Such institutions do not need to re-register non-profit organizations, but should amend their articles of association, improve their management system, pay 500,000 yuan for capital verification and open a special account for fund supervision according to the requirements of the "double reduction" policy. County civil affairs and education departments will conduct centralized inspections and continue to run schools according to laws and regulations after passing the inspections. The qualified list should be copied to the education department.

02 change the nature of running a school:

Perform the re-registration procedure. County and market supervision departments shall instruct training institutions to cancel their original business licenses according to the requirements of "handling and guiding registration one by one" and the list of training institutions approved by local education departments. After cancellation, the administrative examination and approval department shall issue a new school license and registration certificate of private non-enterprise units, with a capital verification amount of not less than 500,000 yuan. The administrative examination and approval department will no longer conduct on-site inspections of such institutions.

03 change the direction of running a school:

Perform re-approval procedures. In accordance with the requirements of "batch-by-batch trial, batch-by-batch start and batch-by-batch standard", the county administrative examination and approval department shall first collect the original school-running license if it intends to change to a non-disciplinary off-campus training institution, and then refer to the "Xiangyang off-campus training institution setting standard" for examination and approval. After approval, a new school license will be issued, valid for one year. The county-level market supervision and administrative examination and approval department shall change the business scope, competent department and organization name of the business license of such off-campus training institutions or the registration certificate of private non-enterprise legal entity. According to the classification management requirements in the "double reduction" document of the provincial party committee and government, the competent departments of art and sports are the departments of culture and tourism, and the competent departments of science and technology are the departments of science and technology.

04 Self-suspension:

If a for-profit discipline training institution is registered as an individual, it shall directly apply to the local administrative examination and approval department for cancellation of its school license and cancel its business license to the market supervision department; For-profit training institutions registered as enterprise legal persons, as well as non-profit discipline training institutions, need to apply to the examination and approval department for cancellation of the school license and the registration certificate of private non-enterprise units after liquidation according to the provisions of Articles 56 to 60 of the Law of People's Republic of China (PRC) Municipality on the Promotion of Private Education (hereinafter referred to as the "Civil Measures"), and cancel the business license to the market supervision department.

The second stage approval procedure:

At this stage, only non-disciplinary off-campus institutions with licenses and permits are accepted. Institutions that have special requirements for venues, teachers and training activities or carry out high-risk competitive sports training shall be examined and approved by the relevant competent departments according to the requirements of the competent departments of the industry after the standards are clearly defined.

After reviewing the school license, the market supervision department will issue a business license or a legal person registration certificate of a private non-enterprise unit issued by the administrative examination and approval department.

02 photos without license:

The administrative examination and approval department at the county level shall conduct examination and approval according to the regulations, and after passing the examination and approval, a school license shall be issued, valid for one year. Apply for non-profit synchronous change of business scope, competent department and organization name of legal person registration certificate of private non-enterprise units. For those who apply for making profits, the county-level administrative examination and approval department will send a copy of the list to the market supervision department at the same level, and the market supervision department will change the business scope and organization name and issue a new business license.

For the training institutions that continue to run schools in the first stage, if they pass the examination and approval in the second stage, they should open a unique fund supervision account in the bank after completing the corresponding registration and examination and approval, and go to the local education department for filing the articles of association of the training institutions, members of the board of directors, enrollment brochures and other contents, and submit a copy of the school license and a copy of the receipt for opening a fund supervision account.
