Article 2 The term "combine harvester" as mentioned in these Provisions refers to various self-propelled combine harvesters and suspended combine harvesters.
Units and individuals who own and use combine harvesters shall abide by these provisions.
Third people's governments at or above the county level shall be responsible for the safety supervision of combine harvesters and drivers.
Agricultural machinery safety supervision institutions of agricultural mechanization departments of municipalities directly under the central government and cities divided into districts or agricultural machinery safety supervision institutions equivalent to agricultural mechanization departments at the same level (hereinafter referred to as "agricultural machinery supervision institutions") shall undertake the registration of combine harvesters and the issuance of driving licenses within their respective administrative areas.
County-level agricultural machinery supervision institutions undertake specific work such as combine registration application, combine inspection and driver's license application.
Article 4 The safety supervision of combine harvesters and drivers shall adhere to the principles of safety first, prevention first and comprehensive management, and follow the principles of openness, justice and convenience.
Fifth people's governments at or above the county level shall strengthen the publicity and education of laws, regulations and safety knowledge of combine harvester safety production.
Agricultural production and operation organizations shall carry out safety education on the driving operation of combine harvester and related personnel, and raise the awareness of safety production.
